Gandaki Pradesh Govt Policies and Programs for the Fiscal Year 2079/80: The major policies and programs decided by the Gandaki State Government for the Fiscal Year 2079/80 are as follows.

In addition to the physical infrastructure, the Gandaki state government has been performing special functions in the health and social sectors. Under this, the Gandaki state government has been providing free blood to the citizens. Arrangements have been made for the free treatment of breast and cervical cancer in women. Arrangements have been made for rescue and protection so that no citizen has to sit on the road in the state. By providing monthly educational scholarships to the children who have lost their parents due to the Covid-19 epidemic, it has fulfilled its important responsibility of humanitarian and civic welfare.

The government has been developing inter-relationship with various provinces in the fields of tourism, industry, trade, and others. The government has been doing its best for the development of the people. The spending capacity of the state is gradually increasing. Economic growth has increased to 6.17 percent. Out of the seven states, Gandaki has become the second state with high economic growth. The size of the state's economy is expanding and internal revenue is improving. Social and economic indicators are improving. This confirms that the activities of the state government are moving in a positive direction.

The state government has been working to the best of its resources and capacity to fulfill its responsibility towards the people of the state by exercising the sole and common right of the state as specified in the constitution of Nepal. The Gandaki state government is committed to fulfilling the people's desire for development.

The first five-year plan of the state has put forward the idea of ​​a "prosperous state and happy citizens". At the same time, the state has been working towards setting sustainable development goals. The thinking and vision of the states are basically based on the constitution of Nepal, the Fifteenth Periodic Plan, the Sustainable Development Goals and the development aspirations of the people of the states, the development commitments of the political parties, and the aspirations of the state assembly. The state government has been working efficiently in these dimensions and backgrounds.

Necessary arrangements will be made for the implementation of the state health policy. For population management in the state, state population policy will be formulated and implemented.

Issues such as increasing urbanization, and internal and external migration will be managed in a timely manner and the public health problems arising out of it will be solved. In addition, an awareness program will be conducted against gender-based feticide.

In order to improve the nutritional status of children and adolescents, multi-sectoral nutrition programs will be mainstreamed in all the programs of the state government. In addition, special packages will be arranged in coordination with the local level to promote the health and nutrition of pregnant and lactating women.

A parent program will be conducted with the state government to provide health services to senior citizens in an effective manner. In addition, medicines for the patients suffering from chronic diseases dependent on human service ashram / old age home will be provided free of cost.

State Government Commitment: Dignified Menstruation and Hygiene

Under this, free sanitary pad distribution and disposal facility will be provided in all the community schools of the state for the health protection of adolescents, and public awareness program will be conducted in collaboration with all stakeholders to end menstrual discrimination.

Arrangements will be made to provide free medical treatment to the families of the martyrs and missing persons of the People's Movement, People's War, Madhes Movement, and Tharuhat Movement as well as the injured and persons with disabilities at the state level hospitals.

In order to improve the health condition of the people of the state, access to free basic health care and emergency health care will be increased in collaboration with the federation and local level.

Necessary aids including wheelchairs and artificial limbs will be provided for the comfortable living and rehabilitation of persons with spinal injuries and intellectual disabilities. In addition, necessary arrangements will be made for easy treatment.

In order to provide regular kidney dialysis services to the citizens within the state, quality services will be provided by expanding the capacity of the hospitals currently providing such services. Dialysis services will be extended to Gorkha Hospital, Lamjung Hospital, and Madhyabindu District Hospital. The kidney transplant service will be started in the state in collaboration with the Pokhara Institute of Health Sciences.

A 50-bed heart hospital will be established in Gandaki in collaboration with the Pokhara Institute of Health Sciences.

In order to ensure safe maternity and reproductive health rights, airlifting services will be continued for the survival of pregnant, maternity, and newborn babies in remote and inaccessible areas. Maternal Waiting homes will be established in all the hospitals under the state for the survival of pregnant women in critical conditions.

