Kathmandu Metropolitan City Class 11-12 Scholarship Application Notice 2083
Kathmandu Metropolitan City (Kathmandu Mahanagarpalika): A notice has been issued inviting students who participated in and were graded in the SEE examination conducted in Chaitra 2082 to submit online application forms for the examination to be conducted for selecting students to study on scholarship in institutional educational institutions operating the secondary level, Class 11-12, within Kathmandu Metropolitan City for the academic session 2083/084.
Students may submit the online application form through the Kathmandu Metropolitan City website, kathmandu.gov.np, or entrance.kathmandu.gov.np, from Friday, Jestha 1, 2083, 10:00 AM to Sunday, Jestha 10, 2083, 11:59 PM.
1. Details of Programs for the Scholarship Examination
Schools for scholarship nomination: Institutional schools operating Class 11/12 under Kathmandu Metropolitan City
Subjects: Science / Management / Humanities / Education / Law
The nomination will be made for the subject and school selected at the time of filling the form.
Students may fill the form for only one subject.
Online application form opening date: From Jestha 1, 2083, 10:00 AM
Online application form deadline: Until Jestha 10, 2083, 11:59 PM
Admit card printing: It can be printed from the online software after Jestha 14, 2083.
Examination center: The examination center will be published later and will be in schools under the Metropolitan City.
Examination date and time: Jestha 17, 2083, from 8:00 AM to 10:00 AM
Application fee: Free
Other details regarding the school-wise scholarship quota and examination centers will be published later.
2. Provisions on Scholarship Examination Syllabus and Pass Marks
Based on the Class 10 curriculum, 100 objective multiple-choice questions will be asked as follows:

