Preface:

As it is necessary to conduct the competitive examination conducted by the Public Service Commission in an effective and systematic manner keeping in view the health risks posed by COVID-19 infectious diseases.

The Public Service Commission has formulated and implemented this standard.

1) Abbreviated Name and Commencement:

(1) The name of this criterion is "Criteria for Examination (Operation and Management) in Special Cases of Transition, 2077".

(2) This criterion shall come into force from the date of its approval by the Commission.

2) Definition:

(1) If the subject or context does not have another meaning,

(A) "Commission" shall mean the Public Service Commission.

(B) "Office" means all the offices under the Commission.

(C) "Examination" means the written examination, experimental / skill test, interview, group discussion, presentation etc. for the posts of civil servants and Nepal Army, Nepal Police, Armed Police Force Nepal, other federal government services and organizations. .

(D) "Manpower" shall mean the employees and other persons employed in the work related to the examination.

(3) Operation and Management of the Examination: Considering the state of Covid-19 infection, the examination to be conducted by the Commission shall be conducted as follows:

(A) Examination Center and Manpower Management:

(1) To establish one examination center for one hundred candidates. One examination hall/room will be arranged to have a maximum of twenty-five candidates.

(2) Generally, no more than one examination center shall be kept in one building but in case of sufficient space/building, more than one examination center may be kept in the same place.

(3) One Central Chairperson, one Vice-Chairperson, one Assistant Central Chairperson for every twenty candidates, one coordinator, one inspector for every fifteen candidates, and three assistant manpower shall be deployed in one examination center.

(4) If it is difficult to conduct the examination due to insufficient manpower assigned to the examination center, the examination may be conducted by mobilizing additional manpower by the head of the center with the approval of the head of the office.

(B) The work to be done by the Central Chairperson:

(1) To conduct a necessary orientation to the manpower to be followed in conducting the examination before conducting the examination.

(2) To compel the manpower to be required to follow the health safety standards, to wear masks, gloves, face shields and to use sanitizers.

(3) It is mandatory for the examinees to wear masks, use sanitizer, and maintain physical distance.

(4) To have only one examinee on a bench. To plan the seat of the examinee so that there is a distance of two meters between one examinee and another examinee.

(5) To make arrangements to have one assistant center chairperson and one inspector in one room.

(6) In the absence of manpower, the Vice-Chairperson shall also fulfill the responsibility of the Assistant Central Chairperson.

(7) To provide soapy water or sanitizer for hand washing in the examination center.

(8) To prevent unnecessary congestion in the examination center.

(9) To make proper management of the garbage during the examination.

(10) Before submitting the answer sheet, the candidates should be asked to cut the blank sheet of the answer sheet.

(11) To get the signature of the candidate by filling in the details submitted while filling the answer sheet.

(12) To make arrangements for emergency purposes in coordination with the Commission and its subordinate offices for 20 essential masks, 500 ml sanitizer and soap per examination center.

(13) Compulsory return of unused materials keeping a record of unused materials.

(14) One hour before the commencement of the examination, the examination bell shall be rung.

(C) The work to be done by the manpower employed in the examination:

(1) It is mandatory to use Max, Globes, Face Shield and Sanitizer, etc. provided by the office without crowding the manpower to be deployed in the examination.

(2) To motivate the Vice-Chairperson to adopt safety precautions (use of masks, sanitizers) by inspecting the non-compliance.

(3) To make the candidates enter the examination hall and arrange seating in such a way that they follow a distance of 2 meters from each other.

(4) To maintain high vigilance as the opening of question papers, distribution of answer sheets, attendance, distribution of question papers, checking of answer sheets, distribution of additional answer sheets, comprehension of answer sheets may cause infection.

(5) The Assistant Central Chairperson shall sign the answer sheet after maintaining the distance with the candidate (including forcing him to open the mask) and confirming the identity of the candidate.

(6) Use hand washing or sanitizer every time after touching the documents.

(7) The manpower to be deployed in the examination should have entered the examination center at least one hour and thirty minutes in advance.

(8) The assigned manpower must be deployed in the examination center. The manpower deployed in the examination will not be allowed to build any vehicle and not be slow in the examination.

(9) To fully assist the Central Chairperson in conducting the examination.

(D) Topics to be followed by the examinee:

(1) Before entering the examination center, the candidate himself should make at least Max, Sanitizer, and compulsory arrangement of drinking water for himself.

(2) Candidates must arrive at the examination center one hour before the commencement of the examination.

(3) Candidates should maintain a distance of two meters at the entrance and exit of the examination center without any crowd.

(4) The instructions given by the manpower deployed in the examination should be fully followed.

(5) Candidates should enter the examination center, exit, use the toilet and go to the designated place by maintaining distance without crowding.

(6) Candidates should not talk in groups.

(7) When submitting the answer sheet, the blank space in the answer sheet should be cut and submitted.

(8) When the examinee submits the answer sheet, he/she will have to count his / her answer sheet and submit the answer sheet and go out.

(E) Examination Centers / Schools / Colleges Health Precautions:

(1) The examination center shall assist the examinees by arranging soap and water for handwashing.

(2) The entrance of the examination center examination room should be opened wide.

(3) To make the manpower deployed in the examination centers from the schools/colleges to follow this standard by orienting them towards the vigilance to be adopted for health security.

4) Hall rent:

While conducting the examination in compliance with this criterion, the examination center will be paid the same amount as the previous two candidates for the examination.

5) Safety materials should be provided:

Safety materials (masks, sanitizers, globes, soaps, face shields, etc.) required by the manpower to conduct the examination and shall be made available by the office under the Commission.

6) Monitoring and Inspection:

(1) The officials, secretaries, and supervisors of the Commission may monitor and inspect and give necessary instructions regarding compliance with this standard.

(2) Following the instructions given by monitoring and inspecting as per Sub-section (1) It will be the duty of everyone concerned to do so.

7) To make additional arrangements:

The Secretary of the Commission may make additional arrangements for the conduct and management of the examination without contradicting this standard.

8) Miscellaneous

(1) The examinee shall declare himself/herself whether he/she has been infected with COVID-19. Infected candidates will not be allowed to enter the examination center.

(2) This standard shall be adhered to in matters related to health security even while conducting examinations, interviews, group discussions, presentations, etc. related to the experimental / skill test conducted by the Commission.

(3) Except as mentioned in this criterion, the matter shall be in accordance with the prevailing law.

9) Standards to be followed:

(1) It shall be the duty of the manpower, examination center, school/college, students, and all concerned to abide by the public health standards issued by the Government of Nepal regarding COVID-19 infection and to comply with these standards.

(2) During the conduct of the examination, all the standards issued by the Government of Nepal related to the control and prevention of infectious diseases shall be followed.
