Labor Information Bank

Govt to set up a Labor Information Bank:

The government is about to set up a Labor Information Bank. A bank is being set up for the manpower scheme by including the details of various agencies so that the basic identity of the workers can be identified. Procedures are being worked out for this.

Minister for Labor, Employment, and Social Security Rameshwar Ray Yadav said that a bank would be set up for the individual integrated details of the workforce (skilled, semi-skilled, and unskilled). He said that the bank was needed as there was no identification between the available employment opportunities and skill-based training. "You can't find people here who do what the employer says. The workers will not find the employer they are looking for, 'he said.' The workers' information bank will fill this gap.

After keeping the details of the workers who have returned from abroad after learning the skills in the labor bank, it will be easier to create employment. The annual policy and program of the current Fiscal Year had announced the establishment of Labor Information Bank by further developing the employment service centers and employment information management system at all local levels. The government has also allocated Rs 1 billion from the bank to provide employment to 50,000 people.

The government does not have a comprehensive description of workers working in the formal and informal sectors. According to the Labor Survey 2017, 7 million 86 thousand people are involved in employment. There are 900,000 unemployed and 54.64 million below the poverty line. Their full details are nowhere to be found. The details of employment, self-employment and unemployment of 18-59 year old Nepalis who can work should be with the state. The absence of that has affected the policy, 'said Minister Yadav.

According to Bharat Mani Pandey, spokesperson of the Ministry of Labor, there is a plan to bring together employers, manpower, and training providers through the bank. ‘The employment service center used to compile a list of the unemployed at the local level. There were only two parties involved in giving and receiving employment, 'he said. Training providers are also added. It is through this bank that the details of who needs what kind of workers, who get employment according to their skills, who gets what skills are given in an integrated manner.

MP Binda Pandey, who is also an expert on labor issues, said that the structure should be made in such a way that the information of skilled labor force is available at the local level. "The information of the labor force kept in Singha Durbar does not work at the local level," she said. "It is a matter of giving concessional loans to the workers. How to get it?" Where to get It should be managed at the local level as well. '