Compulsory Mathematics: 30 questions

Science and Technology: 30 questions
-
Social Studies: 20 questions
-
English: 10 questions
-
Nepali: 10 questions
The questions will be in both English and Nepali mediums.
The full marks of the examination will be 100. To pass the scholarship examination, students must obtain at least 40 percent marks. However, passing the examination does not mean receiving the scholarship. Nomination for the scholarship will be made according to merit order.
The examination will be conducted through OMR sheets. There will be no negative marking for wrong answers.
The examination duration will be two hours.
3. Method and Instructions for Submitting Online Application Form
The online form will be available on the Metropolitan City website, www.kathmandu.gov.np, or entrance.kathmandu.gov.np. The application form can be submitted only through the online medium within the prescribed period.
While filling the online form, students must determine the priority order of schools according to the subject they wish to study. The merit order will be published accordingly. All schools must be selected in priority order at the time of filling the form. Since nomination will later be made only to the selected schools, students must select all schools where they wish to study.
To fill the online form, students must visit entrance.kathmandu.gov.np and enter the details of the SEE examination, including symbol number with alphabet, date of birth, and GPA obtained.
Students must tick the statement: “I have read all the points mentioned above. I am eligible for the application.” (“मैले माथि उल्लेखित सबै बुँदाहरू पढेको छु । म आवेदनका लागि योग्य छु ।”) and click “Apply Scholarship” to proceed.
When filling the form for the first time, nothing needs to be entered in the password field. Since the form cannot be filled if Geo Location is not turned on, students must turn on Location on their device before filling the form.
After that, in the personal details section, students must fill in their full name and surname, correct email ID and mobile number, recently taken photograph, father’s name, mother’s name, grandfather’s name, permanent/temporary address, and birth registration or citizenship details, and click “Next.” Students must enter the correct email and mobile number; otherwise, messages may go elsewhere and create problems.
In the academic details section, students must fill in the details of the school where they studied in Class 10, upload the character certificate, transfer certificate, or recommendation letter issued by the school, and select the subject for application. Only one subject can be selected.
Then, the details of the schools where that subject is taught will appear. Students must select all the schools where they wish to study according to priority order. If a school is selected as No. 1, it means that school is the student’s first priority. Since students will be sent to schools for scholarship according to the priority they select, the priority order of schools must be arranged carefully.
After this, an option will appear asking whether to proceed or not. To proceed, select “No” and move ahead. If more schools are still to be added, click “Yes,” add the schools, and then again select “No” to proceed.
Students will then reach the section for filling reservation details. Students must confirm whether they are entitled to reservation or not.
If the Student Studied in a Community School
If General is selected
This applies when the student appeared in SEE from a community school and is not entitled to reservation.
If General + Reservation is selected
This applies when the student appeared in SEE from a community school and belongs to one or more of the following categories: female student, Indigenous/Janajati, Madhesi, Khas Arya, Dalit, Muslim, Tharu, person with disability, person from a backward area, family of martyr/disappeared citizen, or family of conflict-affected citizen. If the student has more than one reservation category, those must also be selected and the required documents must be uploaded mandatorily.
If General + Permanent Resident of Kathmandu Metropolitan City is selected
This applies when the student studied in a community school, is a permanent resident of Kathmandu Metropolitan City, and is not entitled to reservation.
If General + Permanent Resident of Kathmandu Metropolitan City + Reservation is selected
This applies when the student appeared in SEE from a community school, is a permanent resident of Kathmandu Metropolitan City, and belongs to one or more of the following categories: female student, Indigenous/Janajati, Madhesi, Khas Arya, Dalit, Muslim, Tharu, person with disability, person from a backward area, family of martyr/disappeared citizen, or family of conflict-affected citizen. If the student has more than one reservation category, those must also be selected and the required documents must be uploaded mandatorily.
If General + Landfill Site is selected
This applies when the student studied in a community school, is a resident of the landfill site area, and is not entitled to reservation.
If General + Landfill Site + Reservation is selected
This applies when the student studied in a community school, is a resident of the landfill site area, and belongs to one or more of the following categories: female student, Indigenous/Janajati, Madhesi, Khas Arya, Dalit, Muslim, Tharu, person with disability, person from a backward area, family of martyr/disappeared citizen, or family of conflict-affected citizen. If the student has more than one reservation category, those must also be selected and the required documents must be uploaded mandatorily.
If the Student Studied in an Institutional School
If General is selected
This applies when the student studied in an institutional school.
If Permanent Resident of Kathmandu Metropolitan City is selected
This applies when the student studied in an institutional school and is a permanent resident of Kathmandu Metropolitan City.
If Landfill Site is selected
This applies when the student studied in an institutional school and is a resident of the landfill site area.
If General + Permanent Resident of Kathmandu Metropolitan City is selected
This applies when the student studied in an institutional school and is a female student, or is a female student and a permanent resident of Kathmandu Metropolitan City.
If General + Landfill Site is selected
This applies when the student studied in an institutional school and is a resident of the landfill site area.
After this, “Preview Application” will appear. Students must click it. Then, all the filled details will be displayed. If all the filled details are correct, students must click the button stating that the details filled above are true and correct and that they will bear responsibility according to law if found false. Then they must type the displayed captcha and press the Submit button.
If the filled details need to be corrected, students must click “Edit Form,” correct the details, fill in the details again, and proceed by pressing the Submit button again.
After pressing the Submit button, the form can be downloaded and printed. A message will appear stating: “The application form filled by you, .........., for the Class 11 scholarship has been received. Since information on whether the form will be approved or not will be sent after it is verified by the expert, please check the message sent to your email and mobile number and act accordingly.” After this, the student should understand that the form-filling process has been completed.
The submitted form is not an admit card. It is only proof that the online form has been filled. On this basis alone, students will not be allowed to participate in the scholarship examination.
Even after the form is submitted online, details can be corrected by entering the username and password received in the email and mobile number.
Before confirmation by the Metropolitan City, the form may be corrected or details may be added only if a request is made through email to correct the form, add details, or upload documents.
However, after the form is confirmed by the Metropolitan City, no details can be corrected.
Photos and other required documents may also be uploaded by taking photos with a mobile phone.
Final confirmation will be sent only after the department verifies and confirms that the details match.
If the submitted details are found to be false, the application form of such candidates will be canceled. If admission has already been completed, the scholarship facility of such students will also be canceled.
4. Minimum Qualification
The student must have participated in and been graded in the SEE examination of the academic session 2082 and must meet one of the following conditions:

Completed SEE after studying in a community school anywhere in Nepal.

