Procedure for Distribution and Management of Teaching License 2077 - Teacher Service Commission, Sanothimi, Bhaktapur

1. Preface

To make systematic the record, distribution, and management of the teaching license issued to the successful candidate in the examination of the teaching license taken as per the advertisement published in Ashadh 2076 BS under the Teachers Service Commission Education Act, 2028 (with amendment) and Teacher Service Commission Rules 2059 (with amendment). For the purpose, this procedure has been issued using the authority given by Rule 53 of the Teachers Service Commission Rules, 2059 (with amendments).

2. Short name, extension, and start

The name of this procedure is "Teaching license Distribution and Management Procedure, 2077".
This procedure shall be effective from the date of publication of the notice by the Commission.

3. This procedure shall apply to the Commission, the Directorate of Education Development under the concerned State Government, the Education Development and Coordination Unit, and the concerned candidates.

4. Introduction and definition

Definition: If the subject or context does not have another meaning in this procedure -

A) "Act" means the Education Act,

B) "Rules" means the Teachers Service Commission Rules,

C) "Commission" means the Teachers' Service Commission.

D) "Directorate" means the Directorate of Education Development in the provinces under the State Government.

E) "Passed Candidate" means a candidate who has passed the written examination of the Commission from Advertisement No. 32/076 to 36/076.

F) "Teaching License" means the Teaching License issued to the successful candidates under the Commission's Advertisement No. 32/076 to 36/076.

G) Advertisement No. 32/076 means a primary level teaching license.

H) Advertisement No. 33/076 means thematic teaching license of lower secondary level.

I) Advertisement No. 34/076 means thematic teaching license of secondary level (with training).

J) Advertisement No. 35/076 means the thematic teaching license issued for the former higher secondary level teachers.

K) Advertisement No. 36/076 shall mean the teaching license issued in accordance with Sub-section 6A of Section 11D of the Education Act,

5. Tasks to be performed by the Commission regarding the teaching license:

A) To send three books of details of the candidates who have passed the examination of the teaching license, the register keeping the record of the teaching license, the teaching license filled with the details, and the stickers to be affixed on it to the directorates.
B) To issue information regarding the process of distribution of teaching license to the candidates, date of distribution, time and documents to be submitted.
(C) To verify the applications received from the candidates, to distribute the teaching licenses, and to issue detailed procedures for keeping records.
D. To send the procedure specifying the type and procedure of the teaching license letter which can be corrected by the Directorate itself or to be sent to the Commission for rectification if the details are different.
E) To make the records of the teaching license manageable.
F) To make/implement and implement necessary decisions regarding teaching license under this procedure.

6. Tasks to be performed by the directorates regarding teaching license:

A) To send in writing to the Commission any query or ambiguity in the implementation of the procedure issued by the Commission regarding the distribution, records, and management of teaching license.
B) To verify the list of candidates received by the Commission regarding the distribution of teaching licenses, register as per the list, teaching licenses, and stickers.
C) To inform the candidate about the time, date, the process to be completed, documents to be attached, and also the documents to be attached.
D. To verify the application received for the teaching license from the candidate and the documents submitted.E) To verify the application submitted by the candidate and issue the teaching license on the same day or if it cannot be issued on the same day, inform the candidate in time.
F. To make arrangements for the distribution of teaching license by following the measures to be safe from the risk of COVID-19 infection.

7. Documents candidates must submit along with the application for teaching license:

A) Application filled in full as per prescribed format.
B) Documents prescribed for the relevant advertisement (to be certified and submitted by the candidate himself). In case of educational qualification, the certificate of passing the minimum educational qualification prescribed from the entrance examination will have to be submitted.
C) 2 copies of an auto-size photo taken recently along with the application.

As per the advertisement, the following documents should be submitted with the application.

A) For Advertisement No. 32/076

At least a copy of the certificate of passing the proficiency certificate level or similar examination.
A minimum of 10 months of training in education or a proficiency certificate in education or a copy of a similar examination certificate.
Copy of Admission Card
Copy of Nepali citizenship certificate.

