NARC Directs Scientist Namita Bhattarai to Submit Clarification Within 7 Days
Clarification sought after prolonged absence despite expiry of approved leave.

The National Biotechnology Research Center, Khumaltar, under the Nepal Agricultural Research Council (NARC), has issued a 7-day public notice directing Scientist Namita Bhattarai to submit a clarification. The notice states that she has remained absent from the office for a long time even after her approved leave ended, and asks why she should not be removed from service.
According to the Center, Bhattarai, serving in the Scientist S.1 post, had taken one year of extraordinary leave from 2079-09-27 (BS) to 2080-09-26 (BS). After the leave ended, she was required to report to the office from 2080-09-27 (BS), but she has remained absent to date.
The notice further states that even after correspondence was sent to her home address, she did not appear. Therefore, this notice has been published in accordance with the decision dated 2082-09-16 (BS) at the level of the Council’s Executive Director.
Citing the Employee Administration Regulation, 2049 (BS), Regulation 40(2)(a), the notice states that her job is deemed terminated under the relevant misconduct provision, and asks why she should not be separated from service. If there is any reason or evidence for not separating her from service, she has been instructed to appear with a clarification within 7 (seven) days from the date of publication of this notice. The Center stated that this notice has been issued for the purpose of Regulation 73(1) of the same regulation.
