Overview
Karnali Pradesh Lok Sewa Aayog (Province Public Service Commission, Karnali Province - PPSC Karnali): Promoting the qualification system by maintaining cleanliness and fairness in the selection of suitable candidates for the posts of Province Civil Service, Province Police Service, Province Assembly Service, Province Other Government Service, Province Organized Service, and Local Service as per the provision in Article 244 (1) of the Constitution of Nepal. With the objective of making the public administration capable, strong, and service-oriented, the Provincial Public Service Commission, Karnali Province has been formed as per Article 3 of the Provincial Public Service Commission Act, 2075 BS.
The commission has been completed in Karnali province with the appointment of the chairperson and members of the provincial public service commission on Falgun 6, 2077 BS. An office of the Commission has been set up at Birendranagar Municipality, Ward No. 8, Milanchowk, Surkhet for the operation and management of the Commission.
Functions, Duties, and Powers of the Commission:
Article 6 of the Provincial Public Service Commission Act, 2075 provides that the functions, duties, and powers of the Provincial Public Service Commission shall be as follows:
1) It shall be the duty of the Commission to conduct an examination to select a suitable candidate for the post of staff in the Province Service.
2) The Commission shall conduct a written examination for the post of Province Police Service.
3) The Commission shall be consulted on the principles to be followed in appointment and promotion to the post of Province Police Service.
4) The Commission shall be consulted on the principles to be followed in the appointment, promotion, and departmental action of the Province Service.
5) No permanent appointment shall be made to the post of Province Service without the consultation of the Commission.
6) The Commission shall be consulted on the following matters:
(A) concerning the law relating to the condition of Province service,
(B) on the suitability of the candidate for appointment to the post of Province Service for more than six months,
(C) the suitability of the candidate for transfer or promotion from one type of Province Civil Service or Local Government Service to another type of Province Civil Service or Local Government Service or from Province Other Government Service to Province Civil Service or Local Government Service, and
(D) Regarding the departmental punishment to be given to the employees of the Province Civil Service.
