Madhesh Province Officer Seventh Level Notice

Promotion Notice for Provincial Civil Service Officer Seventh Level (Non-Technical/Technical)

Provincial Public Service Commission, Madhesh Province, Janakpurdham, Nepal, hereby informs potential candidates of the Provincial Civil Service that, as per the Provincial Civil Service Act, 2077, applications are invited in the prescribed application form for the following posts to be filled through promotion.

The application form must be filled clearly with the required details in the format prescribed by the Provincial Public Service Commission. The application form can be downloaded from the website of the Provincial Public Service Commission, Madhesh Province: https://ppsc.madhesh.gov.np.

Potential candidates must fill one copy of the application form clearly and submit it to the Commission’s office within the final date for submission of applications. Applications received after the deadline will not be processed.

The Commission’s office will forward all such application forms, received under this promotion notice, in a consolidated manner to the secretariat of the concerned Promotion Committee according to the promotion notice number.

Candidates must pay attention to the following when submitting their applications:

Conditions for Promotion Applications

(A) The candidate must possess the minimum qualification required for promotion as per Section 30 of the Provincial Civil Service Act, 2077, and must not be disqualified for promotion as per Section 31 of the same Act.

(B) While filling the application form, the candidate must mandatorily mention the identification number (signal number) obtained from the Civil Service Record Office.

(C) In the case of academic qualifications that require determination of equivalence, the candidate must mandatorily submit an attested copy of the equivalence certificate.

(D) Along with the application, the candidate must submit a copy of the certificate of in-service training of at least one month or more in a subject related to the concerned service, group, or sub-group.

(E) All required details must be clearly disclosed in every section of the application form as mentioned.

(F) The application fee for Officer Seventh Level is NPR 1,000 (one thousand).

(G) Method and place for payment of application fee:

For permanent civil servants currently in service: no age limit applies.

Then click on the Pay button for the advertisement applied for.

Online Payment

After selecting Rastriya Banijya Bank or Nepal Bank Limited, choose Online Payment and click Next.
The amount can be paid through Connect IPS.
Candidates paying through Online Payment may use any of the prescribed wallets to make immediate payment.

Offline Payment

Job Description, Salary and Line Ministry

Line Ministry: The concerned ministry designated to operate the administration of the related service, group and sub-group.

Minimum Eligibility and Educational Qualifications (Open and Inclusive, Provincial Civil Service)

As per Section 16 of the Provincial Civil Service Act, 2077, candidates must not be disqualified and must have the minimum academic qualifications and experience as specified below.

1. Required Minimum Eligibility

(à¤) For Inter-Service:

As per sub-section (10) of Section 9 of the Provincial Civil Service Act, 2077:

“Positions to be filled through inter-service shall be open to those employees who have completed at least seven years of service in a post one class or level below the post to be filled in the Federal Civil Service or Local Service and who have obtained the prescribed educational qualification for the post to be filled.”

2. Required Minimum Academic Qualifications

Administration, General Administration: Bachelor’s degree or equivalent from a recognised educational institution.
Administration, Accounts: Bachelor’s degree in Management, Commerce or Business Administration, or a bachelor’s degree or equivalent with one of Economics, Mathematics, Statistics or Public Administration as a major subject from a recognised educational institution.
Engineering, Civil, General: Bachelor of Engineering (B.E.) or equivalent in Civil Engineering from a recognised educational institution.
Engineering, Civil, Highway: At least a B.E. or equivalent degree in Civil Engineering, Highway Engineering, Transportation Engineering or Structural Engineering from a recognised educational institution.
Engineering, Civil, Sanitary: B.E. or equivalent in Civil Engineering, Sanitary Engineering or Public Health Engineering from a recognised educational institution.

Agriculture, Livestock and Poultry and Dairy Development: B.Sc. Ag. with major in Animal Science, or B.Tech. (Dairy Technology), or B.V.Sc. and A.H., or B.V.Sc./D.V.M., or B.Tech. Ed. (Livestock Extension), or equivalent from a recognised educational institution.
Agriculture, Crop Protection: Bachelor’s degree (B.Sc. Ag.) or equivalent in Agricultural Science from a recognised educational institution.