B) For Advertisement No. 33/076

A copy of the proficiency certificate level or similar certificate with a minimum of 200 Full Marks in the relevant subject from a recognized educational institution.
A copy of the certificate of completion of minimum of 10 months of training in education or proficiency certificate in education or similar examination.
Copy of Admission Card
Copy of Nepali citizenship certificate.

C) For Advertisement No. 34/076

Certificate of passing the bachelor's degree or similar examination with a minimum of 300 full marks in the relevant subject from a recognized educational institution.
A copy of the certificate of completion of at least 10 months of training in education or graduation.
Copy of Admission Card
Copy of Nepali citizenship certificate.

D) For Advertisement No. 35/076

A copy of the certificate of passing the postgraduate (Master Degree) or similar examination with a minimum of 300 Full Marks in the relevant subject from a recognized educational institution.
Original copy of the temporary teaching license obtained as a teacher working in the former Higher Secondary School.
Copy of Admission Card
Copy of Nepali citizenship certificate.

E) For Advertisement No. 36/076

A copy of the certificate of graduation from a recognized educational institution with a minimum of 300 Full Marks in Science, Computer Science, Computer Engineering, Electrical Engineering, Civil Engineering, Mathematics, English, Office Operations, and Accounting, Law, Agricultural Science, and Animal Science.

Copy of Nepali citizenship certificate.

Explanation: The person who has obtained the teaching license as per clause E should be able to take the training as per Rule 9 of the Teachers Service Commission Rules 2057 within 2081 Chaitra end.

8. How to download the details of the persons who have obtained teaching license in the register

Prior to the distribution of teaching permission, the Directorate should distribute the details of the licensed persons only after downloading them in the register provided by the Commission as per the details.

A) When registering the details in the register, different registers should be used in layers.

B) When entering the details in the register, only after the completion of one register, another register for the same level should be used.

C) Details should be downloaded in the register on the basis of thematic records sent by the Commission for secondary and lower secondary level. While downloading the details in such a way that the details of Nepali, English, Mathematics, Science, Social ---... - .. subjects will have to be downloaded respectively.

D) After downloading the details of the candidates of one subject, about 2 pages should be left blank and another subject should be started in the same register.

E) Thematic list with page should be mentioned at the beginning of the register.

F) When downloading the details in the register based on the details sent by the Commission, TSC ID, name of the examinee, roll number, address, citizenship number, father's name, father's name, and other details (details of educational qualification and training), based on the certificate submitted by the person along with the application.

G) He wrote the sticker number in the register only after pasting the sticker sent by the commission on the photo of the candidate. Sort the sticker number as far as possible.

H) Detailed entries should be kept and verified by the concerned staff and head of the office respectively.

9. Method of distribution and record-keeping of teaching license

The Directorate will have to make arrangements for the distribution by updating the following details of the persons who have obtained teaching license in the register obtained from the Commission.

A) The name of the candidate, roll no., Citizenship no.

B) Stickers, certificates, and photos sent by the Commission should be affixed and the number of the sticker should be mentioned in the record book.

C) One of the two photocopies submitted by the candidate should be affixed on the certificate and one copy on the record book.

D) The official person responsible for acting as the head or head of the Directorate of Education Development should sign the certificate and the register with a black ink pen so that it is in the photo of the candidate.

E) The certificate should be signed and submitted in the presence of the person concerned. If the candidate is not able to attend in person, the teaching license can be distributed on the basis of the approval along with the required documents. In this way, the person who understands the certificate through Manjarnama has to submit the identity card (identity card or citizenship) along with his telephone number.

F) If it is found that the concerned candidate has passed from the subject or level other than the existing roll no.

10. Thus, teaching licenses should be distributed only as per the instructions of the Commission.

If it is found that the details related to the teaching license which the Directorate can correct itself are different from the details of the successful candidate sent to the directorates by the Commission, the following details of general nature may be issued by the Directorate itself.

A) Spelling mismatched, ref, Ukar, Ikar, short, long mismatched

B) If the name of the local level and the ward are different except the district mentioned in the citizenship, the details of the permanent address are different based on the recommendation of the local level.

C) If the person's middle name is different.

D) If the citizenship number is different.

