The Vice-Chancellor's post is vacant in seven universities including Tribhuvan University, Nepal Sanskrit University. The government has constituted a committee to recommend the name of the Vice-Chancellor. In this regard, the committee has suggested that the Vice-Chancellor recommends the names of persons with qualifications as follows:
- Having strong seniority, empirical skills and strong will in the interest of the University, working in the University concerned
- With high academic dignity and skilled administrative ability,
- Should not be Representative/cadre of any political party/faction/ subgroup but doing significant work in purely academic or academic fields,
- Relationship/monitoring tightening, influencing educational activities on campus,
- Wanting to improve the university unselfishly, without financial temptation,
- Cannot support/contribute to a political party, contributed/donated to the university,
- Relatives and party workers should not be tempted to get jobs at a university,
- Avoid the stigmatized identity of some party or vice-chancellor of a particular group,
- Do not create a locking environment in the university, properly evaluate the faculty and staff, coordinate all,
- Quality of the University by focusing on the academic activities of the professors/staff with a fair evaluation of their contribution.

- The result of publication, convocation ceremony, curriculum revision, research, correlation, the appointment of professor/staff, transfer/promotion, etc. may be prepared by following the rules/regulations and guidelines of the concerned university and prepare/schedule it accordingly.
- Non-adherence to the University policy/rules can either subordinate educational institutions or affiliates or reward those who do well,
- Creating a status that extends to the University's glory and dignity internationally so that the University can choose foreigners to study/research,