Be a permanent resident of Kathmandu Metropolitan City.

Be a permanent resident of the areas directly affected by the landfill site: Ward Nos. 1, 2, and 3 of Kakani Rural Municipality, Nuwakot District, or Ward Nos. 1, 3, and 4 of Dhunibesi Municipality, Dhading District.
-
Have studied up to Class 10 in an institutional school anywhere in Nepal.
5. Distribution of Scholarship Seats
Scholarship seats will be distributed on the following percentage basis for conducting the scholarship examination.
Percentage Determination
5.1 Scholarship Based on Student Numbers in Institutional Schools
Scholarships will be provided by institutional schools to students as follows:
A. Schools with up to 500 students must provide at least 5 percent scholarship.
B. Schools with 500 to 800 students must provide at least 12 percent scholarship.
C. Schools with more than 800 students must provide at least 15 percent scholarship.
5.2 Distribution of the Total Seats Determined Under Point 5.1
Taking the total number determined under Point 5.1 as 100 percent, scholarships will be provided in the following percentages:
A. Students who studied in community schools: 35 percent
B. Students who studied in institutional schools: 10 percent
C. All students who studied in community or institutional schools and have permanent residence within Kathmandu Metropolitan City: 19 percent
D. Students who studied in community or institutional schools and are permanent residents of landfill-site affected areas: 1 percent
E. After determining the percentage as per Point 5.1, the remaining 35 percent seats will be taken as 100 percent. For students who appeared in SEE from community schools, reserved scholarship seats will be distributed on the following percentage basis:

Female students: 33 percent

Indigenous/Janajati: 15 percent

Madhesi: 12 percent

Khas Arya: 17 percent
-
Dalit: 9 percent
-
Muslim: 2 percent
-
Tharu: 4 percent
-
Persons with disability: 2 percent
-
Persons from backward areas: 4 percent
-
Families of martyrs, families of disappeared persons, families of injured fighters of movements including the Gen Z Movement, persons from conflict-affected groups, and families displaced from unorganized settlements along riverbanks or due to other reasons: 2 percent
For the purpose of this section, “person from a backward area” means a person permanently residing in Achham, Kalikot, Jajarkot, Jumla, Dolpa, Bajhang, Bajura, Mugu, and Humla districts.
If the prescribed number of students is not available in the reservation area or in any seat, the seats will be transferred sequentially to another group from Sub-point 1(A) of Point 5.
6. Required Documents and Photo for Online Form
The following documents and photo are required for filling the online form:

Passport-size photo

Citizenship certificate, birth registration certificate, or National Identity Card

SEE character certificate, transfer certificate, or school recommendation letter for scholarship

For students who studied in community schools, a letter from the concerned local level or Education Development and Coordination Unit based on the school’s recommendation in the format of Schedule 1, confirming that the school is a community school
-
For Indigenous/Janajati, Madhesi, Dalit, Muslim, and Tharu groups under the inclusive group, a certificate obtained from the concerned commission or academy, or a recommendation letter from the District Administration Office or local level
-
For Khas Arya, a recommendation letter with details from the concerned District Administration Office or concerned local level of permanent residence
-
For families of martyrs, families of disappeared persons, families of injured fighters, and persons from conflict-affected groups, a letter issued by the concerned District Administration Office
-
For persons with disability, the disability identity card issued by the concerned local level of permanent residence
-
For persons from backward areas, a letter certified by the concerned local level stating that the applicant is permanently residing in the same place at the time of application, and the Nepali citizenship certificate or birth registration certificate obtained from the concerned district