For example:

Janakpur-2 Janakpur In the teaching license of Anita Kumari Sah with a permanent address and citizenship number 1235/2062

Anita Kumari Sah should be:

Anita Kumari Sah, or

Anit Humari Shah, or

Anita Kumar Sah or

Amita Kumari Sah, if any

Janakpur-2, Dhanusha should be:

Janakpur-12, Dhanusha or

Mithileshwar-5, Dhanusha or

Janakpur-2 Janakpur or

If Janakpur-2 is Mahottari

1235/2062, should be a bow

E) In case the last name of the candidates has to be corrected, it can be done on the basis of a citizenship certificate, a marriage registration certificate in case of a married woman, and a divorce certificate.

11 Teaching license cannot be issued immediately

A) If the full name differs in the admission letter and license of the successful candidate.

B) In case of difference in full name and date of birth in the certificate and citizenship

C) In the case of advertisement No. 32/076, 33/076, and 34/076, a training certificate on the education-related subject has not been submitted.

D) In case of advertisement No. 33/076, 34/076, 35/076, and 36/076, if the educational qualification similar to the subject of issuance of teaching license is not obtained or minimum integer study is not found.

E) In case of not passing the minimum educational qualification required for the concerned level

F) If it is found that the educational qualification of the concerned level has not been passed by the last date of application (2076-03-29) then

G) Advertisement no. Candidates who can apply on 36/076 are found to have passed in Advertisement No. 34/076

H) In case of passing from another subject instead of the subject studied

12 Details regarding teaching license to be sent to the Commission for correction:

If it is found that the following details of the candidate are different from the records in the Commission or in case it is not possible to issue the license immediately as per Chapter 9 of the Rules of Procedure, such application should be sent to the Commission for correction.

A) If the full name of the successful candidate is different.

B) If the district where the citizenship is obtained is different.

C) In the case of advertisement No. 32/076, 33/076, and 34/076, a training certificate on education-related subject has not been submitted.

D) In the case of advertisement No. 33/076, 34/076, 35/076, and 36/076, if the educational qualification or minimum integer study is not found to be similar to the subject of issuance of a teaching license.

E) Requesting teaching license from different roll no.

F) If a copy of the admission letter is not submitted.

G) If the father's full name is different.

H) If the details are not complete or blank in the certificate provided by the Commission.

13. Regarding teaching license for teaching social subjects

Case no. Although it is written in 9 J. Suke, for the teaching license or social subject under advertisement no. In any one of the subjects of education, health, and physical education, if the required integers and qualifications have been obtained for the respective level, the approval of the Commission is not required.

14. Regarding the educational qualification specified as per advertisement no

A) If the eligible person for the advertisement No. 36/076 of the Commission is found to have passed by mentioning the advertisement No. 34/076, such candidate should be provided the license as per advertisement No. 36/076.

B) The Directorate shall compile the details of the candidates obtaining such a teaching license and send it to the Commission.

C) The Commission shall reprint the certificates of such candidates and send them to the Directorate as soon as possible.

The Directorate shall keep records of the certificates received from the Commission and make arrangements for the distribution of certificates to the concerned candidates in accordance with this procedure.

E) The roll number in such a teaching license will be as per the admission letter.

15 Regarding the permanent conversion of the teaching license stating the condition of secondary level

A) A person wishing to permanently convert the teaching license mentioned under the conditions under advertisement No. 35/076 and 36/076 of the Commission should submit an application to the concerned directorate within the stipulated period along with the certificate of training and the condition of the teaching license mentioned in the condition.

B) The Directorate shall collect such certificates and send them to the Commission for the purpose of updating the records of the permanent teaching license.

(C) The Commission shall, after verifying the applications received in this way, if necessary, meet the required certificate with the instructions to convert it into a permanent license.

(D) The Directorate should keep records and distribute such certificates.

16. How the Directorate will correct the records:

A) The details that can be corrected by the directorate in accordance with this procedure should be corrected in the certificate of the concerned candidate.

B) The basis/reasons for correcting the statement should be mentioned on the back of the certificate and the name of the signatory and the office should be completed and the seal of the office should be affixed.

C) Corrected details should also be signed in the records register.

D) Such corrected details shall be compiled and sent to the Commission on a quarterly basis.

17. If there is any dilemma in the implementation of the working procedure, the commission should be contacted and it should be implemented as per the instructions of the commission.
