Complete Recruitment and Vacancy Process: End-to-End
The operating system of the Province Public Service Commission, Bagmati Province works in a fixed and rhythmic manner like the mechanism of a clock. This process can be divided into 10 main stages, reflecting the precise and transparent implementation of a merit-based system.
Stage 1: Publication of the Annual Calendar
Every year in the months of Shrawan or Bhadra, the Commission publishes its “Annual Calendar.” It contains forecasted details on which posts will be advertised in which months throughout the year, when examinations will be held, and when results will be published.
Benefit to candidates: This helps candidates decide how far in advance to start preparation and which posts to compete for, supporting mental and study planning.
Stage 2: Demand Collection/Requisition for Vacant Posts
The Commission does not create vacancies on its own. Ministries, directorates, and all 119 local levels within Bagmati Province send details of vacant posts in their offices (clearly stating level, group, and number) to the Commission through the Office of the Chief Minister and Council of Ministers.
Technical review: The Commission verifies whether the received demand contains legal or technical errors (for example, whether inclusive quotas are properly aligned).
Stage 3: Publication of the Official Vacancy Notice
After confirming all demands, the Commission publishes the vacancy notice on its website and in newspapers, traditionally on Wednesdays.
What the vacancy notice includes: post level, service, group, required academic qualification, examination fee, application deadline (single fee and double fee), and age limit.
Stage 4: Online Application Submission
Candidates must submit the application through the Commission’s portal [spsc.bagmati.gov.np]. This is the most sensitive stage.

Fee payment

The application fee can be paid online through ConnectIPS or other designated e-wallets.

Caution: If documents that do not match the requirement or fake documents are submitted, the application is not only canceled, but legal action may also be taken.
Stage 5: Screening and Admit Card
After submission, Commission staff check the documents online. If details are correct, the application is “Approved,” and the candidate can log in to their profile and print the admit card.
Importance of the admit card: It includes the roll number and exam center. If it is lost or not brought to the exam hall, participation is not allowed.
Stage 6: Conduct of the Written Examination
The examination is conducted at the designated center under strict security and CCTV monitoring.

After passing the first stage (depending on the post), writing skills and in-depth subject knowledge are tested.

Exam discipline: Mobile phones or any devices are fully prohibited.
Stage 7: Coding and Evaluation of Answer Scripts
This stage is highly confidential. After answer scripts are collected, a “code number” is applied to conceal the candidate’s real identity.
Double coding: For accuracy, Bagmati Province PPSC uses “double coding,” meaning evaluators do not know the candidate’s name or address. Marks are awarded solely based on the quality of answers.
Stage 8: Written Result and Verification of Academic Eligibility
Marks from the written examination are calculated and results are published according to the merit list. Candidates who pass are called to verify original documents before attending the interview.
At this stage, final verification is done to confirm that submitted documents meet the vacancy conditions.
Stage 9: Skill Test and Interview
If the post is related to computers, a practical test is conducted, and interviews are conducted for all posts.
Dignity of the interview: Commission members and subject experts assess the candidate’s confidence, decision-making ability, and interest in public administration. This process may take 10 to 30 minutes.
Stage 10: Final Recommendation and Appointment
A final merit list is prepared by adding total marks from the written exam, practical test, and interview.
Recommendation: Names of successful candidates on the recommendation list are sent to the concerned body (ministry or local level) where they will serve, for issuance of the appointment letter.
Permanent appointment: After that, the candidate is issued a permanent appointment letter with a probation period of 6 months or 1 year.
