According to the approved annual calendar of the Province Public Service Commission, Madhesh Province, for Fiscal Year 2083/84, the advertisement notice for Officer 11th and Officer 9th Level (Non-Technical/Technical) posts under the Province Civil Service was scheduled to be published on the last Thursday of Bhadra, i.e., 2083/05/25.
Under Section 10, Sub-section (3) of the Province Civil Service Act, 2077, the Office of the Chief Minister and Council of Ministers is required to send requests to this Commission for filling vacant posts within the time specified in the annual calendar.
However, the Commission received Letter No. 701 dated 2083/05/24 from the Office of the Chief Minister and Council of Ministers, Janakpurdham, stating:
“According to Decision No. 4 relating to the recruitment process made by the Secretaries’ Meeting held on 2083/04/11 under the coordination of the Chief Secretary, the Organization and Management (O&M) work of the bodies under the Madhesh Province Government has not yet been completed; therefore, the required demand form could not be submitted immediately.”
Accordingly, based on the Commission’s decision dated 2083/05/24, this notice is published for the information of all concerned that advertisements for Officer 11th and 9th Level (Non-Technical/Technical) posts under the Province Civil Service will not be published.

According to the Commission’s approved annual calendar for Fiscal Year 2083/84, the advertisement notice for Officer 11th Level (Non-Technical/Technical) posts under Local Service was scheduled to be published on the last Thursday of Bhadra, i.e., 2083/05/25.
However, as no requests for vacant Officer 11th Level posts have been received from the local levels of Madhesh Province in accordance with Section 12 of the Local Service (Formation and Operation) Act, 2079, the advertisement could not be published.
Accordingly, based on the Commission’s decision dated 2083/05/23, this notice is published for the information of all concerned.
Promotion Notice for Officer 9th Level Non-Technical and Technical Posts under Local Service through Seniority and Performance Evaluation and Efficiency Evaluation

Potential candidates for promotion who meet Section 30 of the Local Service (Formation and Operation) Act, 2079 and the conditions specified below are invited to submit applications in the form prescribed by the Province Public Service Commission, providing all required details, for the following Officer 9th Level non-technical and technical Local Service posts to be filled through promotion based on seniority and performance evaluation and efficiency evaluation.

Posts to be filled through seniority and performance evaluation: Candidates must meet the qualifications prescribed under Sections 30 and 31 of the Local Service (Formation and Operation) Act, 2079 and must not be disqualified under Section 32.

Posts to be filled through efficiency evaluation: Evaluation of performance, seniority, experience of working in geographical areas, educational qualifications, and training under Sections 35, 36, 37 and 38 of the Local Service (Formation and Operation) Act, 2079 shall be conducted in accordance with Section 34 of the Act. Candidates must also not be disqualified under Section 32 of the Act.

While completing the application form, candidates must mention the identification number (seat roll number) received from the National Records Office (Civil Service) or Province Civil Service Records Office.

For educational qualifications requiring equivalency determination, a certified copy of the equivalency certificate must be submitted.

