PPSC Sudurpashchim: Open and Inclusive Exam Official Notice for Level 8 Technical Officer Posts
Sudurpashchim Province Public Service Commission, Dhangadhi, Kailali, (Administration, Planning and Information Publication Branch), Advertisement for Open and Inclusive Competitive Examinations for Technical Posts of Officer, Eighth Level, in the Provincial Civil Service.
As per the Sudurpashchim Province Civil Service Act, 2079, permanent positions in the Provincial Civil Service for the services, groups, sub-groups, and levels listed below must be filled through open and inclusive competitive examinations. Therefore, applications are invited from eligible candidates as specified below.
Candidates meeting the prescribed minimum qualifications must submit an online application through the Commission’s online application system at: http://ppsconline.sudurpashchim.gov.np
The open and inclusive competitive examinations for the Provincial Civil Service will be conducted in an integrated manner at one time. Candidates selected through the competitive examination will be recommended for appointment to the Office of the Chief Minister and Council of Ministers according to their order of priority.

Examination Details

Application Deadline
Final Date to Apply: Up to 2081/10/20, and up to 2081/10/27 by paying double fees.
Age Limit for Candidates
Up to 2081/10/20:
-
For male candidates: must have completed 21 years of age and must not exceed 35 years.
-
For female or candidates with disabilities: must not exceed 45 years.
However, for currently serving permanent employees of the Federal Civil Service, any Provincial Civil Service, and Local Services, the age limit will not apply. In such cases, proof of current employment must be certified and submitted by the head of the concerned office.
Application Fee
Application Fee: NPR 1,000 (one thousand rupees only).
Candidates applying under additional advertisements of inclusive groups must pay NPR 400 for each additional group.
Method and Place to Pay the Application Fee
After submitting the form through the Commission’s online application system:

Go to “My Application” and click “All Application”.

Then click the “Pay” button for the advertisement you applied for.

Select the bank, choose “Online Payment”, select the designated wallets, enter the Username and Password, and complete the payment.
For Offline Payment:

Go to “My Application” and click “All Application”.

Then click the “Pay” button for the advertisement you applied for.

Select the designated bank, choose “Offline Payment”, and click “Click here” to generate the voucher.

With the generated voucher, go to the concerned bank and deposit the specified amount.
After applying once for any advertisement, it will not be possible to add/remove information or correct the application for that same advertisement.
Fee Payment Time Limit
After submitting the online application, candidates must pay the prescribed examination fee/double fee compulsorily by the next day (within office hours) after the last date for submitting the application with double fee. This must be done with the voucher mentioning the Master ID and transaction reference number received by the candidate. If that day falls on a public holiday, payment must be made on the first day the office reopens.
Documents to Upload
Candidates submitting an online application must fill in all required details and upload the documents specified in the relevant advertisement, including educational qualification, training, experience, professional license (Council) certificate, inclusive-group supporting documents, and other required documents, in PDF format in the designated section of the online application system.
All candidates must upload the front and back of their citizenship certificate, a recently taken passport-size photo, and signature in JPG format in the designated section.
If documents are not submitted in the prescribed format, the admit card will not be printable. Therefore, documents must be uploaded in the prescribed format only.
As per Section 14 of the Province Public Service Commission (Work Operation) Directive (First Amendment), 2080, if an application is not submitted or is submitted negligently, it will be cancelled at the time of application verification, and no hearing will be conducted on such cancelled applications later under any pretext. Therefore, special attention must be given while filling out the application form.

Minimum Qualifications Required for Open Competition
-
Medical Officer, Health, G.H.S.: Must have obtained an M.B.B.S. degree or an equivalent degree from a recognized educational institution.

