Application Call for 2,300 Nepali Auxiliary Workers in Israel

The Government of Nepal, Ministry of Youth, Labour and Employment, Department of Foreign Employment, has invited applications for the selection of Nepali auxiliary workers to be sent to Israel’s long-term care centers. The notice has been issued under Advertisement No. 01/82/83 as per the labor agreement between the Government of Nepal and the Government of Israel.

According to the notice issued on 2083/02/13, Nepal Samvat 1146 Anlathwa Ekadashi, eligible and interested Nepali citizens must register an online application through the Department’s web portal ferms.dofe.gov.np to work as auxiliary workers in Israel’s Long Term Care Facilities, “Auxiliary Workers employed in Long Term Care Facilities, including in group homes located in individual Apartment,” for the care of persons of any age with severe physical and mental disabilities.

Online application deadline: Until 12:00 midnight on 2083/03/07

The details of the post, demand number, salary, and facilities mentioned in the notice are as follows.

Working days per week: Up to 6 days

Working hours per week: 42 hours, excluding overtime

Accommodation facility: The employer will arrange accommodation as per the rules related to foreign workers, and the cost shall be borne by the worker

Contract period: Initially 1 year

Contract extension facility: Extendable

Maximum contract period if extended: Up to 5 years

1. Required Minimum Qualifications

(a) Must be a Nepali citizen.

(b) Must have completed 25 years of age and must not have exceeded 45 years.

(c) Must have a minimum height of 1.5 meters and a minimum weight of 45 kilograms.

(d) Must have passed at least Grade 10 and completed at least 15 months of study in A.N.M. or C.M.A.-related subjects, or must have obtained 10+2 or equivalent educational qualification and received at least three months of caregiving training from a training provider institution recognized by the Government of Nepal.

(e) Must not have previously gone to Israel and worked there.

(f) Father, mother, husband, wife, son, or daughter must not be residing or working in Israel.

(g) Must be physically and mentally healthy, must not be suffering from any type of chronic disease such as tuberculosis, hepatitis, epilepsy, gonorrhea, or AIDS, must be capable of working as an auxiliary worker in a care center, including lifting heavy items, and must not be involved in addiction.

(h) At the date of starting the visa process, at least 3 years must remain before the applicant’s passport validity period expires.

2. Application Procedure

(a) The online form available on the Department’s web portal ferms.dofe.gov.np must be filled out. The user manual for filling out the online form is available on the portal itself.

(b) After applications registered in the online system, FERMS, are approved or rejected, information will be sent to the applicant through the mobile number/email registered in the system. The system will notify the candidate to upload insufficient documents. If the documents notified by the system for uploading are not uploaded, the application will be rejected.

(c) As proof of the English language test, the candidate must upload a certificate of the Cambridge Upskill English Test, Cambridge University Press and Assessment, obtained from CIIN International Qualifications Pvt. Ltd., Tripureshwor, Kathmandu, designated by Israel’s PIBA, with at least Reading-A2, Writing-A1, Listening-A2, and Speaking-B1.

Applications that do not meet the prescribed minimum standard will be rejected.

(d) The candidate must also upload scanned copies of the passport and a valid police character certificate, valid police report with no criminal record, while filling out the form.

(e) The candidate shall be responsible for confirming the validity of the uploaded documents. If found false, the concerned candidate shall be liable for action as per the law.

(f) Candidates whose applications are approved will be informed through email/mobile number, and the notice will also be published on the Department’s website https://dofe.gov.np.

(g) Candidates must sign and upload the attached Addendum-2, Waiver of Confidentiality of Information.

(h) The candidate must fill out and submit the self-declaration form, Addendum-1: SELF-DECLARATION ON HEIGHT, WEIGHT, ELIGIBILITY AND SELECTION PROCESS, stating their height and weight along with the application. If the self-declared height and weight are below the prescribed limit, the candidate will automatically be removed from the roster.

Addendum-1, SELF-DECLARATION ON HEIGHT, WEIGHT, ELIGIBILITY AND SELECTION PROCESS, and Addendum-2, Waiver of Confidentiality of Information, required to be uploaded, can be downloaded from the Department’s website and ferms.dofe.gov.np.