Examination and Application Details
Type of Examination: Written, practical, and interview, as prescribed in the syllabus.
Written Examination Date: To be published later.
Examination Center: Janakpurdham.
Application Fee: Rs. 1,200 (one thousand two hundred only) for Officer 9th Level. An additional fee of Rs. 500 (five hundred) must be paid for each additional category/group (open, inclusive, and inter-level).
Application Deadline: 2083/06/14, and up to 2083/06/21 upon payment of double fee.
Place and Method for Paying the Application Fee
After submitting the form through the Commission’s online application system, click My Application, then All Application, and then click the Pay button for the advertisement applied for. Select either Rastriya Banijya Bank or Nepal Bank Limited under the bank option and choose either Online or Offline Payment.
Online Payment: After selecting Rastriya Banijya Bank or Nepal Bank Limited, select Online Payment and click Next. Payment can then be made through Connect IPS. Candidates making online payments may also use any one of the designated wallets.
Offline Payment: After selecting Rastriya Banijya Bank or Nepal Bank Limited, select Offline Payment and click Next. Then click Click here to download and print the voucher and pay the prescribed amount at the concerned bank using that voucher.
Deadline for Payment of Application Fee: The prescribed examination fee or double fee must be paid no later than 2083/06/21.
Age Limit: Candidates must have completed 21 years of age and must not have exceeded 45 years of age as of 2083/06/14. The age limit shall not apply to permanent employees of the Civil Service, Province Civil Service, and Local Service.
Documents to Be Uploaded
Candidates must upload educational qualification documents, training documents, experience documents in the format prescribed by the Commission, professional license certificates, documents establishing eligibility for inclusive groups, and other documents specified in the relevant advertisement in PDF format at the designated place in the online application system.
All candidates must scan and upload their photograph, signature, and citizenship certificate in JPG format.
Candidates themselves shall be fully responsible for all information stated in their applications. Examination programs before the interview and the interview date will be notified when the written examination results are published.
Candidates shall be fully responsible and accountable for all details stated in the application. Once an application has been submitted for an advertisement, no additions, reductions, or corrections can subsequently be made to the application for the same advertisement.

A. Required Minimum Qualifications
A. For Open and Inclusive Competition
Candidates must possess the qualifications prescribed under Section 8, Sub-section (2) of the Local Service (Formation and Operation) Act, 2079. However, under Section 8, Sub-section (6) of the Act, a candidate holding a doctoral degree shall be considered qualified if the candidate has at least four years of service experience.
B. For Inter-Level Competition
In accordance with Section 8, Sub-section (5) of the Local Service (Formation and Operation) Act, 2079, employees who have been upgraded from the Seventh Level and are working at the Eighth Level, and who possess the educational qualifications prescribed for the service, group, and sub-group of the post to be filled, may compete as candidates in the Ninth Level inter-level competition.
Explanation: “Province Civil Service” means the civil service of any province, and “Local Service” means the service of a local level under any province.
C. For Internal Inter-Service Competition
Candidates must possess the qualifications prescribed under Section 8, Sub-section (7) of the Local Service (Formation and Operation) Act, 2079.
B. Required Minimum Educational Qualifications
-
Local Administration Service, General Administration Group: Master’s degree in Arts, Sanskrit, Management, Commerce, Business Administration, Public Administration, Education, Law, or Science from a recognized educational institution.

Local Engineering Service, Civil Group: At least a Master’s degree in Civil Engineering from a recognized educational institution.
-
Local Education Service, Education Administration Group: Master’s degree in Education from a recognized educational institution.
Special Instructions Regarding Additional Documents and Experience to Be Submitted by Candidates
Candidates wishing to apply must prepare and submit the following documents at the time of application. Candidates selected for interview on the basis of the written examination results must bring the originals of such documents together with self-certified copies when appearing for the interview.
If the specified documents were not already held by the candidate at the time of application, the application may be cancelled at any time.
A. Experience at Officer Level
For experience gained while working at officer level in any of the following bodies, candidates must submit the appointment letter or contract for the post and a letter from the concerned body certifying the period of service:

Organized institutions operated under full or partial ownership of the Government of Nepal

Development committees formed under the Development Committee Act, 2013

B. Experience in Other Organizations
Where experience is submitted from national or international non-governmental organizations or other bodies not mentioned in Section (A), only experience showing that the candidate was recruited at officer level in accordance with provisions contained in the rules, regulations, directives, or procedures governing recruitment procedures, qualifications, organizational structure, and conditions of service of employees at that organization shall be recognized.
In addition to the appointment letter or contract, candidates must submit a letter from the concerned organization certifying their service.
C. Government Employees Working in Other Organized Institutions
Experience of a government employee working in another organized institution shall be recognized only if the candidate provides a letter showing prior government approval and a letter approving leave for that period.
D. Simultaneous Employment
Where a candidate worked in two or more organizations during the same period, only the experience from one organization in which the candidate worked full-time shall be counted.
E. Part-Time Experience
Where the appointment letter or contract itself specifies that the work was part-time, such experience shall not be recognized.
F. Temporary or Contract Service
Temporary or contract service experience of less than one year shall not be counted.
G. Acting or Officiating Experience
Experience gained while holding a substantive post at assistant level and serving in an acting or officiating capacity at officer level shall not be recognized.
H. Certification of Officer-Level Position
If the title stated in the appointment letter or contract does not make it clear that the position was at officer level, a letter from the concerned organization certifying that the position was at officer level must be submitted.
I. Availability of Supporting Documents
If the candidate did not possess the documents establishing the above evidence at the time of submitting the application, the application shall be cancelled at any time.
Information for Open and Inclusive Examinations

