Note: Pursuant to the order of certiorari and mandamus issued by the Honorable Supreme Court in Writ No. 078-WO-0660, and subject to the legal provisions to be made in the Federal Civil Service Act regarding determination of the number of posts for inclusive groups, this advertisement notice has, for the time being, been published in accordance with the Civil Service Act, 2049.

Type of Examination: Written examination, case analysis and presentation, and interview, as prescribed in the syllabus.

Medium of Written Examination: As prescribed in the syllabus.

Examination Center: Kathmandu.

Application Fee: An application fee of Rs. 2,500/- (two thousand five hundred) must be paid. An additional fee of Rs. 600/- (six hundred) must be paid for each additional type/group applied for thereafter.

Application Deadline: 2083/6/20, and up to 2083/6/27 upon payment of double the fee.

Age Limit of Candidates: Candidates must have completed 35 years of age and must not have exceeded 45 years as of 2083/6/20.

Age Limit for Serving Employees

  • For the Civil Service, as provided under Section 10(1)(c) of the Civil Service Act, 2049 and Item 3 below.

  • For the Nepal Health Service, as provided under Section 12(c) of the Nepal Health Service Act, 2053.

  • Pursuant to the interim order of the Honorable Supreme Court dated 2079/10/20, until the final disposal of the case, the age limit will not apply to serving government employees currently working after having been recommended through examinations for local-level posts advertised by the Public Service Commission on 2076/2/15, even when applying for Civil Service advertised posts. Such candidates must upload an application stating this fact in the Attachment (Experience) section of the online application system.

Method and Place of Payment of Application Fee: The application fee may be paid directly through the Commission's online application system. It may also be paid in cash through designated banks by printing a bank voucher containing the Master ID and transaction reference number.

Period for Payment of Application Fee: The prescribed examination fee or double fee must be paid within the applicable prescribed deadline.

Documents to be Uploaded: Candidates must upload all documents prescribed for the relevant advertisement, including academic qualification certificates, training certificates, experience documents, and professional license certificates, in the designated sections of the online application system. Candidates themselves will be fully responsible for the details stated in their applications.

Examination Schedule Before the Interview and Interview Date: Information will be provided when the written examination results are published.

Job Description: Duties related to the respective service, group, and subgroup.

Salary: As per prevailing law.

Service-Related Authority: The respective bodies designated to administer the relevant service, group, and subgroup.

Minimum Qualifications Required for Civil Service Posts

(A) For Internal Competition

  1. Candidates must have completed the educational qualification and service period prescribed under Section 21(1) of the Civil Service Act, 2049. However, in the case of women, Indigenous/Janajati, Madhesi, Dalit, persons with disabilities, and Civil Service employees permanently residing in backward areas, the required service period may be shorter by one year.

  2. Civil Service employees of the relevant service who are serving in a Gazetted Second Class post may be candidates in accordance with Rule 87 of the Civil Service Rules, 2050.

(B) For Open Competition

Candidates must have obtained a Master's degree in the relevant subject and must have seven years of experience in an officer-level post in any government service, an organized institution registered under prevailing law, or an international association or organization. In the case of a person holding a doctoral-level degree, the required experience period will be reduced by two years.

Minimum Educational Qualifications Required for Each Open Post

  1. Nepal Justice Service, Judicial, Law and Government Attorney Groups: Master's degree in Law from a recognized educational institution.

  2. Nepal Administration Service: Master's degree in Arts, Sanskrit, Management, Commerce, Business Administration, Public Administration, Education, Law, or Science from a recognized educational institution.

  3. Nepal Engineering Service, Civil Group, General Subgroup: At least a Master's degree in Civil Engineering from a recognized educational institution.

  4. Nepal Engineering Service, Civil Group, Building and Architect Subgroup: At least a Master's degree in Architecture, Civil, Building, Structural, Town Planning, Structure, Quantity Survey, or Urban Planning from a recognized educational institution.

  5. Nepal Engineering Service, Survey Group: The candidate must meet the minimum educational qualification prescribed for the post of Gazetted Third Class Survey Officer or an equivalent post and must have passed a Master's level or equivalent qualification in a subject related to Survey or Geomatics from a recognized educational institution.

Minimum Qualifications Required for Health Service Posts

(A) For Internal Competition

  1. Candidates must be Health Service employees who have completed the required service period under Section 26 of the Nepal Health Service Act, 2053 and meet the minimum qualifications prescribed in Schedule 7 of the Nepal Health Service Rules, 2054.

  2. Candidates must not be disqualified under Section 12 of the Nepal Health Service Act, 2053.

  3. Applicants must be registered with the relevant professional council for their service/group, and the registration must remain valid.

  4. Candidates who studied under a scholarship pursuant to Section 38 of the National Medical Education Act, 2075 and are serving in accordance with a bond must submit evidence that they have completed the period prescribed under Rule 22(5) of the National Medical Education Rules.