Ayurveda Physician, Health, Ayurveda, General Ayurveda: Must have obtained a Bachelor’s degree in Ayurveda Medicine from a recognized educational institution.
Information for Open and Inclusive Examinations
(a) Must not be disqualified as per Sections 14 and 30 of the Sudurpashchim Province Civil Service Act, 2079.
(b) The written examination for open and inclusive categories will be held on the same date and time (separate examinations will not be required for each service/group and open/inclusive group).
(c) While publishing the results of candidates selected from the written examination for open and inclusive categories, the results will be published in alphabetical order.
(d) Candidates selected from the written examination must mandatorily fill in their priority order of preferred options before participating in the interview. Candidates who do not fill in priorities will not be allowed to participate in the interview.
(e) Candidates selected from the written examination under inclusive groups will not be allowed to choose the priority order of inclusive groups. The candidate’s inclusive group will be determined as per the Commission’s prevailing provisions based on the inclusive group(s) mentioned in the application form.
(f) For candidates selected from the written examination under open and inclusive categories, and those selected in more than one inclusive group, the interview program will be scheduled so that the candidate participates in the interview only once. The interview score obtained will be counted in all groups (open and inclusive) in which the candidate is selected.
(g) After all stages of the examination, recommendations for appointment will be made according to the merit order obtained.
Special Instructions for Candidates Applying Under Inclusive Group Advertisements
Candidates wishing to apply for posts under inclusive groups must prepare the documents listed below at the time of application submission. After being selected for the interview based on the written examination results, candidates must bring the original documents along with self-attested copies when coming for the interview.
If the mentioned documents are not valid at the time of application submission, the application may be cancelled at any time.
(a) For Adivasi/Janjati: For castes listed under the Nepal Adivasi/Janjati Upliftment National Foundation Act, based on that list. If there are multiple surnames within a listed caste, the candidate must submit, along with the application, a document certified by the Chief District Officer on the recommendation of the concerned local level, confirming the surname within the listed caste.
(b) For Madhesi: For castes listed by the Madhesi Commission, based on that list. If there are multiple surnames within a listed caste, the candidate must submit, along with the application, a document certified by the Chief District Officer on the recommendation of the concerned local level, confirming the surname within the listed caste.
(c) For Dalit: For castes listed by the National Dalit Commission, based on that list. If there are multiple surnames within a listed caste, the candidate must submit, along with the application, a document certified by the Chief District Officer on the recommendation of the concerned local level, confirming the surname within the listed caste.
(d) For Persons with Disabilities: A disability identity card issued by the Social Welfare Council on the recommendation of an authorized physician, or an identity card issued by the concerned local level certifying the disability and indicating the classification of disability as per Section 4(3) of the Rights of Persons with Disabilities Act, 2074.
(e) For Tharu/Rana Tharu: For castes listed by the National Tharu Commission, based on that list. If there are multiple surnames within a listed caste, a document certified by the Chief District Officer on the recommendation of the concerned local level confirming the surname within the listed caste.
(f) For Economically Disadvantaged Khas Arya: If a poverty identity card has been obtained as per prevailing law, submit that card. If no identity card exists, submit a recommendation issued by the concerned local level certifying the person as belonging to the disadvantaged Khas Arya community with annual income below the level prescribed by law.
(g) For Muslim: For castes listed by the Muslim Commission, based on that list. If there are multiple surnames within a listed caste, the candidate must submit, along with the application, a document certified by the Chief District Officer on the recommendation of the concerned local level, confirming the surname within the listed caste.
(h) For Backward Areas: Permanent residence must be within the districts mentioned in the Explanation Section (1) of Section 7(7) of the Civil Service Act, 2049. Submit a citizenship certificate obtained from the concerned district indicating permanent residence, and a document certified by the concerned local level stating that the candidate is currently a permanent resident of the same place, based on a recommendation issued up to 3 months prior to the date of filling the application form. If citizenship was obtained from a district other than the district of permanent residence, submit a letter obtained from the District Administration Office that issued the citizenship, stating the reason for doing so. If the candidate moved to a district mentioned in the Explanation Section (1) of Section 7(7) of the Civil Service Act, 2049 through marriage or migration, submit: in case of marriage, the marriage registration certificate; and in case of migration, documents showing migration from and to the respective local levels.
Notes
(a) As per Section 10(2) of the Sudurpashchim Province Civil Service Act, 2079, the reservation facility can be used by one person only once during the entire service period.
(b) As per Section 10(Ka) of the Sudurpashchim Province Civil Service Act, 2079, since there is no provision allowing a candidate to apply for posts of the same level/grade, such candidates will not be allowed to apply.
(c) For advertisements requiring an experience period, the minimum service period must be completed by the final date for submitting the application for the concerned post. The double-fee period will not be counted for the purposes of age, educational qualification, experience period, and other qualifications.
(d) Candidates applying for health service posts must mandatorily be registered with the professional council related to their service/group and the registration must be valid.
(e) Applications not submitted within the deadline set by the Commission, or those lacking minimum qualifications, or not disclosing required details, or not paying the prescribed fee, will not be accepted.
(f) Candidates requesting a helper writer must submit an application to the Commission’s office at least 7 (seven) days before the written examination begins. Otherwise, the Commission will not be obliged to provide a helper writer.
(g) Before attending the interview, candidates who pass the written examination must compulsorily submit the original certificates of educational qualification and citizenship, and for internal, inter-level, open, and inclusive applicants, the originals of the documents mentioned as required, along with one copy each, self-attested by the candidate.
(h) Educational qualifications must have been obtained by the final date for submitting the application. Candidates who studied in foreign institutions must have determined equivalence of their qualification from the concerned authority.
However, for candidates applying for prescribed posts after completing the required educational qualification from universities in Nepal, if they are unable to submit the minimum educational qualification certificate or transcript required to be submitted with the application by the last date for submitting the application with single fee due to time constraints, then such candidates will be considered to have met the minimum qualification if the examination result has already been published by the concerned university within the last date for submitting the application with single fee, and the candidate submits within that period: a letter from the concerned university or educational institution confirming that the candidate has passed all examinations of that degree within that period (all year/semester exams, thesis, practical, and other requirements) along with the mark sheets for all semesters.
(i) While filling the online form, candidates must update their mobile number. Since information regarding acceptance/rejection of the application will be provided directly via mobile, if a candidate cannot participate in the examination due to providing an incorrect mobile number, the concerned candidate will be responsible.
(j) Once an advertisement number is selected, it cannot be revised. Therefore, candidates must select the advertisement number with confidence.
(k) In the examination, candidates must compulsorily use only black ink; otherwise, the answer book will be cancelled.
(l) Matters other than those mentioned in this notice will be as per the Province Public Service Commission Act, Regulations, and Directives.
