Sudurpashchim PSC Vacancy for Level 5 Non-Technical Posts
Sudurpashchim Province Public Service Commission, Dhangadhi, Kailali, through the Administration, Planning, and Information Publication Section, has published the advertisement for the open and inclusive competitive examination for Level 5 non-technical posts in the Provincial Civil Service.

Pursuant to the Sudurpashchim Province Civil Service Act, 2079, applications are invited from eligible candidates to fill the following permanent posts of the Provincial Civil Service through open and inclusive competitive examination in the services, groups, sub-groups, and levels mentioned below.
Candidates who meet the prescribed minimum qualifications must submit an online application through the Commission’s online application system at http://ppsconline.sudurpashchim.gov.np. The open and inclusive competitive examinations of the Provincial Civil Service will be conducted in an integrated manner at one time, and candidates selected through the competitive examination will be recommended to the concerned bodies for appointment according to their order of preference.

Examination Information
Examination Schedule: The written examination schedule will be published later.
Type of Examination: Written examination, computer skill test, and interview, as prescribed in the syllabus.

Application Process
Application Method: Applications for all advertised posts must be submitted through the online application system. Applications may be submitted through the Commission’s online application system at http://ppsconline.sudurpashchim.gov.np, and detailed information regarding the application procedure can be viewed at https://psc.sudurpashchim.gov.np/.
Last Date for Application: Until April 1, 2026 (2082/12/18 BS), and with double fee until April 8, 2026 (2082/12/25 BS).
Age Limit of Candidates: By April 1, 2025 (2081/12/18 BS), male candidates must have completed 18 years of age and not exceeded 35 years, and female candidates and candidates with disabilities must not have exceeded 40 years of age. However, the age limit shall not apply to permanent employees currently serving in the Federal Civil Service, Provincial Civil Service of any province, and Local Service. In such cases, a certificate verifying current service from the head of the concerned office must be submitted.
Application Fee: For Level 5, the application fee is Rs. 700. Candidates applying for additional advertisements under internal competition, inter-level, and inclusive groups must pay an additional Rs. 200 for each additional group and Rs. 200 per additional paper.
Fee Payment Process
Method and Place of Fee Payment: After submitting the form through the Commission’s online application system, go to My Application, click All Application, then click the Pay button of the advertisement you applied for. Then choose the bank, select Online Payment, choose the designated wallet, and make payment using your username and password.
For Offline Payment, go to My Application, click All Application, then click the Pay button of the advertisement you applied for. After that, choose the designated bank, select Offline Payment, click Click here, generate the voucher, and deposit the prescribed amount at the concerned bank with that voucher.
Once an application has been submitted for any advertisement, no addition, deduction, or correction can be made in that same advertisement.
Period for Payment of Application Fee: After submitting the online application, the candidate must mandatorily pay the prescribed examination fee or double fee, with the voucher containing the received Master ID and transaction reference number, no later than office hours on the day following the final date allowed for application with double fee. If that day falls on a public holiday, payment must be made on the first working day after the holiday.
Documents to Be Uploaded
Candidates submitting an electronic application must fill in all required details and upload in PDF format the documents prescribed in the relevant advertisement, including educational qualifications, training, experience, professional license (Council) certificate, documents proving inclusive group status, and other required documents, in the designated place of the online application system.
All candidates must upload the front and back of their citizenship certificate, a recent passport-size photograph, and signature in JPG format in the designated place.
If documents are not submitted in the prescribed format, the admit card will not be printed. Therefore, documents must be uploaded in the prescribed format.
If an application is not submitted or is submitted carelessly in violation of Section 14 of the Provincial Public Service Commission (Operation) Directive (First Amendment), 2080, the application will be cancelled at the time of cancellation, and no hearing will be made on such cancelled applications under any pretext. Candidates must therefore exercise special care while filling out the application form.

Minimum Educational Qualifications Required for Open and Inter-Level Competition

Senior Administrative Assistant, Administration, General Administration: Proficiency Certificate Level or equivalent passed from a recognized educational institution.