Health insurance will be made more effective by ensuring easy access for all in the health insurance program. In addition, the families of martyrs and missing persons in Gandaki, Jana Andolan, Janayuddha, conflict victims, Madhes Andolan, Tharuhat Andolan and persons with disabilities and people suffering from "B" class and kidney patients receiving regular dialysis services in hospitals will be included in the free health insurance program.

Free treatment of breast cancer, cervical cancer, and cancer of the reproductive organs will be continued. Screening for cervical cancer (VIA) will be provided free of cost by the district hospitals every month. In addition, free treatment for all types of cancer in women and children under 16 will be started.

High Altitude Sickness training will be provided to the guides under the policy of medical tourism keeping in view the health and safety of the tourists. In addition, a tourist health center will be established on the main footpath.

Necessary assistance and facilitation will be provided to make the local level hospitals more effective.

Access to quality services will be extended to all by expanding specialist and specialized (heart, kidney, liver, cancer, and mental illness) health services in the state. For this, the possibility of cooperation with the private sector will also be explored.

In order to provide comfortable and effective health care to the children, Matrishishu Miteri Hospital at the state level will be upgraded as an integrated maternal and child hospital.

The nutritional allowance will be provided to the very poor midwives for 45 days in collaboration with the local level by setting up a midwifery nutritious food program.

Uninterrupted supply of medicines, medical supplies, and vaccines will be made in the health institutions. In addition, the vaccination service program will be made effective to keep the fully vaccinated state sustainable.

In collaboration with the Government of Nepal, the program of developing the Infectious and Communicable Diseases Hospital as a Center of Excellence for the treatment of all kinds of communicable diseases will be continued.

Health sector strengthening program will be continued. Eye treatment services and senior citizen treatment wards will be operated in all the hospitals up to 50 beds in the state.

By making Ayurveda, natural and other alternative medical services timely and effective, Ayurveda institutions in the district will be gradually upgraded with intimate services.

The program of providing free blood and blood related products from all the hospitals in Gandaki will be continued. Blood banks will be gradually established in the hospitals under the provinces.

Health services will be expanded to provide specialist health services by linking the services of medical colleges in the state with district hospitals.

Access to specialist services in remote health facilities will be expanded through telemedicine.

Disaster and epidemic diseases will be controlled and prevented by developing integrated disease monitoring system.

Ambulances will be provided in cost-sharing at the local level without ambulance. The ambulance service operated within the state is provided by GPS. Arrangements will be made to connect the integrated system through tracking and make ambulance service available immediately when required.

Effective health and counseling services will be provided to women and children who have been subjected to sexual violence through a one-stop crisis management center and to those who have been injured in disasters with special priority.

Specialized health services will be provided by the hospitals by arranging specialist manpower through a special incentive program to address the current shortage of specialist doctors in the hospitals under the state.

For the prevention and control of non-communicable diseases, arrangements will be made for free health check-ups in 6 months for the citizens who have completed 50 years of age from the hospitals under the state and at the local level. For this purpose, the laboratory of the health post will be expanded and strengthened.

Emphasis will be given to vocational training and experimental practice and research to make the health program timely and to make the manpower of the health sector efficient.

The Rural Ultrasound (USG) program will be expanded at the local level and free ultrasound (USG) services for pregnant women will be provided in district hospitals. Birthing centers will be expanded and strengthened at the local level within the state on the basis of population and needs. In order to make the maternity service effective, the work of establishing maternity hospitals in Kawasoti of Nawalparasi (east of Bardaghat Susta) and Changli of Gorkha will be taken forward.

CT Scan service will be started in Dhaulagiri Hospital Baglung.

All the hospitals and health institutions under the state government will be upgraded in a timely manner and quality health services will be provided to all the citizens within the state with additional services. School health education programs will be implemented in every school in partnership with the local level. In partnership with the local level, one school-one nurse program will be gradually implemented to improve the health examination, health awareness, and health-related habits of the students.