For permanent residents of Kathmandu Metropolitan City, citizenship certificate, birth registration certificate, or migration certificate
-
For residents of the landfill site area, birth registration certificate or migration certificate and a recommendation letter from the concerned ward stating permanent residence
The required certificates to be submitted in the online application form must be included mandatorily.
The application form of examinees who do not include the required educational certificates and documents showing the concerned category, or who submit fake documents, will be automatically canceled.
If a student takes the examination by submitting false or fake documents or by applying under a quota to which the student is not entitled, and is nominated, the student’s scholarship may be canceled at any time and action will be taken according to prevailing law.
7. Provision Regarding Admit Card
From 2083/02/14, students must click the “Print Admit Card” button, fill in the required details there, and print the admit card themselves. Information about the examination center will be mentioned in the admit card.
8. Provisions for Conducting the Scholarship Examination
The examination center will be as specified by Kathmandu Metropolitan City through a published notice.
Students must bring the admit card mandatorily when coming to take the scholarship examination. They will not be allowed to sit for the examination without the admit card. The admit card must be shown if requested by the center chief or invigilator.
Since necessary security checking will be conducted for every examinee, examinees must be present at the examination center at least one hour before the examination starts. They will be allowed to enter the examination hall 15 minutes before the examination starts after information is given through a notice.
Students must follow the instructions given by the center chief and take the examination seated at the specified place. The center chief, the person designated by the center chief, or the monitoring team may conduct searches at any time.
No examinee may leave their seat or the examination building without the permission of the center chief. The examination will not be postponed except as informed by notice from the Metropolitan City.
Examinees are not allowed to take books, notebooks, guides, exercise books, papers, cheat sheets, calculators, mobile phones, Bluetooth devices, iPads, tablets, weapons, illegal substances, any prohibited items, any electronic devices, wallets, purses, or watches, including smart watches, into the examination center.
Examinees arriving 15 minutes after the scholarship examination starts will not be allowed to enter the examination hall. Attendance is mandatory while participating in the examination.
Students must bring the black gel pen required for the examination themselves. The answer considered correct must be fully shaded inside the bubble on the OMR sheet. In the objective examination, the “set” of the question paper received by the student must be written mandatorily on the OMR sheet. If it is not written, the answer sheet will be automatically canceled. The correct answer among A, B, C, and D must be shaded with a black pen in the designated circle on the OMR sheet.
No marks will be awarded for answers written with a pencil, scratched, overwritten, torn, or corrected with correction fluid.
Examinees may leave the examination hall only after the prescribed time of two hours has ended.
If a fake examinee is arranged to take the examination or an attempt is made to do so, the examination of such examinees will be canceled and action will be taken according to prevailing law.
Students must not talk or even exchange signals with each other. If one examinee is found copying from another examinee’s answer sheet, both the examinee who copied and the examinee who allowed copying will be expelled.
If an examinee performs any act contrary to examination discipline in the examination hall, commits irregularities, appears in the examination in place of another examinee, takes away the answer sheet without submitting it to the invigilator, or tears it, the center chief will expel such examinee from the examination hall and immediate legal action will be taken. In such case, the examination will be automatically canceled.
Once an examinee submits the answer sheet and leaves the examination room, the examinee will not be allowed to re-enter the examination room and continue the examination.
If a sick student enters the examination hall and anything happens to the student while taking the examination, the Metropolitan City will not be responsible.
Nothing may be written anywhere in the main answer sheet except in the designated space. If any type of sign is found, the examination will be automatically canceled and the result will not be published.
The question paper must also be returned to the invigilator along with the answer sheet.
9. Result Publication and Admission Process
After the examination, the OMR sheets will be scanned by machine, verified, and the merit order will be published.
After publishing the final name list, the scholarship examination result and student admission result list will be published according to merit order on the basis of the subject and school priority selected by the student at the time of filling the form.
Students will be pre-nominated for admission to schools subject-wise.
Based on pre-nomination to the subject and college where the student wishes to study, admission must be completed within three days. For seats remaining vacant because students did not take admission within the prescribed date, a second list will be published among the students who did not take admission, based on their merit order.
If students still cannot be admitted to the subject and college of their choice from this list, then based on the merit order of the entrance examination, a notice will again be published for selection according to merit order for nomination under the wrap-up quota in the vacant seats.
Note
Students are requested to take admission only after the scholarship result is published.
If a student has already taken admission in any school before the scholarship result is published, that school will not be obliged to refund the fee paid at the time of admission merely because the student received a scholarship from the Metropolitan City. Also, Kathmandu Metropolitan City will not facilitate scholarship admission in another school.
