The current phase of Nepal Climate Change Support Programme will Sept 2018. DFID and GoN have jointly agreed to continue implementation transition project using climate resilient development (CRD) approaches in each of 14 NCCSP districts) during FY 2018/2019. The focus of under next one year will be in implementing priority climate resilient development identified by each of 14 Palikas in their Plan, capacity development, helping climate resilience into their development plans for the next fiscal year learnings of the project implementation under federal set up NCCSP is seeking applications from qualified, talented and result oriented for the following positions:

Post Title: Public Finance Management/Admin. Finance Officer

No. Contract Type: NIM Staff Contract

Level & Peg.: SB 4 peg 1

Duty Station: Kathmandu

Duration: One Year

Job responsibilities:

  • Review the overall Public Finance Management flow in the federal context, assess financial management capacity ensure/implement measures to address the gaps at the Palika; ensure the reporting and proper use of the project fund as per the guidelines and take lead and be responsible in matters related to project fund management, keeping, progress reporting as per UNDP and donor requirements.

Qualifications and experience required:

  • Completion of Master's degree in Accounting, Finance, Business Administration or any other equivalent (ACCA, CA etc.). 3 years for Master's degree and 7 years of relevant work experience in Financial Management, Accounting, or multilateral organization; prior knowledge and experience of working agencies, projects; experience and/or exposure of GoN planning, budget system would be desired; proven experience in financial management, of financial records and handling of audits and independent reviews. Familiarity finance system would add value.

Post Title: Monitoring, Communications and Reporting Officer

No. of position: One

Contract Type: NIM Staff Contract          

Level & Peg: SB 4 Peg 1

Duty Station: Kathmandu            

Duration: One year

Job responsibilities:

Take lead in developing and/or augmenting comprehensive Monitoring & Evaluation framework for the project consistent with the UNDP, GoN, partners requirements and Gender Equality and Social Inclusion (GESI) policies; establish baseline data using MIS and other sources and ensure timely monitoring and assessment of field progress; develop /improve monitoring results framework/template to capture both the project activities as well as the financial information.

Qualifications and experience required:

  • Completion of Master's degree or Bachelor's degree in Management, Information & Communication, Social Sciences, International Development or Public Administration or any other relevant subject. 3 years for Master's degree and 7 years for Bachelor's degree of relevant work experiences in monitoring, evaluation, reporting, in a governmental, bilateral or multilateral organization; demonstrated professional expertise in report writing, communication skills; experience in data analysis, management and presentation.

Post Title: Resilient Planning and Monitoring Officer

Duty Station: Surkhet    

Duration: 10 months

Job responsibilities:

  • Assist to integrate approaches and strategies of climate resilient policy and strategies in development plan/activities of Palikas; coordinate and collaborate with local level stakeholders (GoN, private sector, NGOs) to ensure effective implementation of NCCSP activities; provide necessary support to programme Palikas to ensure timely achievement of the project outputs/activities as per NCCSP work plan; conduct regular monitoring though field visits, progress review and document learnings/lessons; assist in developing /implementing capacity building plans of Palikas.

Qualifications and experience required:

  • Completion of Bachelor's degree in Environment, Climate Change, Agriculture, Forestry, Management, Social Sciences, International Development or Public Administration or any other relevant subject. 6 years of relevant work experience in planning, programme implementation and monitoring in a governmental or multilateral organization; experience of working in environment and climate related areas is highly desired, experience in partnership building and networking; excellent knowledge and experience of Results Based Management methodologies and report writing

Post Title: Palika Climate Coordinator  

No. of position: Two

Level & Peg: SB 3 Peg 3

Duty Station: Achham & Dolpa  

Duration: 10 months

Job responsibilities:

  • Be responsible for implementation of climate resilient projects as identified in the Palika Plan in coordination with the Palika officials, elected representatives and service providers; play a catalytic role in implementation of the capacity development initiatives at Palika; facilitate and provide technical advices/support to palika elected officials and other agencies; take lead in ensuring effective implementation of NCCSP activities and climate resilient projects including regular monitoring and quality assurance in coordination with other partners and stakeholders and project officials.

Qualifications and experience required:

  • Completion of Bachelor's degree in Environment, Climate Change, Agriculture, Forestry, Management, Social Sciences or any other relevant subject or equivalent. 5 years of relevant work experience in project implementation in a governmental or multilateral organization; proven experience in working with climate change projects; experience in networking and relationship building; experience in working with local bodies/government.

Post Title: Palika Administration Finance Assistant        

No. of position: Three

Contract Type: NIM Staff Contract          

Level & Peg: SB 3 Peg 1

Duty Station: Humla, Mugu & Kalikot     

Duration: 10 months

Job responsibilities:

  • Take full responsibility for managing administrative and finance functions of the programme as per financial rules and regulations of NIM; keep financial records/transaction of activities or works done with regards to implementation of the; handle the regular office administrative functions; assist Palika Coordinator in the management of the procurement of goods and services from service providers and managing grant agreements; assist/provide support to the NCCSP PMU and Surkhet field office in providing financial information pertaining to implementation of NCCSP activities in the ground, maintain filing system, mailing, data entry, inventory lists, etc.

Qualifications and experience required:

  • Completion of certificate level in Finance, Accounts, Business Administration or any other relevant subject. 5 years of relevant working experience (finance, account); demonstrated experience in operating accounting software package; previous experience in the donor-funded projects.