In order to speed up the health service and make the data management effective, an electronic health record system will be operated in all the hospitals in the state. In addition, health services will be strengthened by improving the health information management system.

Arrangements will be made for the implementation of the state education policy by formulating long term strategic plans, laws and standards to produce manpower that can compete globally.

Construction of physical infrastructure of Gandaki University will be continued. The study and teaching of medical science and information technology will be carried out with the support and cooperation of the Government of Nepal. Construction work will be started by preparing detailed project report for the establishment of 500 bed teaching hospital in the state.

Arrangements will be made with the community campuses to provide grants to all the community campuses in the state under the state government program on the basis of capacity and performance.

Under the concept of Gandaki University and Community Campus, in partnership with Gandaki University and Community Campus, technical education will be started in at least 6 campuses.

Facilitation will be provided to establish Nepal University in Nawalparasi (before Bardaghat Susta).

Skilled Education: In order to develop skilled human resources in line with the market demand, capacity of technical education and vocational training institutes will be developed to develop curriculum on latest technology, development of training materials, standardization of training and certification of skills. Study and teaching work on Automobile Engineering, Agriculture / Animal Science and Eco Tourism and Hospitality Management, Mountaineering etc. will be taken forward. Also, S.E.E. Students will be provided with short-term skill-based training to make the best use of their student time until the result.

Technical S.E.E. A program of providing full scholarship to the students of Dalit community will be started gradually.

By creating conducive environment for research in the state, scientists and researchers involved in research work at home and abroad will be attracted to the state. Work will be started to increase the capacity of the research centers established in the state. Cooperation will be made with the National Innovation Center, which is conducting scientific research on innovation.

Research work will be conducted for increasing the agricultural and industrial production and productivity of the state. A youth scientific program will be started with the state chief to encourage young scientists. Arrangements will be made to organize and award a conference of new young scientists every year. In addition, national and international level scientific conferences will be organized for innovation and capacity building of scientists by exchanging knowledge and skills of science and technology.

Necessary physical infrastructure will be constructed for the office and laboratory of Gandaki State Academy of Science and Technology.

Information and communication technology will be developed and strengthened as an integral part of teaching-learning and educational management system. Equitable access to education and learning participation of target group children will be enhanced.

The work of managing model residential schools in remote and mountainous areas in collaboration with the local level will be continued. A policy will be adopted to mainstream the education imparted in the formal education system by facilitating the infrastructure development of Gurukuls, Gumbas, Madrasas, Ashrams and schools and alternative schools affiliated with different religious faiths.

Coordination and facilitation will be done with the local level and the Government of Nepal for the formulation of local subject / mother tongue curriculum at school level, management of provincial educational data, school mapping, formulation and implementation of periodic educational plan.

Necessary arrangements will be made for the construction and maintenance of the physical infrastructure of the community school in coordination with the local level.

Necessary arrangements will be made for the operation, management and development of institutional capacity of the Secondary Education Examination (SEE) in accordance with the arrangement that the entire administrative responsibility will be from the state level.

State major educational reform programs will be continued. Technical classes run by technical schools will be encouraged to create employment and self-employment opportunities. Assistance will be provided to run the program by earning while learning in technical schools. In order to develop scientific and critical thinking in students, subjects like science, technology, engineering, and mathematics (STEM) in education will be made an integral part of the curriculum, and the laboratory will be expanded and developed.

Necessary physical infrastructure will be developed to make the Education Training Center a center of educational manpower development and research center in the state and a technology-friendly educational laboratory will be established.

In order to ensure access to education for the children who have lost their parents or both due to the Covid-19 epidemic, the provision of Covid Scholarship Program and Relief Grants for children under school age will be continued.

Scholarships will be provided for the children of poor, endangered, Dalit, Martyr and Disappeared families who will study science and mathematics at the undergraduate level and technical subjects at the undergraduate level.

