
PSC Pre-Qualification Exam Notice 2082 for Assistant Level Posts
Organized Institution Assistant Level II, Kharidar or Equivalent Fourth Level Pre-Qualification Exam Notice.
As per Sub-rule (1) of Rule 23Ka of the Public Service Commission (PSC - Lok Sewa Aayog) Rules, 2079 (with amendments), the following organized institutions, having received approval from the Commission for position fulfillment, are invited to apply for the open competitive written pre-qualification examination for Assistant Level II, Kharidar or equivalent, or Fourth Level or equivalent non-technical posts.
Eligible Nepali citizens who meet the prescribed qualifications must apply through the Commission’s online application system at psconline1.psc.gov.np.

Minimum Qualification Required
As per Rule 23Ka(10) of the Public Service Commission Rules, 2079 (with amendments), candidates must have passed SLC or equivalent from a recognized educational institution.
Note: For candidates who passed SLC or equivalent after the implementation of the grading system, a GPA of 2.0 or above will be considered as the minimum qualification.

Note: There is no age limit for permanent employees currently serving in any organized institution. However, this exception applies only to those employed at the time of the main examination advertisement.
Method and Place to Pay the Application Fee
The application fee can be paid electronically through the online application system of the Commission. Alternatively, candidates can print the bank voucher containing the Master ID and transaction number and deposit cash at the designated banks.

Candidates must ensure the documents are available at the time of submission. Missing documents may result in application rejection at any time.
Important Instructions
(a) As per PSC decision dated 2082/03/19, from FY 2082/83 onwards, it is mandatory to pass the pre-qualification examination and obtain the certificate to apply for Assistant Level II, Kharidar, or equivalent (non-technical) posts in organized institutions.
(b) Incomplete applications, including those lacking minimum qualifications, required details, or fee payment, will not be accepted.
(c) Academic qualifications must be obtained within the deadline for application submission. Degrees from foreign institutions must be recognized as equivalent by the concerned authority.
(d) Applicants who already have a Master ID must use it to apply.
(e) Examination centers once selected cannot be changed, so choose carefully before submitting the application.
(f) Only candidates who pass the pre-qualification exam and receive the certificate can apply to any advertisement within one year of the certificate issue date. The candidate must meet the minimum qualification set by the respective institution’s rules and laws.
(g) Candidates currently suspended from any PSC exam due to violation of exam rules cannot apply for this pre-qualification exam until the suspension period is over.
(h) Candidates seeking a scribe (assistant writer) must contact the respective PSC office at least 10 days before the exam date. Failure to do so may result in non-availability of a scribe.
(i) It is the applicant’s responsibility to meet the terms, conditions, and standards set by the advertising institution.
(j) OMR answer sheets will be used in the pre-qualification examination.
(k) Only black ink must be used during the exam. Any other color will result in answer sheet cancellation.
