Ministry of Finance Calls for Applications for CEO of Alternative Development Finance Fund

The Ministry of Finance has invited applications from eligible candidates for appointment to the post of Chief Executive Officer (CEO) of the Alternative Development Finance Fund.

The Ministry issued the call in accordance with the “Procedure for Selection of Candidates for Recommending Names for Appointment to the Post of Chief Executive Officer of the Alternative Development Finance Fund, 2083.” According to the notice first published on 2083/06/16, eligible and interested candidates must submit their applications within 14 days.

Candidate Qualifications and Experience

  • Citizenship: A Nepali citizen, a foreign citizen, or a person who has obtained permanent residency (PR) in a foreign country.

  • Age: Must have completed 35 years of age and must not have exceeded 65 years.

  • Educational Qualification: Must have completed at least a master’s degree from a recognized educational institution in financial analysis, economics, management or commerce, public development administration, commercial law, or engineering.

  • Experience: Must have at least 10 years of managerial experience in infrastructure, project construction and development, public-private partnerships, investment promotion, development administration, banking, the financial sector, industrial management, or the international financial sector or an institution operating in such a field.

  • Other Requirements: Must have no conflict of interest with the Fund, must maintain high ethical character, and must not be disqualified under Section (6) of the procedure.

Requirements for Business Strategy and Action Plan

Candidates must submit a Business Strategy and Action Plan along with their application. The document must address seven specified areas, including the state of investment in Nepal, the Fund’s strategic direction, and a four-year business action plan.

The action plan must be computer-typed on A4-size paper in Nepali or English and must not exceed 5,000 words. Candidates are required to submit three copies.

Of the three copies, the candidate must sign every page of one copy and place it in a separate sealed envelope. The remaining two copies must not contain the candidate’s name or any other mark that could reveal the candidate’s identity and must be placed in another sealed envelope.

Both envelopes must then be placed inside a larger envelope and sealed before submission.

The presentation of the action plan, in both hard copy and soft copy, must also be submitted in a separate sealed envelope.

Required Documents

Candidates must include the following documents with their application:

  • Evidence of educational qualifications

  • Proof of 10 years of required experience

  • Proof showing the candidate’s age

  • Two recent passport-size photographs

  • Self-declaration

  • Self-certified evidence of experience in alternative financing mobilization or project analysis, if applicable

Application Deadline and Submission Location

  • Application Deadline: Within 14 days from the date of publication of the notice, or by office hours on 2083/06/29. If the final date falls on a public holiday, applications may be submitted on the next working day when the office reopens.

  • Application Submission Location: Ministry of Finance, Singha Durbar.