Special arrangements will be made to increase the access and quality of education of children with disabilities. Assistance will be provided for the construction of residential schools with state level facilities to ensure the educational rights of the children with intellectual disabilities.

Stakeholders will be collaborated to arrange for the management, protection and maintenance of religious faith centers. Necessary arrangements will be made for the protection, promotion and research of arts, language, religion, culture and traditions of the state.

The projects recommended in the report submitted by the Shrikrishna Gandaki Feasibility Study Task Force will be implemented gradually based on the availability of resources in the state.

Gandaki Integrated Creation Museum will be established to carry forward the search and preservation of historical and folk creations of the creators of Gandaki region. Respect for the creators and insurance related programs will be brought into operation.

Assistance will be provided for the protection and upgradation of museums / memorial parks constructed in the areas inhabited by different castes / tribes. A memorial park will be constructed in honor of the people who have contributed to the social life.

In order to develop Triveni Gajendra Moksha Divyadham area as a religious tourist area, a master plan will be prepared and Divyadham area development program will be brought into operation. Necessary assistance will be provided for the protection and promotion of religious tourist sites including Panchkot of Baglung.

A policy of cooperation with Pokhara Metropolitan City and private sector will be taken in establishing Nepal Vrindavandham in Kaskikot of Pokhara with the objective of attracting religious and spiritual tourists in line with the idea of ​​constructing large tourist structures in the state. Feasibility study will be carried out for the construction of multi-purpose suspension bridge connecting Manahunkot and Kahunshivpur of Beas Municipality by adopting the process of public-private partnership.

Considering the importance of cooperation between the provinces in the journey of tourism promotion and prosperity, a policy will be adopted to promote tourism by constructing infrastructure in religious tourism areas like Devghat, Manakamana, Budhigandaki, Trivenidham, Dhorpatan in collaboration with Bagmati and Lumbini provinces.

In collaboration with Bagmati Province, a project will be launched for the promotion of religious and commercial tourism by initiating construction of three-lane bridge at the confluence of Trishuli and Kaligandaki in the holy land Devghat connecting Chitwan, Tanahu and Nawalparasi (east of Bardaghat Susta).

The approved detailed project report for the construction of physical infrastructure of the State Museum at Nayabazar, Pokhara will be implemented. Apart from providing assistance for the construction of the historic Ligligkot Museum, other museums will be developed as tourist destinations by organizing and strengthening them.

Necessary initiative will be taken to list Lamjung's Kwalasothar in the World Heritage List as a historical human settlement. In addition, necessary study will be done to list other important natural, religious and cultural heritages within the state in the World Heritage List.

Fairs and festivals will be promoted for the promotion of arts, literature and other fields. In addition, assistance will be provided for the preservation of the traditional culture and traditions of the state.

Community schools will be assisted in various activities to enhance the educational quality of the state.

A civilized society will be built by reviving the Eastern philosophy, culture and customs in order to reduce the culture and conservative activities in the society. In addition, programs such as school, civic education, moral education will be conducted in the community for the transfer of knowledge.

In honor of the martyrs, construction and protection program of Martyrs' Memorial Garden (Park) will be continued.

Necessary assistance will be provided to the National Early Grade Reading Program (NEGRP), which is being implemented in various local level schools of the state, to develop the learning disposition in the students.

Assistance will be provided to the local level for the provision of proper accommodation in the Early Childhood Development Center, availability of adequate learning materials and provision of recreational learning environment.

Cooperation will be made with the local level to promote technology-friendly teaching and learning from the basic level in the state. The use of school management software will be encouraged in community schools within the state.

Coordination will be made with the Government of Nepal to make arrangements for the students who have obtained higher education on scholarship to serve in the state for a certain period of time after their studies.

Assistance will be provided for conducting nutrition awareness program in community schools in coordination with local level.