Minimum Educational Qualifications Required for Each Internal Competition Post

  1. Chief Consultant General Physician, Health, Medicine, General Medicine: MBBS or an equivalent degree from a recognized educational institution, followed by a postgraduate degree in General Medicine or Internal Medicine.

  2. Chief Consultant Nephrologist, Health, Medicine, Nephrology: MBBS or an equivalent degree from a recognized educational institution, followed by a postgraduate degree in Nephrology, or a postgraduate degree in Internal Medicine followed by a postgraduate diploma in Nephrology or equivalent.

  3. Chief Consultant Cardiologist, Health, Cardiology: MBBS or an equivalent degree from a recognized educational institution, followed by a postgraduate degree in Cardiology, or a postgraduate degree in Internal Medicine followed by a postgraduate diploma in Cardiology or equivalent.

  4. Chief Consultant Uro Surgeon, Health, Surgery, Uro Surgery: MBBS or an equivalent degree from a recognized educational institution, followed by a postgraduate degree in Uro Surgery, or a postgraduate degree in General Surgery followed by a postgraduate diploma in Uro Surgery or equivalent.

  5. Chief Consultant Ophthalmologist, Health, Ophthalmology: MBBS or an equivalent degree from a recognized educational institution, followed by a postgraduate degree in Ophthalmology or a postgraduate diploma or equivalent.

(B) For Open Competition

  1. Candidates must possess the minimum qualification specified in Schedule 6 of the Nepal Health Service Rules, 2054 and must have seven years of officer-level experience in the relevant field. In the case of a person holding a doctoral-level degree, the required experience period will be reduced by two years.

  2. Candidates must not be disqualified under Section 12 of the Nepal Health Service Act, 2053.

  3. Applicants must be registered with the relevant professional council for their service/group, and the registration must remain valid.

  4. Candidates who studied under a scholarship pursuant to Section 38 of the National Medical Education Act, 2075 and are serving in accordance with a bond must submit evidence that they have completed the period prescribed under Rule 22(5) of the National Medical Education Rules.

Minimum Educational Qualifications Required for Each Open Post

  1. Chief Consultant Nephrologist, Health, Medicine, Nephrology: Postgraduate degree in Nephrology from a recognized educational institution.

  2. Chief Consultant Orthopedic Surgeon, Health, Surgery, Orthopedic Surgery: Postgraduate degree in Orthopedic Surgery from a recognized educational institution.

  3. Chief Consultant Microbiologist, Health, Pathology, Microbiology: MBBS or an equivalent degree from a recognized educational institution, followed by a postgraduate degree in Microbiology or Bacteriology.

Additional Conditions and Instructions for All Candidates

  1. Candidates wishing to apply must have the documents prescribed in the advertisement ready and submit them at the time of application. Candidates selected for interview on the basis of the written examination result must bring both the originals and certified copies of such documents when appearing for the interview. If a candidate did not possess the stated documents at the time of application, the application may be cancelled at any time.

  2. Candidates must have obtained the prescribed educational qualification by the final application deadline. Candidates who studied at foreign institutions must also have obtained an equivalence determination for their degree from the relevant authority by the same date.

  3. If a university has published the examination result within the application period specified in the Commission's advertisement but the original certificate has not yet been issued, the application form may be submitted with a letter from the institution attended confirming that the candidate has passed, together with mark sheets showing completion of all requirements, including examinations for all years/semesters, thesis, and practical work. Candidates applying in this manner must submit the original certificates required for the post to the Commission as soon as they are issued.

  4. Additional Documents Required from Candidates Applying Under Inclusive Groups

    (a) Indigenous/Janajati: For an ethnic group listed under the National Foundation for Development of Indigenous Nationalities Act, the listing itself will serve as the basis. However, where more than one surname exists within a listed ethnic group, a document certified by the Chief District Officer, based on the recommendation of the head of the concerned local level, confirming that the surname belongs to the listed ethnic group must be submitted.

    (b) Dalit: For a caste listed by the National Dalit Commission, the listing itself will serve as the basis. However, where more than one surname exists within a caste listed by the National Dalit Commission, a document certified by the Chief District Officer, based on the recommendation of the head of the concerned local level, confirming that the surname belongs to the listed caste must be submitted.

    (c) Persons with Disabilities: A disability identity card issued by the Social Welfare Council, or a disability identity card issued by the concerned local level specifying the classification of disability pursuant to Section 4(3) of the Act Relating to Rights of Persons with Disabilities, 2074.

    (d) Madhesi: A document certifying the candidate as Madhesi issued by an institution designated by the Government of Nepal through a notice published in the Nepal Gazette. If no such institution has been designated through a Nepal Gazette notice, a document certified by the Chief District Officer on the recommendation of the head of the concerned local level must be submitted.