Candidates must not be disqualified under Section 16 of the Local Service (Formation and Operation) Act, 2079.
-
The first-stage written examination for open and inclusive categories will be held in the same sitting, on the same date and at the same time.
-
When publishing the results of candidates selected through the written examination under open and inclusive categories, the results will be published collectively in alphabetical order.
-
The candidate’s inclusive group will be determined in accordance with the Commission’s prevailing provisions on the basis of the inclusive groups stated by the candidate in the application form.
Special Instructions for Candidates Applying under Inclusive Groups
For candidates wishing to apply for posts under inclusive groups, the special provisions relating to recruitment shall be governed by Section 10 of the Local Service (Formation and Operation) Act, 2079.
Candidates selected for interview on the basis of the written examination results must bring the originals and copies of the relevant documents when appearing for the interview.
If the specified documents were not valid or available at the time of application, the application may be cancelled at any time.
Notes
A. For advertisements requiring a specified period of experience, the minimum required period must have been completed by the final date for submitting an application with the single fee prescribed for the concerned post.
B. The extended deadline available upon payment of the double fee shall not be counted for determining age, educational qualifications, required experience period, or other qualifications.
C. As Section 9 of the Local Service (Formation and Operation) Act, 2079 does not permit a person to be a candidate for a post at the same level, the application of such a candidate shall be cancelled at any time.
D. Applications submitted after the deadline prescribed by the Commission, applications that do not meet the minimum qualifications, applications that do not provide the prescribed details, or applications for which the prescribed fee has not been paid shall not be accepted.
E. Candidates requiring an assistant writer must contact the Commission’s office at least 10 (ten) days before the commencement of the written examination. Otherwise, the Commission shall not be obliged to provide an assistant writer.
F. Candidates must have obtained the prescribed educational qualification by the application deadline of 2083/06/14. Candidates who studied at foreign institutions must have obtained an equivalency determination for their qualifications from the concerned authority.
However, in the case of candidates applying for the prescribed post after completing the required educational qualification from universities in Nepal who are unable to submit the minimum educational qualification certificate or marksheet (transcript) required with the application by the final date for application with the single fee, they shall be considered to have met the minimum qualification if:

the relevant university had published the examination result by the final date for application with the single fee;
-
the candidate submits a letter from the relevant university or educational institution confirming that, by that date, the candidate had passed all examinations required for the degree, including all year/semester examinations, thesis, practical examinations, and other requirements; and
-
the candidate submits the marksheet for the relevant semester.
G. When submitting the online application, candidates must compulsorily indicate the category under which they are applying and the relevant service-group cluster.
H. Candidates must provide their mobile number and email address when completing the online form. Information regarding approval or rejection of the application form will be communicated directly through mobile phone or email. If a candidate is unable to participate in the examination because an incorrect mobile number or email address was provided, the candidate concerned shall be responsible.
I. Where incorrect details are selected for the advertisement number, selection subject, or examination center, the Commission shall not be obliged to ensure that such details are corrected.
J. Candidates must use only black ink in the examination. Otherwise, the answer sheet shall be cancelled.
K. Details of the minimum educational qualifications required for the post can be viewed while completing the online application form.
L. The syllabus approved by this Commission for the corresponding Province Civil Service, service, group, sub-group, level, and post shall also apply as the syllabus for the corresponding Local Service, service, group, sub-group, level, and post. The syllabus can be obtained from the Commission’s website at https://ppsc.madhesh.gov.np.