Provincial library policy will be formulated. A state-of-the-art library will be established in the state to implement the notion of world knowledge in Gandaki. Using its digital network, modern libraries will be established at every local level and access to important publications of the world will be extended to all the citizens of the state. Technology friendly continuous learning programs will be conducted and capacity of community learning center will be developed.

Let's go to Gandaki Pradesh: Education reform plan will be formulated and implemented to give concrete form to the slogan of getting quality education. By developing this state as a hub of education, an environment will be created for people coming to Gandaki to get higher education from elsewhere.

Necessary policies and laws will be formulated to ensure gender mainstreaming and essential gender equality by ensuring meaningful participation of women in every field through women empowerment.

With the policy of zero tolerance against sexual violence, campaign programs such as awareness, capacity building, mainstreaming will be conducted for gender based violence, child marriage and social evils, including gender and sexual minorities. Arrangements will be made for the rescue, long-term and short-term protection, family reunion and rehabilitation of persons who are at risk of sexual violence and human trafficking.

Competent Women: Entrepreneurship promotion program for capacity building and economic empowerment of women will be continued through parallel step program. Arrangement will be made to provide concessional loan on business guarantee to women to start business.

Increase of Women in Public Service: Bring Prosperity Problems will be provided free of cost to the women who have passed school level education in all municipalities in partnership with the Public Service Commission, Teacher Service Commission and other public services.

Child friendly local governance will be promoted to ensure child rights in collaboration with the local level. Structure and program operation will be continued for the rescue and protection of children at risk, to ensure their rights.

Programs for protection, promotion and empowerment of persons with disabilities will be conducted. Community based rehabilitation programs will be continued. The work of construction of infrastructure of disability village for persons with disabilities to be kept under protection will be taken forward. Financial assistance will be provided gradually for the care of persons with severe intellectual disabilities.

In collaboration with the local level, a policy will be adopted to establish and operate at least one senior citizen day care center in each ward of the state and one ward - one senior citizen day care center program. Arrangements will be made for lunch, religious and spiritual discourses, recreational activities and periodic health check-ups at such day care centers. For the institutional strengthening of the existing senior citizen ashrams, operation, management and infrastructure development will be continued. The private sector will be encouraged to provide convenient paid day care to the financially capable senior citizens.

The road dependent human free state program will be continued for assistance. Those in the ashram will be helped to become self-reliant by providing psychosocial counseling services. In addition, various programs of psychosocial counseling services, social and economic reforms will be implemented to prevent the citizens from becoming dependent on the streets.

Various programs will be conducted by mobilizing social organizations as per the need for capacity building of women, children, senior citizens, persons with disabilities, sexual and sexual minorities.

The implementation of the law will be made more effective by raising public awareness for the end of serious humanitarian crimes such as untouchability, discrimination, accusation of witchcraft and the policy of zero tolerance towards such activities.

Under the State Government Program for the Protection of Homeless Children, a policy will be adopted to provide proper protection to the children who have lost their parents or both, and have not received the protection of their parents.

Development of Dalit Slum: Necessary arrangements will be made to build a model ideal slum in the Dalit slum through physical and social improvement program with a view to alleviate poverty.

Various programs will be implemented to increase the awareness, income generation and employment opportunities of marginalized and endangered communities including Majhi, Musahar, Chepang, Kusunda, Kumal and Bote.

Hand in hand with non-governmental organizations and civil society for the implementation of development projects, social reform programs and activities related to public awareness. Capacity building and activism of the NGOs operating in the state will be enhanced and facilitation will be provided for the development of monitoring system by classifying the NGOs as per the rules.

Self-employment will be promoted by identifying the people who have lost their jobs, returned from abroad and are unemployed due to the Kovid-19 epidemic and providing knowledge on skill development, capacity building and business operation based on their demand.

In collaboration with the local level, new areas of employment will be identified by preparing records including the economic and social status of unskilled, semi-skilled and skilled workers and organized and unorganized workers working in different areas of the state.

