
Notice on Conducting Unified Preliminary Exams for Kharidar and Related Posts in Organized Institutions
In line with making the written examinations conducted by the Public Service Commission (PSC) for organized institutions more effective, the Commission, as per Sub-rule (1) of Rule 23Ka of the Public Service Commission Regulations, 2079, has decided on 2082/03/19 to implement a unified preliminary examination system.
This will apply from the fiscal year 2082/83 onwards for open competitive written exams of non-technical assistant level positions, second class (Kharidar or equivalent), or fourth level or equivalent, announced by organized institutions with PSC's prior approval.
As per Sub-rule (4) of Rule 23Ka of the same regulation (with amendments), even if organized institutions set different services, groups, sub-groups, academic qualifications, experiences, skills, or titles for the same level or grade, the minimum educational qualification for such posts under this rule shall be the Secondary Education Examination (SEE) or equivalent.
Additionally, Sub-rule (2) of the same rule states that the syllabus for the unified preliminary examination must be approved and published by the Commission.
Accordingly, the syllabus for the unified preliminary examination for open competitive written exams at assistant level second class (Kharidar or equivalent) or fourth level or equivalent has already been approved by the Commission on 2082/02/27 and published on its website: www.psc.gov.np.
From the upcoming fiscal year, all tasks related to the unified preliminary exam—including notice publication, application handling, exam operation, and management—will be conducted by the PSC as per its annual recruitment schedule.
Only candidates who pass the unified preliminary exam conducted by PSC and receive the certificate in accordance with Sub-rule (8) of Rule 23Ka will be eligible, as per Sub-rule (9), to apply within one year from the date of certificate issuance for vacancies announced by the concerned organized institutions for relevant posts, services, groups, or sub-groups.
