Free Compulsory Education Program in Kavre District for Children in Need

Bethanchok Rural Municipality and Khanikhola Rural Municipality in Kavre district are set to implement a free compulsory education program for children who are unable to attend school due to various reasons.

Target Group for the Program

The program will target children who are either disabled, without parents, or unable to attend school due to poverty or other reasons. It is aimed at children who are between 4 to 13 years of age.

Special Arrangements for Disabled Children

For students with complex disabilities who cannot go to school, home-visiting teachers will be arranged to ensure that they also receive an education.

Implementation of the Program

The program is set to start in the academic session of 2080, and the first phase has already begun in Bethanchok Rural Municipality. The education committee, school management committee, and community learning center will work together to mobilize the program in its initial stages effectively.

Door-to-Door Program for Children

A ward-level door-to-door program will be conducted to reach out to the children in need, gather information about their situation, collect data on costs, and understand the reasons for their inability to attend school.

Budget Allocation and Services

The rural municipality will allocate the budget based on the number of children with disabilities and those living below the poverty line. Clothes, bags, shoes, books, and pens will be provided to needy students. Parents who fail to send their children to school will not receive services from the rural municipality, and a binding policy will be implemented to ensure that services will only be resumed after the children start attending school.

Program Under the Ministry of Social Development

This program is being implemented under the Ministry of Social Development of the Central Government. It is a step towards providing education to all children, irrespective of their backgrounds and financial status.