Vocational and skill oriented training programs conducted by the state government will be modified as per the market demand. The effectiveness of the training provided will be evaluated.

Special programs will be implemented for the upliftment of Adivasi, Janajati, Dalit, economically and socially backward communities. Traditional skills, professions and occupations will be protected and modernized.

The spirit of respect for labor will be spread across the state and the youth will be motivated to work by developing a positive attitude towards work in the society. In order to make the labor market systematic, the Employment Service Center and Employment Information Center will be made effective in coordination with the Government of Nepal and the local level.

In order to establish good relations between the workers and the employers and to secure the bilateral rights, a state labor act will be formulated and implemented.

The work of listing the workers working in the informal sector will be started in collaboration with the local level and private sector. In order to bring the workers working in the informal sector under the scope of social security and to make their life comfortable and safe, social justice will be guaranteed by launching contribution based social security program in collaboration with the Government of Nepal and local level.

To rehabilitate the families of the martyrs of the democratic movement and people's war, the families of the disappeared, the injured, the disabled, the conflict victims and the families and those who have been imprisoned for political reasons for a long time. Initiatives will be taken.

The Bhagat Sarvajit Skill Development Program will be continued for the commercialization of community based traditional professions and skills. In addition, necessary work will be done to preserve and promote the history of Bhagat Sarvajit.

In order to make foreign employment safe, exploitation-free, dignified and maximum profitable, skills and professions demanded in the international labor market, corresponding training programs and awareness interaction programs will be conducted.

Financial literacy, interaction and awareness programs will be conducted in coordination and cooperation with various organizations for the utilization of knowledge, skills and remittances gained from foreign and domestic employment. Arrangements will be made to assist in running the business by providing concessional loans to the families who want to start an enterprise by receiving remittances through formal channels.

An environment will be created to supply the manpower required for the local labor market from the indigenous workers. In addition, reliable information exchange measures will be implemented to facilitate the demand and supply of manpower. Employment fair will be organized to explore the employment sector and potential.

A campaign will be launched to provide skills, resources and tools to the youths who have returned from abroad and enter the labor market every year but are deprived of employment opportunities to become self-employed through new ventures.

Emphasis will be given on institutional coordination by formulating an umbrella policy in the state to prevent duplication in the operation of technical education and skill based training programs.

A policy will be adopted to provide vehicles to the community schools in collaboration with the local level and various stakeholders.

Entrepreneurial youth: Support program for building prosperous state will be continued by conducting youth self-employment program to prepare creative and entrepreneurial youth by emphasizing on positive thinking, skill, ability and leadership development in youth.

The activities of all the ministries and agencies of the government will be made youth friendly by taking the promotion of youth employment as an interrelated issue.

In order to address the various social problems seen in the youth, an environment will be created to motivate the youth to engage in creative work and to provide training in conduct and ethics and to give responsibility by trusting the state.

A state sports policy will be formulated and implemented to address the growing interest of the youth in sports by adopting the slogan "Khelch Gandaki".

In order to develop Gandaki Pradesh as a sports tourism center, various traditional, adventurous, national and international level players and coaches will be trained by making the youth and players healthy, disciplined, competitive and professional. Incentive assistance will be provided to the players who win medals in national and international sports competitions representing the states.

Sports will be extended to the villages in line with the belief of social transformation from sports.

One local level - one playground program will be continued. Various educational institutions, community level playgrounds and stadiums will be constructed and upgraded in public-private partnership model as per the requirement. Emphasis will be given on the establishment of high altitude sports training centers.

A policy will be taken to produce manpower that can compete in national and international sports by establishing sports academy in the state.

By improving the infrastructure of Pokhara Stadium, it will be possible to conduct international level games even at night. In addition, initiative will be taken to bring the ownership of the stadium under the province.

Necessary work will be done in coordination with the Government of Nepal to complete the Ninth National Games.

The construction work of ANFA Technical Center at Bhedabari in Kaski will be carried out in collaboration with the Government of Nepal.

