Provision of self-declaration while being a candidate in the local level election: The Election Commission has issued the Local Level Election Guideline, 2079 to manage the legal and procedural arrangements related to the local level. The guideline includes provisions relating to election officials, Chief Electoral Officer, Returning Officer, Polling Officer and staff, functions, duties, and rights of election-related stakeholders, qualification and nomination of candidates, voter registration, voting and counting arrangements, and other issues required for effective management of the election. Have been The Commission shall, on the basis of the Constitution of Nepal and the prevailing legal provisions relating to elections, be a candidate in local level elections: in accordance with the prevailing law. A new provision has been made that any person who has reached the qualification should declare himself while registering the nomination and the candidate himself should be responsible for the self-declaration made him/her. The following points are included in the self-declaration letter to be submitted along with the nomination paper of the candidate.

(A) Absolute loyalty to the Constitution of Nepal.

(B) Being a Nepali citizen who has completed 21 years of age.

(C) The name has been included in the voter list of the concerned ward of the village municipality or municipality.

(D) Not disqualified by any law related to local level elections.

(E) Owned or controlled by the Government of Nepal, the Province Government or the local level and the Government of Nepal, the Province Government or the local level, or not receiving remuneration or facilities from the Government of Nepal, the Province Government, or the institution receiving grants from the local level.

(F) Not holding any lucrative position to get remuneration or financial benefits from government funds.

(G) Disqualification as per clause (e), (f), (g), (h), (f), (h) and (l) of section 13 of the Local Level Election Act, 2073.

(H) In accordance with the Local Level Election Act, 2073, Local Level Election Rules, 2074, and Local Level Election Directive, 2075, all the documents are required to be submitted by the candidate along with the nomination papers.

(I) The names of the members of the House of Representatives or the members of the Provincial Assembly for the proportional representation system are not on the boycott list.

(J) The property details submitted along with the nomination papers are correct.

(K) There is no commodity or cash to be paid to the local level.

(L) Not involved in any local level contract or transaction related to movable and immovable property.

(E) Government advance, unpaid to be paid.

(E) Permanent residence permit (DV / PR) from abroad as per Article 291 of the Constitution.

(O) Imprisonment imposed by the judicial or quasi-judicial body, not having to pay the fine.

(T) Commit to fully abide by the Election Code of Conduct issued by the Election Commission.

(H) To commit within the limits of election expenses prescribed by the Election Commission and to be committed to the conduct of expenditure.

(D) Being a Nepali citizen eligible to be a candidate in local elections as he/she has completed 21 years of age.

(D) Commitment to participate in the election within the constitution, law, and election law of Nepal.

In the self-declaration letter as mentioned above, the candidate has to declare that all the details are incorrect and if found to be false, he/she has to declare that he/she is committed to enduring according to the law.