    (e) Backward Area: A citizenship certificate obtained from the concerned district showing permanent residence in a district specified in the explanation under Section 7(7) of the Civil Service Act, 2049 and Section 8(5) of the Health Service Act, 2053, along with a certified recommendation from the concerned local level confirming current permanent residence in the same place. The recommendation must have been issued no earlier than three months before the final application deadline.

    (f) If citizenship was obtained from a district other than the district of permanent residence, a letter stating the reason must be obtained from the District Administration Office that issued the citizenship certificate. If the person moved to a district referred to under Section 7(7) of the Civil Service Act, 2049 and Section 8(5) of the Health Service Act, 2053 through marriage or migration, a marriage registration certificate must be submitted in the case of marriage, and documents from the local levels of both the place left and the destination showing the migration must be submitted in the case of migration.

  5. Experience and Documents Required to Verify Experience for Candidates Applying Under Open Competition

    (a) Candidates claiming officer-level work experience in any of the bodies listed below must submit the appointment letter or contract for the relevant post and a letter from the concerned body certifying the period of service. Where experience from other bodies, including national or international non-governmental organizations, is submitted, only experience for which it can be established that the person was recruited at officer level in accordance with the provisions of rules, regulations, directives, or procedures governing officer-level recruitment procedures, qualifications, organization, structure, and conditions of employee service will be recognized. In addition to the appointment letter or contract, a letter from the concerned body certifying the service must also be submitted.

    The recognized bodies are:

    1. Civil Service and other government bodies.

    2. Organized institutions operated under the full or partial ownership of the Government of Nepal.

    3. Development committees constituted under the Development Committee Act, 2013.

    4. Institutions or bodies established by an Act.

    5. The United Nations, its organs, and specialized agencies.

    6. Intergovernmental international organizations.

    7. Constituent campuses of universities.

    8. Community schools or campuses.

    (b) If a government employee submits experience gained while working in another organized institution, such experience will be recognized only if the prior approval of the Government of Nepal and approval of leave for that period are submitted.

    (c) If a person worked in two or more bodies during the same period, only the experience from one body in which the person worked full time will be counted.

    (d) If the appointment letter or contract itself specifies that the work was part-time, such experience will not be recognized.

    (e) Experience in temporary or contract service for a period of less than one will not be counted.

    (f) Experience gained by a person holding an assistant-level post while serving at officer level in an acting or officiating capacity will not be recognized.

    (g) Only officer-level experience obtained after acquiring the minimum educational qualification prescribed for a Gazetted Third Class or equivalent post in the service/group being applied for will be recognized.

    (h) If the appointment letter or contract does not make it clear that the stated post is at officer level, a letter from the concerned body certifying that the post is at officer level must be submitted.

    (i) If the candidate did not possess the documents establishing the above evidence at the time of application, the application will be cancelled at any time.

    (j) Candidates who have passed MBBS and MD must be registered with the Nepal Medical Council by the final application deadline, and the registration must remain valid.

    (k) The period of MD (Doctor of Medicine) and DM (Doctor of Medicine) residential study will also be counted as an experience period.

    (l) For a post in a service or group requiring a specified period of experience, the minimum service period must have been completed by the prescribed final application deadline.

  6. Documents to Be Submitted to the Application Management Center by Candidates Applying for Health Service Posts: Candidates applying online for Internal Competition and open Health Service posts must download the checklist concerning copies of the documents stated in their application from the Public Service Commission website, www.psc.gov.np. One self-certified copy of each document specified in the checklist must be attached to a file and submitted to the Application Management Center, Anamnagar, Kathmandu, for verification within seven (7) days of the final application deadline. Applications will be approved only for candidates found eligible for the relevant post after this verification.

  7. Applications submitted within the double-fee application period will be accepted only for the purposes of age, educational qualification, experience period, and other qualifications.

  8. Applications that are not submitted within the deadline prescribed by the Commission, do not meet the minimum qualifications, do not disclose other prescribed details, or do not include payment of the prescribed fee will not be accepted.

  9. Candidates requiring a scribe must contact the concerned office of the Commission at least ten (10) days before the written examination begins. Otherwise, the Commission will not be obliged to provide a scribe.

  10. Candidates who pass the written examination must, before appearing for the interview, submit the original and photocopies of their educational qualification certificates, citizenship certificate, and, where service experience is required, the original service-experience document certified by the head of the concerned office, as well as the documents specified for candidates applying under open competition.

  11. Candidates must use black ink only in the examination; otherwise, the answer sheet will be cancelled.

  12. For examination purposes, candidates must comply with the conditions and instructions prescribed by the Commission.

  13. Candidates themselves must be familiar with the examination scheme specified in the syllabus.