The National Development Volunteer Service Program will be continued.

Food and nutrition security will be guaranteed by increasing self-employment opportunities by increasing production and productivity through modernization, mechanization and commercialization of agriculture sector.

Necessary preparations will be made to gradually become self-sufficient in basic food grains and to become self-sufficient in paddy, maize, millet, potato and vegetables and to export dairy products, meat, eggs and fruits.

By strengthening the government resource centers, emphasis will be given to berna production of main fruit crops, source seed production of main vegetable and food crops. Emphasis will be laid on the establishment of Agriculture, Livestock and Fisheries Resource Center at the private level to ensure the availability of seeds, berna, fish and various breeds of livestock within the state. Seed growth program of major food crops will be implemented with special priority. Emphasis will be given on indigenous seed conservation.

As Gandaki is a province with high potential for orange fruit production, a policy will be adopted to provide subsidy to the farmers who cultivate orange fruit commercially to develop it as a pocket province of orange fruit. In addition, special programs will be implemented for the establishment of new orchards and strengthening and expansion of old orchards for increasing the production of orange variety fruits.

In order to increase the agricultural production by utilizing the barren land, special assistance will be provided to the commercial farming promotion program and a campaign will be launched to keep the land barren. In collaboration with the local level, data of barren land will be collected and such land will be leased and farmers will be encouraged to cultivate. Production of food grains, fruits, vegetables, spices and grass crops will be encouraged based on the nature of the land.

With the idea that employment of women is the responsibility of agriculture, if women cultivate barren land and other lands collectively for the upliftment of agriculture, subsidy system will be implemented on the basis of their production.

In order to end the situation where farmers are not encouraged to cultivate due to market uncertainty, arrangement will be made to provide subsidy in collaboration with the local level for the purchase and management of the main crop production of the state at minimum support price.

Concession program in insurance premium will be continued so that crop insurance will be free to the farmers. Incentive programs will be continued on the basis of improved seed production and production of milk and other agricultural products. Livestock insurance will be operated effectively.

To ensure food and nutrition, rural nutrition security program and community level agricultural produce production program will be continued. Programs related to production promotion and utilization of indigenous and local crops will be implemented with priority. A policy will be adopted to designate pocket areas of millet production in different parts of the state and encourage farmers to produce millet commercially. In addition, support will be provided for marketing of produced millet.

Based on the analysis of climate risk and crisis preparedness, the model agricultural villages will be reviewed and appropriate climate friendly technologies will be used and the CM climate friendly model agriculture village program will be made more effective and continued.

The CM program will be extended to all the districts in the deprived slums to support the poverty alleviation and economic empowerment by ensuring food security by involving the comparatively backward communities in income generating activities in terms of social and economic opportunities.

The flow of effective technical services at the local level will be facilitated by increasing the capacity of agricultural service technicians. In order to increase the access of farmers to agricultural extension services, demonstration of advanced agricultural technology at local level and expert program with farmers will be conducted. Training programs related to youth-oriented commercial agriculture and livestock will be continued.

Arrangements will be made to deploy agriculture and livestock technicians in each ward in a cost sharing partnership with the local level under the campaign called "Farm Farm and Goth-Goth Technician" in order to increase production by making agricultural and livestock technicians easily available in case of need. In addition, technicians will be rewarded based on the increase in production.

Agriculture will be commercialized by connecting rivers or collecting rainwater or developing reservoir based irrigation system to provide adequate irrigation facilities in the main fields of the state for 12 months. A policy will be adopted to give subsidy on the basis of production to the farmers who plant spring paddy. Arrangement will be made to increase the production by determining the pocket area of ​​old paddy.

In order to provide irrigation facilities in the cultivable land, construction of small and medium irrigation infrastructures and maintenance and upgrading of old projects will be done. Adoption of modern irrigation system will be encouraged in vegetable and fruit crops.