Accountant, Administration, Accounts: Proficiency Certificate in Management or Commerce from a recognized educational institution, or Proficiency Certificate or equivalent with Economics, Mathematics, Statistics, or Public Administration as one of the major subjects.
Note: In the case of Secondary Education Examination (S.L.C.E.) certificates issued before December 22, 2021 (2078/9/7 BS), educational certificates showing a minimum D+ in each subject of Grades 11 and 12, both theoretical and practical, and a Cumulative Grade Point Average (C.G.P.A.) of 1.6 will be recognized.
Information for Internal Promotion, Inter-Level, Open, and Inclusive Examinations
(a) The candidate must not be disqualified under Sections 17 and 30 of the Sudurpashchim Province Civil Service Act, 2079.
(b) To apply under the internal competition of the Provincial Civil Service, the qualifications under Section 9, Sub-section (7) of the Sudurpashchim Province Civil Service Act, 2079 must be fulfilled.
(c) To apply under the inter-level competition of the Provincial Civil Service, the qualifications under Section 9, Sub-section (8) of the Sudurpashchim Province Civil Service Act, 2079 must be fulfilled.
(d) The written examination for internal, inter-level, open, and inclusive categories will be held on the same date and at the same time. Separate examinations will not be required for each service/group and for internal, inter-level, open, and inclusive groups.
(e) While publishing the results of candidates selected from the written examination for internal, inter-level, open, and inclusive categories, the results will be published in alphabetical order.
(f) Candidates selected from the written examination must compulsorily fill in their order of preference before attending the interview. Candidates who do not fill in their preference order will not be allowed to participate in the interview.
(g) For the inclusive group, the inclusive category of candidates selected through the written examination will be determined according to the Commission’s prevailing provisions on the basis of the inclusive groups mentioned in the application form.
(h) For the open and inclusive groups, if a candidate is selected in open and inclusive groups or in more than one inclusive group through the written examination, the program will be arranged in such a way that the candidate will attend the interview only once. The marks obtained in the interview will be counted in all groups in which the candidate has qualified, both open and inclusive.
(i) After all stages of the examination, recommendations for appointment will be made according to the merit order obtained.
Special Instructions for Candidates Applying Under Inclusive Groups
Candidates wishing to apply for posts under the inclusive group must prepare the following documents at the time of application. If selected for interview from the written examination results, they must bring the originals of such documents along with self-certified copies when coming for the interview.
If the stated documents are not found to be valid at the time of application, the application may be cancelled at any time.
(a) For Persons with Disabilities: The candidate must submit either a disability identity card issued by the Social Welfare Council on the recommendation of an approved medical practitioner, or an identity card certifying disability from the concerned local level stating the classification of disability in accordance with Section 4, Sub-section (3) of the Act Relating to the Rights of Persons with Disabilities, 2074.
Notes
(a) Under Section 10, Sub-section (2) of the Sudurpashchim Province Civil Service Act, 2079, the benefit of reservation may be availed by a person only once during the entire service period.
(b) Since Section 10A of the Sudurpashchim Province Civil Service Act, 2079 does not provide for candidacy in posts of the same level/class, such candidates shall not be eligible to apply.
(c) In the case of advertisements requiring a period of experience, the minimum service period must have been completed by the final date prescribed for application for the concerned post.
(d) The period allowed with double fee shall not be counted for age, educational qualification, experience period, training, equivalency, professional registration, and other qualifications.
(e) Applications not submitted within the deadline prescribed by the Commission, or those not meeting minimum qualifications, or lacking other required details, or without payment of the prescribed fee, shall not be approved.
(f) Candidates requiring a scribe must submit an application to the Commission’s office at least 7 (seven) days before the written examination starts. Otherwise, the Commission shall not be obliged to provide a scribe.
(g) Candidates who pass the written examination must compulsorily submit, before the interview, the original certificates of educational qualification, citizenship certificate, and the documents required for candidates applying under internal, inter-level, inclusive, and open categories, together with one self-certified copy of each.
(h) The prescribed educational qualification must have been obtained by the final date for application submission. Candidates who studied in foreign institutions must have obtained equivalency determination of their qualification from the concerned authority.
However, in the case of candidates applying for the prescribed post after completing the prescribed educational qualification from universities in Nepal, if they are unable to submit with the application the minimum educational qualification certificate or transcript by the last date for submission with single fee due to time constraints, then such candidates shall be considered to have met the minimum qualification if, by the final date of application with single fee, the result has already been published by the concerned university, and they submit a letter from the concerned university or educational institution confirming that within that period the student has passed all examinations required for the degree, including all year/semester examinations, thesis, practicals, and other requirements, along with transcripts of all semesters.
(i) While filling the form online, candidates must update their mobile number. Since information regarding approval or rejection of the form will be sent directly through mobile, if a candidate is unable to participate in the examination due to an incorrect mobile number, the concerned candidate shall be personally responsible.
(j) Once an advertisement number has been selected, it cannot be revised. Therefore, candidates must select the advertisement number only after being fully certain.
(k) Candidates must compulsorily use black ink only in the examination. Otherwise, the answer sheet will be cancelled.
(l) Matters other than those mentioned in this notice shall be governed by the Provincial Public Service Commission Act, Rules, and Directives.
(m) Details regarding the minimum educational qualification required for the post can be viewed while filling the online form.
(n) Other arrangements relating to recruitment shall be in accordance with the Sudurpashchim Province Civil Service Act, 2079.
