NARC Urgent Notice to Appear in Person

The employees listed below were permanently appointed to the service of the Nepal Agricultural Research Council and posted to various offices under the Council. With effect from the dates mentioned below, they had study leave approved on the basis of a bond (kabuliyatnama) in accordance with Regulation 38 under Chapter 6 of the NARC Employee Administration Regulations, 2049, based on a decision taken at the level of the Executive Director of the Council, and proceeded for study.
After completion of the approved study leave, they were required to report back for duty. However, they did not appear for attendance and, by submitting resignations from their respective posts/levels, remained absent from service, thereby also violating the conditions of the bond they had executed with the Council.
Treating their employment as terminated on the grounds of the offence under Regulation 40(2)(a) of the NARC Employee Administration Regulations, 2049, letters were sent to their home addresses asking them to appear with any reasons and evidence, within seven (7) days from the date of receipt of the letter, as to why they should not be separated from service. In addition, a notice was published in the Gorkhapatra Daily on 2082-05-12, instructing them to appear with an explanation within seven (7) days. Despite these steps, they have not appeared to date.
Since they have also violated the conditions of the bond they executed with the Council at the time of going on study leave, the decision of the 66th meeting of the Nepal Agricultural Research Council held on 2081-12-31, in accordance with the provisions of Regulation 38(4) of the same Regulations, provides that the entire amount invested by the Council in them during their study shall be recovered.
Accordingly, for the purpose of Regulation 73(1) of the NARC Employee Administration Regulations, 2049, this notice is published to state that their employment is considered terminated with effect from the dates mentioned in the schedule, that is, from the dates on which they went on study leave. If there are any reasons and evidence as to why they should not be separated from service, they are required to appear with an explanation within fifteen (15) days from the date of publication of this notice. Otherwise, it is also informed through this notice that further action will be taken in accordance with the Council’s Regulations.