As per the clarification mentioned in the notice published in Nepal Gazette, Part 5, on 2069-08-25 regarding different groups of the Agriculture Service:

“The educational qualifications prescribed for different categories of various groups under different sections above shall not apply to civil servants who entered service before the publication of this notice, and the provisions mentioned in the previous rules shall continue to apply to such civil servants.”
Forest, General Forestry: Bachelor’s degree or equivalent in Forestry Science, with at least three subjects among Silviculture, Forest Resource Measurement (Forestry Mensuration), Forest Protection, Forest Research, Forest Management and Wildlife Conservation, from a recognised educational institution.

Additional Documents Required for Inclusive Categories and Experience

Candidates intending to apply under inclusive categories must prepare and submit the following documents at the time of application. After being selected for interview on the basis of the written examination result, candidates must bring the original documents along with self-attested copies when appearing in the interview.

If these documents are not already available with the candidate at the time of application, the application may be cancelled at any time.

Inclusive Category Documents

(A) For Madheshi Category: A certificate issued by an institution designated by the Provincial Government through notification in the Provincial Gazette, certifying the candidate as Madheshi.

Until such an institution is designated by notification in the Provincial Gazette, a certificate certifying the candidate as Madheshi must be obtained from the Chief District Officer on the recommendation of the head of the concerned local level.

(B) For Dalit Category: For castes listed by the National Dalit Commission, the list of the Commission shall be the basis. If there is more than one surname within a listed caste, a certificate specifying the surname within the listed caste must be obtained from the Chief District Officer on the recommendation of the head of the concerned local level.

(C) For Muslim Category: For castes listed by the National Muslim Commission, the list of the Commission shall be the basis. If there is more than one surname within a listed caste, a certificate specifying the surname within the listed caste must be obtained from the Chief District Officer on the recommendation of the head of the concerned local level.

(D) For the Indigenous/Janajati Category: For castes listed under the Nepal Indigenous/Janajati Upliftment National Foundation Act, the list of that Act shall be the basis.

(E) For Economically Poor Khas Arya Community:
A poverty identity card or recommendation from the local level must be submitted along with the application.

(F) For Persons with Disabilities Category: Only persons who have obtained Disability Identity Cards of category “A” or “B” (K or Kh) will be eligible. Such cards must either be issued by the Social Welfare Council or, as per sub-section (3) of Section 4 of the Act Relating to Rights of Persons with Disabilities, 2074, by the concerned local level, specifying the classification of disability.

Note on Reservation and General Instructions

As per sub-section (11) of Section 9 of the Provincial Civil Service Act, 2077, the benefit of reservation can be used only once by any individual during their entire service period.

Additional Important Points

(A) For candidates for whom experience duration is required, the minimum service period prescribed for the concerned post must have been completed by the final date prescribed for submission of the application.

(B) The deadline for double-fee applications will not be used for the purposes of calculating age, academic qualifications, experience duration or other qualifications.

(C) Applications not submitted within the period prescribed by the Commission, or submitted by candidates not meeting the minimum qualifications, or without clearly disclosing the required details, or without payment of the prescribed fee, will not be accepted.

(D) Candidates requiring a scribe must contact the Provincial Public Service Commission, Madhesh Province, Janakpurdham at least seven (7) days before the start of the written examination. Otherwise, the Commission will not be obliged to provide a scribe.

(E) Candidates who pass the written examination must, before the interview, mandatorily submit:

Original certificates of academic qualification
Original citizenship certificate
Original experience certificates, where experience is required, certified by the head of the concerned office
Original documents and copies required for both inclusive and open categories as specified in the notice

(F) Candidates must have obtained the prescribed academic qualification by the last date for submission of the application.
Candidates who have studied at foreign institutions must have obtained equivalence determination for their qualification from the concerned authority.

(G) Candidates must compulsorily use only black ink in the examination. Otherwise, the answer sheet will be cancelled.

(H) Candidates must comply with the conditions and instructions prescribed by the Commission for examination purposes.

(I) Candidates must themselves be aware of the examination scheme mentioned in the syllabus.
