Preparation of National Census 2078 underway:

Extensive preparations have been started for the National Population Census-2078 BS (2021 AD). This time, e-census will also be conducted at embassies abroad. According to the Central Statistics Office, the electronic census will be conducted in embassies and diplomatic missions abroad. According to the Central Statistics Office, the census is being conducted considering the people of every diplomatic body in Nepal as Nepalese people. This is called the e-census. This is the first time such a census has been conducted.

Director-General of the Central Statistics Office, Navin Lal Shrestha, informed that the census is being prepared by connecting to the website of the department through internet connection through the Ministry of Foreign Affairs.

"Just as Nepalis living abroad are treated according to foreign law, the staff of embassies and diplomatic missions in Nepal are also being treated according to Nepali law," said Dhundi Raj Lamichhane, director of the department.

During the census, the staff of the department will ask the questionnaire from the tabloid. The calculation is entered directly into the data center through the software. The process of installing the software is currently underway. The necessary staff is being recruited through the same process. Arrangements have been made for Nepali employees in embassies, consulates, and other diplomatic bodies to facilitate and fill in the e-census. Nepal has 25 residential embassies and foreign diplomatic missions and 82 temporary diplomatic missions.

Materials for the census are in the process of being procured. "We are still at the table. Training should start from Magh, ”said Shrestha, director-general of the department. Director Lamichhane informed that the questionnaire has reached the final stage. For this, the department is busy with some discussions of the final stage. The place for printing those questionnaires has been decided.

Preparations have already started to set up a district level office for the census from next Chaitra 1. For this, necessary preparations are being made for renting a house and a data center. In the past, it took about two years to make the census data public. He said that work is being done to make it public in six months this time.

The process of recruitment of staff required for the census has moved forward. It is planned to select employees in Magh and Phalguna. This time the enumerator and the supervisor will be taken on contract. For that, teachers have been contracted and training has been provided, he said.

The highest use of technology:

Software is being designed to provide online training. Recruitment will start as soon as the work is completed. This time, all the activities of the census have been made public in a transparent manner through online methods. Currently, due to the Covid-19 infection, it is not possible to train and teach enumerators and supervisors across the country. Therefore, arrangements are being made to teach by making tutorial videos. All materials are being prepared by technology. The department is practicing to make the census fruitful for every section by making the best use of technology as much as possible.

The department intends to make full use of social media along with the website. Through this, necessary preparations have been made to be easily accessible to the employees and to get the information of the census being conducted all over the country immediately.

Use of the tabloids in Metropolitan City:

Kathmandu Metropolitan City is becoming the highest model of the technology-friendly census. The census is being conducted in the metropolis through tabloids. As in the past, enumerators will not carry paper questionnaires from house to house. The answers to the questions asked directly in the technology-friendly tabloid will be entered into the data center. He said that it would not be a hassle to enter the paper questionnaire in the computer's data center. "We have decided to use tabloids with the idea of ​​conducting a census with full technology in some places," he said. This creates an environment in which the census of a population of around 2.5 million can be completed in a short time.

At this time, the materials including the directive are being packed in the census office. The department is in charge of transporting it to the concerned districts. In the past, the main questions were asked in all the houses. Some questions were asked on a sample basis in one out of every eight households. Therefore, the sample census could not be conducted below the district level. But now the local level is at the bottom of the federal structure. Accordingly, all questions will be asked at home. This will give the details up to Vadastar, said Director General Shrestha.

Census based on procedure:

The census is being conducted in accordance with the National Census Operation and Management Order, various economic criteria, and procedures. This is the first time that a census has been started based on procedures. Director Lamichhane said that the procedure is in the process of being passed. The details of how the census was conducted in the absence of earlier procedures are not institutionalized. Participants had limited access to such details. Earlier, census details had to be sought from such people. Now it has been made public on the Census website.

In the first phase, the supervisor will conduct the census from Baishakh 26 to Jestha 15, 2078. This will include family status, number of houses, floors, agricultural land, bank business, employment training, household listing details including houses built from grants after earthquake damage.

In the second phase, the enumerator will calculate the original from Jestha 25 to Ashad 8, 2078. This was first calculated by the supervisor

The details of the individual will be given by visiting the listed houses. Director-General Shrestha said that some new questions have been added in this section including the language of the ancestors, the field of employment, and the birth rate of the children.
