Constitution Day

The people wanted to promulgate the constitution through the Constituent Assembly. The first Constituent Assembly was dissolved, and after that the constitution could not be promulgated, the second Constituent Assembly was required to issue a constitution. After many ups and downs, a second Constituent Assembly was formed. The election of the second Constituent Assembly was completed by making the Supreme Court's Chief Justice the Chairman of the Council of Ministers. Meanwhile, a devastating earthquake struck the country on April 25th, 2015, and brought the parties together. In the first Constituent Assembly, there was a lot of great discussion about the constitution. There was agitation in the Madhes, the tribes were dissatisfied. 

Do not split the community

My wish was to bring about a better and better constitution. A democratic, republican constitution, everyone should belong and everyone can accept. After the success of the People's Movement, there was a Madhes movement, a people's movement. My stand was not just about Madhes; there should be no division between communities and communities; Some communities may have exploited other communities during the night. When democracy and republic came, I wanted to have such an experience, not to divide the community.

Even during the agitation in Madhesh after the interim constitution was issued, I said that the community of the mountain and the Madhes community should go together. As the President, I wished that all the problems of the nation would be solved if the constitution was promulgated by the Constituent Assembly. The second election was for four years, so I did not intend to extend it. The parties also promised to give a constitution within a year. Many issues had already been agreed and the remaining issues were also narrowed. If there is dissatisfaction with an area and a community, I should take it in confidence. In this way both the constitution and the nation succeed. The constitution should bring everyone together and the constitution should be promulgated in a hostile environment. I wanted all the countrymen to create an atmosphere of cheer when the Constitution was promulgated by the Constituent Assembly. 

Power selfishness dominated

The power of some political parties dominated. We had a sacrificial movement of 70-80 years, as a by-product of the Constituent Assembly. When the constitution was promulgated, I had nothing but the desire to solve all the problems of the nation. Even after the first and second Constituent Assembly elections, the parties put the issue of power in first place, and no matter how important the constitution-drafting should be. I was not satisfied that the parties had placed their own and 'party' positions in the first and constitution in the third. The formation of the Truth and Reconciliation Commission, as per the Comprehensive Peace Agreement, was not the task of forming a Commission of Investigation of the Disappeared and giving justice to the conflict victims. International Jagatma should also be a good image of Nepal. I continued to play the role I was in. The incident of Kailali was happening from Birgunj to Saptari to Morang. At that time, the country environment was not good.

I wanted to solve these problems. Due to the selfishness of power, rumors were also spread by the parties. I too was accused of being delayed in announcing the constitution at the behest of someone. That is what happens in history. It was my responsibility to maintain unity, social harmony in the nation. The federal democratic constitution from the Constituent Assembly was to last for a long time, there was nothing other than the desire to have a constitution that could guide Nepal. Even after a period of one or two months, the problem of the nation should be solved, the problem of Madhes was a national problem, Madhes was within the country, we have a problem, we have to solve it ourselves. 

There was no pressure from anywhere

There was also talk of pressure from India on certain issues of the constitution. The leaders of the political parties may have been under pressure at that time, but I was not pressured from anywhere. The same dilemma spread to the Nepalese people. In one community he was under pressure to delay the promulgation of the constitution, while in another the nation went on to say that the nation would go after it. Throughout history, the right people must face such challenges. I was made president by all political parties and countrymen.

I worked on the Nepalese Army, or whatever else, to the best of my ability. I worked with the nation and the Nepalese people at the center of the dissolution of the Constituent Assembly and holding the second Constituent Assembly election. It was not just to declare the constitution so that the problems of the nation could be solved, my success in the constitution was successful and the future of the country was going to be beautiful. My mind was just focused on doing something for the nation and the Nepalese people. I had a national obligation to unite the whole nation and want a better constitution. 

Greet the meeting

Technically the constitution was drafted, but politically there was dissatisfaction with one area and community. Again my obligation was to comply with the treaty. I was a man trained in democratic practice. My responsibility was to give a constitution. 90 percent of the members of the Constituent Assembly supported. I fulfilled my constitutional obligation, there was no need to go left.

Where to issue the constitution before the constitution is promulgated? Will it be done from the Constituent Assembly meeting room? In some countries, there was the talk of doing it from the premises of the Presidential Office or from some political parties in Tundikhel. I have not been consulted on that matter. One day ago, the president came and said that the constitution was being promulgated on this date.

Let me advise the Prime Minister, if there is such a catastrophe in the country, I should advise. I said there should be consultation between the president, the prime minister and the president, but that was not discussed. When was the date of issue of the constitution from the Constituent Assembly? The Constituent Assembly is universal; more than 90 percent of its members had support for the constitution. One side of the bee was out. There were other representatives of the people elected from Madhesi people. Their support was to the constitution. With such sacrifices, I had the responsibility to issue the Constituent Assembly and the constitution is drafted. I bowed my head and bowed my head to the constitution.

That honor feeling was towards my Constituent Assembly and the Constitution. Like the Constituent Assembly, I have covered the sacred institution that created the constitution; Representatives of those people have given the constitution, I had nothing to discontinue. The Constituent Assembly has prepared the fruits of the future of the people and people of Nepal. I had the privilege of releasing it. People's nasal constitution was. The Constitution came from the Constituent Assembly. It was my responsibility to give that constitution to the people. So I bow to the constitution.

At that time, if anything could be changed, everyone would accept the constitution. It was simple. Keep the proportional inclusive law as it was in the Interim Constitution. The issue of citizenship has only increased. Falsehood has been preached. Overcome that dilemma. I was not satisfied with the delimitation of federalism. There was no scientific basis to create the seven provinces.

