Must have completed 21 years of age and not exceeded 35 years for men, and not exceeded 40 years for women by the last date of application submission.

Other requirements:

Must be a Nepali citizen.

Must not have been dismissed in a way that disqualifies future government service.

Must not have been convicted by a court in a criminal case showing moral turpitude.