In order to increase the production of temperate fruits, special programs will be implemented for the establishment and expansion of apple, okhar and khurpani orchards in the high hilly areas.

Sustainable agricultural system will be developed by taking forward the work related to production and use of organic manure with special priority. In addition, biochar related programs will be continued.

Soil collection and analysis will be expanded. Farmer Pathshala program related to operation of soil camp and integrated food management through mobile laboratory will be conducted effectively.

Laboratory services will be expanded by upgrading the crop protection laboratory. Emergency crop protection service will be operated to control the outbreak of pests and diseases in crop plants. A farmer's pathshala and crop treatment camp program related to integrated pest management will be conducted.

Necessary facilitation will be provided to make the farmer listing campaign a success. Agriculture statistics will be updated.

For the market management of agricultural and livestock products, cold storage, moisture center, processing center, animal slaughterhouse, agricultural market establishment assistance program will be continued. Programs related to value chain promotion will be implemented by encouraging commercial cultivation of various crops and commodities. Apple processing centers will be established in Manang and Mustang districts in partnership with the local level. Priority will be given to programs related to rural small agri-enterprise development.

Continuing the program of full vaccination of animals, full vaccination program will be conducted in all the local levels as a campaign. Quality animal health services will be expanded by establishing and operating a model veterinary hospital. Basic laboratory services for diagnosis, prevention and control of livestock diseases will be strengthened.

In order to increase the number and quality of high breed cows with high production capacity, programs related to animal breed improvement and incentive program for raising padi and calves will be implemented effectively. To become self-reliant in fish production, fish resource center will be established and commercial fisheries will be promoted.

A policy will be adopted to provide grants for commercialization of traditional lamb rearing in the Himalayan districts. Emphasis will be given on production and export of materials including Radipakhi.

Work related to conservation, promotion and utilization of genetic resources of local breeds of livestock and indigenous crops will be carried out. Assistance will be provided for the development of infrastructure by making cowsheds of local breeds as standard. In addition, the work will be taken forward as per the report of the study task force regarding Gandaki cow farm, which has been put forward as a project of state pride.

Mechanization will be promoted in the lands that have been demarcated by continuing the land demarcation program. The work of updating public roads in Kittanapi map will be continued.

Processing centers will also be set up in Bhimad, Sing, Ghiring of Tanahu, Bulingtar of Nawalpur, Baudikali and Harinas of Syangja to develop ginger production as pocket areas and to process and export the produced ginger.

In line with the policy of increasing potato production in the state, Tarakhola and Dhorpatan of Baglung, Hemja of Kaski, Dharche of Gorkha and other places will be developed as potato pocket areas and policy will be adopted to provide subsidy to farmers for potato special program production. Necessary arrangements will be made to distribute the seedlings produced from tissue culture technology to the farmers.

Simal yam cultivation will be identified and commercial production will be done. In addition, endangered species of forest yam, githa, vakura and other root crops will be promoted.

Respecting the contribution of farmers, in order to keep the morale of farmers high and to establish agriculture as an attractive and respectable profession, Gandaki Pradesh Outstanding Farmer Award will be provided.

Regular publication and dissemination system of Agricultural Meteorological Advice Bulletin will be introduced to assist farmers in the management of crops and livestock on the basis of seasonal conditions.

Research agro-tourism will be promoted by linking climate friendly agriculture with foreign agricultural universities.

Institutional capacity building and regulation of cooperatives will be carried out with priority. The role of cooperative sector will be made effective for job creation and poverty reduction. One Cooperative - One Product campaign will be run. A program will be implemented to motivate the cooperatives to engage in productive sector. In partnership with the local level and in coordination with the Government of Nepal, various targeted programs will be implemented for the alleviation of poverty in addition to providing various exemptions and concessions to the identified and enlisted poor households in collaboration with the state government and local level.

Necessary preparations will be made to increase the production of such commodities and sell them in other states and international markets by identifying the competitive agricultural products with high price and high market demand.