The five bases of identity and the four bases of competence should be formed. According to the geographical situation of the mountains, mountains, and Terai, I would say that all the provinces should be able to use the resources there. Sindhuli, Makwanpur, Ramechhap, and Dolakha were also removed from the province. Had it been kept up, no one spoke more than the hills and the Terai community living together. At that time I asked the Nepali Congress as well as the then UML, Maoist and Madhesi parties to go to the corners of the country to train the people, but no one went. During the seven years, no one had any discussion with the Janajatis, Dalits, and Madhes. Prachandaji Prime Minister and Dr. When Baburam Bhattarai was the finance minister, let him rotate the hill with five of the Madhes and five MPs from the hills and 25 of the hills and five of the Terai. Turn around for two years and finally, they understand Nepal's geography, society, and resources.

Implementation satisfactory

Implementing the constitution is not frustrating and it is satisfying. We wish we could have, it may not, but the implementation is satisfactory. I am satisfied with the implementation of the constitution. Other matters should be the rule of law, transparency, financial discipline, the government should be more sensitive to the people's daily interests, the main Nepali Congress, UML and UCPN (Maoist) gave a constitution, they should solve the problem together, and raise the arms and talk of them. Government and parties should get the attention of everyone.

The victim of nationalism or extremism is not the constitution. The public is very alert. Civil society, media persons and the public are now above the clutches of political parties. In Nepal, there was a long period of absolute rule. The people's movement has destroyed the monarchy, its remnants of wind come, but now the Nepalese people do not want to go back. People want democracy and republic. People want good governance and development.

 

The world has 'saluted' it

We have achieved this through long struggles and sacrifices of the people. Not an earlier era, information technology has engulfed the entire world. At least 45 million Nepalese are abroad. He has seen the progress, progress and prosperity of the world. There are many educated people in Nepal too. In 2006, all the Nepalese protested together. Institutions of political parties, journalists, lawyers, professors, teachers, doctors, engineers, technicians were involved in the movement, and not only the Nepali farmers. Participation was not sparse and change is not trivial. When the 1990s changed, the country had a monarchy. The monarchy never accepted democracy, did not accept the constitution. In 2001, the then king took over the whole ruling system and behaved like a medieval king. He never adhered to the democratic system and the constitution. That is why the king was fired. During the 2006 movement, millions of Nepalese people came to the streets and changed. The change we make is called 'salute' by the world.

 

Otherwise, new leadership comes

There is no clear vision (vision) in the present leadership. The young people of the day should have been able to give us the forward-looking energy that our future holds. We have brought such political achievements but we lack the rule of law and moral conduct. Smaller groups may not understand the constitution issues, but 90 percent understand. This political system does not go in the inability of leadership, leadership is thrown, new leadership comes. New political parties and new leaders are born; current parties can become irrelevant over time. The movement produces another leadership but it does not go to a democratic republic.

There is also the air of monarchy, which does not think of democracy, and a man of political understanding does not do so. Some confusion can spread, some people who don't understand can follow it. The civil society and media of today are so vibrant, effective and even aware. Again the Nepalese people are equally aware. People will no longer forgive anyone. The Nepali Congress, the present CPN (UML and Maoist) should consider how to solve the problems of Madhes, Kiranji, and Biplabji. Solving these problems by uniting the nation and uniting the nation should lead the way to prosperity. They are not running to encourage people. Doing good works creates public excitement.

The role of the government and the political parties is the most important to encourage the people. The main pillar in a democracy is the political party. The House of Representatives and the National Assembly, the State Assembly were all governed by a democratic system. Running through all the rules - that is, democracy moves smoothly. The leaders are not maintaining their own party. Internal democratic practice in the parties is weak. The principles, sacrifices, ideals, moral character of the past leaders were high, they made great sacrifices. The same old leaders were B.P. The party has gone by the names of Koirala, Krishna Prasad Bhattarai, Ganesh Man Singh, Pushpalal, Manmohan, Girija Prasad, and Suvarna Shamsher. We should not be disappointed, time gives a new leader. 

The Constitution adds weight

It is wrong to call Ahoj 3 a black day on the day the Constitution is issued by the Constituent Assembly. According to the constitution, after winning the election by following the constitution, the federal parliament, becoming a member of the state assembly, has been from the minister to the deputy prime minister. There is dissatisfaction with the constitution, it is your right to keep what is not a democratic method. It is the responsibility of the government and the political parties to address the demands of the people. It does not appear that those living in the government are not listening to them, the opposition is not listening to them, the opposition should raise them. They are unable to take care of their own homes. The constitution, taken by everyone, weighs heavily.

The Constitution has been amended even once in view of the practice of the world. The level of discussion that does not seem to have been as lively and intense as the previous National Assembly, the House of Representatives was. Now there was to be a more intense and lively debate than ever before. There is the talk of interference in the constitutional body. The proprietor was brought in money laundering, fought for the democratic period but did not get a ticket because of lack of money.

Now the federal parliament has to look into this when making laws. These bodies have to be mobilized by giving them independent and competent leadership on the part of the constitutional body, such as the university. How is the organization empowered by recruiting party workers everywhere? We are going to worship God, but we start wasting time just by spinning the lamp. The three organs of the state, the legislature, the legislature, and the judiciary, have to do their duty independently to strengthen the democracy brought about by such a great war. One did not interfere with the other. According to the spirit and connotation of the constitution, democratic values should be embraced by all. Employees, Nepalese Army, Police, Courts should all be strengthened.

They have to create an environment where they can show their professionalism. Democracy is strengthened only if the state's sustainable structure is strengthened. The government should solve the nation's problems with a big heart. In the national issues and interests, the government should also take the opposition into confidence.

Let the constitution come alive. I urge the government, political parties and countrymen to take this country forward by assuming it all. I wish you all the truth if there are weaknesses and errors in the constitution, and strengthen national unity.
