12th National Census Begins from Today

The main census of the 12th series of National Census, which is conducted every 10 years, is starting from today (Kartik 25 / 11th November, Thursday). This census will continue till Mangshir 9th. According to the Central Statistics Office, all the preparations for the census have been completed.

According to the projection of the Central Statistics Office, the number of families across the country has now reached 7 million. According to the 2068 BS census, there were 5.5 million households across the country. This time the population is projected to reach an average of 30 million.

Satellite census is being prepared in Limpiyadhura, Lipulek and Kalapani areas. Diplomatic initiatives are being taken with India to create a conducive environment for on-site census, but if not allowed, the census will be conducted via satellite, the department said.

The department has stated that all personal and family details collected from the census will be kept confidential. Only individual and family details will be published collectively.


The main census of the 12th series of the national census, which is conducted every 10 years, is starting from Thursday. The main slogan of the census is 'My Census, My Participation'. According to the Central Statistics Office, 80 questions have been prepared for the citizens to ask during the census. The department has stated that Rs 4 billion will be spent till the complete census data is made public after completing the entire process. The census will last for 15 days and will be completed on 9 December. The main report will be published by 2079 BS and all sectoral and thematic reports will be published by 2080 BS.

The 12th National Data Collection Program will be launched by President Bidyadevi Bhandari after 9 am on Thursday. At the same time, Director General of the Department Nevin Lal Shrestha said that the census will be started across the country including the Vice President and the Prime Minister.

The enumerators will start working on Thursday morning. The enumerator has been trained and assigned to the field with questionnaire. They will go door-to-door to collect data. The calculator will take an average of 20 to 25 minutes per house. According to the statistics department, a family will be asked about 80 questions during the census.

In the first phase of the census, that is, the enumerators will visit all the households and collect the details of the persons who have been listed in the house and household listing process and have been left behind for any reason.

The Central Statistics Office has added some questions to the past during this census. This time, a lot of data will be collected including natural damage, disaster risk, birth registration details, ancestral language style, whether there is an account in a bank or financial institution.

The Department of Statistics conducted a household listing program from 26 Ashoj to 14 Kartik. Earlier, the census from 25 Jestha to 8 Ashad was postponed due to Covid-19.

About 40,000 enumerators and eight thousand five hundred supervisors are being mobilized to enumerate all the households and individuals in the country within the stipulated time frame. For this work, the youths who have passed 12th class have been mobilized as enumerators and the supervisors who have passed the bachelor level have the responsibility to assist and supervise the work of enumerators.

Director General Shrestha informed that additional staff has been mobilized from the center to the local level to ensure the quality of the census data. The enumerator, buyer and supervisor will get the facility of deputy subba level. The enumerator has been given one month contract and the supervisor two months contract.

Three types of questionnaires have been prepared for accurate and detailed data collection in National Census. In the first questionnaire the data of the original family is collected. It has 25 questions. The second main questionnaire has 55 questions. In the third, community questionnaire will be used. In the main questionnaire, detailed data will be collected on the facilities consumed directly by the family, drinking water, electricity, mobiles, vehicles, land and houses in the name of women, and small home businesses.

Similarly, details of those who are not registered with the government body, and data of absent family members abroad will also be collected. In which data will be collected including what people do, what kind of work they do, what kind of product is produced in the place where they work.

The community questionnaire will be at the ward level. This also involves verifying the data obtained from the household. From which data of source of revenue collection at ward level, statistics of agricultural production and export, details of source of income at ward level will be taken.

Especially in the upcoming census, details of social, language, religion, caste, gender, environment, land will be collected. In addition, financial details, educational qualifications, health related data will be collected. Also, detailed information will be collected on the access of the person to the services and facilities.

In this census, data is being collected through digital system in 6 municipalities of Kathmandu district including Kathmandu Metropolitan City. Details will be collected from the tablet using the copy method. Paper questionnaires are being used in other parts of the country.

In addition, for the first time in Nepali diplomatic missions abroad (embassies, consulates and permanent missions) e-census method is being used to collect details of Nepali employees and dependents from the website application.

The Department of Statistics has made it a rule that enumerators are not allowed to fill in the questionnaire for the householder or family members. The enumerator will have to fill the questionnaire politely asking questions. The enumerator will not be able to fill the form voluntarily without asking questions.

The enumerator will ask many questions during the census. Education, health, agriculture, drinking water, road infrastructure, bank account, non-borrowed, employment, unemployed, number of family members, women, men, disabled, third gender and other details will be filled in the form. Details of these subjects must be filled. The enumerator will carry out the census in such a way that the details of the person and the family will come. In the questionnaire, the index required by the ward, indicators of development goals, physical facilities of the ward, social condition, condition of natural calamity, backwardness and other details will also be collected in the questionnaire.

Types of Data Collection:

Family: Ownership of the house, foundation of the house, hardwood, roof, floor, source of drinking water, cooking fuel, source of electricity, toilet, household amenities, real estate in the name of women, other occupations besides agriculture, ownership of running small home business, Deaths, details of deceased persons, absent members, details of persons abroad.

Personal: Name, surname, family, relationship of daughter, birth, age, caste, ancestral language, mother tongue, second language, religion, citizenship of any country, marital status, age at which marriage etc.

Educational: The condition of going to study in the educational institution, the area studied, the level of education, educational details etc.

Migration: place of birth, municipality, district, foreign country, place of departure during migration, period of migration, reasons for migration.

Reproduction: How many live children have been born, how many have died, who are living with children under the age of 18, what is the type of disability, how many months they work for income.

Economic activities: Main economic work, production of goods or services in the organization in which the work is done, type of involvement in the work, institutional area of ​​financial work, reasons for not doing financial work, not looking for work or not.