(i) If the details/evidence submitted with the application are proved otherwise, the Department reserves the right to cancel the application at any time.

(j) If all documents as prescribed are not found to have been submitted with the application, the application will not be approved.

3. Application Approval and Selection Procedure

(a) In the first phase, a list of candidates approved through the FERMS system will be prepared.

(b) The Selection Committee will prepare the final roster of eligible candidates and provide it to PIBA for Namecheck.

(c) After receiving the list of candidates who have succeeded in PIBA’s Namecheck, it will be published on the Department’s website.

(d) PIBA will select the required workers by lottery from the candidates in the final roster as per the Implementation Protocol.

(e) Among the selected candidates, 1,000 persons will be included in the employment process as soon as possible in the first phase. Similarly, the remaining 1,300 candidates will be included in the employment process as per PIBA’s requirement after the completion of the first-phase process.

(f) Candidates placed in the Reserve Pool will be included in the employment process as per PIBA’s requirement.

(g) All candidates selected through the lottery must undergo the prescribed medical checkup from the health institution listed by the Government of Israel.

(h) PIBA will provide the employment agreement of the selected workers to the Department for signing.

(i) The Department will grant labor approval to workers who have completed the employment agreement and obtained a visa.

(j) The Department shall not be responsible for whether or not a candidate recommended for a visa receives the visa.

4. Preconditions

(a) If required, selected workers must undergo a COVID-19 test at their own expense 72 hours before departure to Israel and submit a Negative Report, along with providing other necessary details related to COVID-19.

(b) After entering Israel, the worker must agree to receive the necessary vaccines as prescribed by the Israeli Ministry of Health and shall not refuse vaccination.

(c) A health examination certificate must be submitted.

(d) The worker must not have stayed illegally in Israel, must not have any intention of residing in Israel, and must mandatorily leave Israel after the contract agreement period ends.

(e) The worker shall not be allowed to work in any sector other than the work mentioned in the contract agreement.

(f) A worker eligible to obtain a visa for Israel must take orientation training from the National Vocational Training Institute, Bhainsepati, before departing for Israel.

(a) Job description: The worker must provide assistance according to the health, sanitation, nutrition, mobility, and other needs of persons of all ages with severe disabilities in Israeli care centers, as instructed by the supervisor and as per the employment agreement. Additional job description is attached.

(b) Work shift: The employer will determine from time to time, as required, which shift and how many hours the worker will be placed in.

(c) Deposit in foreign worker fund: The employer will deposit an amount equal to 12.5% of the monthly remuneration into a bank account opened in the worker’s name. The amount deposited in the account will be paid to the worker who leaves Israel immediately after the contract period ends. If the worker stays illegally in Israel even after the contract period ends, the prescribed percentage amount will be deducted from the fund, and if the illegal stay exceeds 6 months, the entire amount deposited in the fund will be confiscated.

(d) Expense headings to be deducted from the worker’s monthly remuneration as per Israeli labor law:

  1. Premium amount of health insurance provided by the employer

  2. Accommodation and food expenses

  3. Property tax, water, and electricity charges

  4. Income tax

(e) Expense headings to be borne by the worker personally in the selection of auxiliary workers:

Postscript

  1. Candidates who were not selected in the lottery in the previous advertisement may apply after fulfilling the prescribed English language standard and other conditions.

  2. As Article 7(5) of the Implementation Protocol A to the Agreement Between the Government of Nepal and the Government of the State of Israel on the Temporary Employment of Nepali Workers in Specific Labor Market Sector in the State of Israel- Auxiliary Workers in Long Term Care Facilities, signed between the Government of Nepal and the Government of Israel, clearly states that “PIBA is not obliged to recruit all qualified applicants in the final database,” the Department shall not be obliged to include candidates not selected in the lottery in the employment process.

  3. If the details and documents submitted with the application are found to be false, the candidate’s application will be canceled at any time, and action will be taken as per the law.
