The Civil Aviation Authority of Nepal (CAAN - Nagarik Udhyan Pradhikaran) has invited applications from eligible Nepali citizens for permanent recruitment through open and inclusive competitive written examinations for the following service, group, subgroup, and level-based posts that will remain vacant up to the end of Ashadh in Fiscal Year 2024/25 (2081/82 BS). The recruitment process will be conducted in accordance with the Civil Aviation Authority of Nepal Employees’ Service Conditions and Facilities Rules, 2056 BS, after receiving consent from the Public Service Commission.

Special Notice Related to the Advertisement
a. In accordance with the mandamus order issued on February 7, 2023 (2079/10/24 BS) by the Honorable Supreme Court in the petitions related to Writ No. 078-WO-0660 and others, recruitment will be carried out accordingly after the required legal arrangement is made.
b. Only those candidates who passed the pre-qualification examination conducted by the Commission on November 1, 2019 (2076/07/15 BS) for assistant level second class or equivalent posts under the non-technical category (Administration Service) of organized institutions may apply for Level 4 posts under the non-technical category (Administration Service).
c. Inclusive-category posts that could not be filled in Fiscal Year 2024/25 (2081/82 BS) have been included in the same group.
Important Notes

Application Fee: The examination fee is NPR 1,600 for Levels 9 and 8, NPR 1,200 for Levels 7 and 6, and NPR 600 for Levels 5 and 4. Candidates applying under inclusive groups must pay an additional 50 percent of the prescribed fee for each additional group. Candidates applying only under an inclusive group must pay the same fee as for the open category.

Last Date for Application Submission: March 10, 2025 (2081/11/26 BS), and up to March 17, 2025 (2081/12/03 BS) with double fee.

Qualification Validity Deadline: By March 10, 2025 (2081/11/26 BS), candidates must have obtained the required educational qualification, character certificate, council registration certificate, training, experience, and service period.

Written Examination: The written examination will be conducted by the Public Service Commission. The written examination date will be fixed later.

Age Limit: By the final application date, candidates applying for assistant-level posts must have completed 18 years of age, and candidates applying for officer-level posts must have completed 21 years of age. For men, the age must not exceed 35 years, and for women and persons with disabilities, it must not exceed 40 years. For Level 8 and above, the age must not exceed 40 years. The age limit will not apply to permanent employees of the Authority.

Dismissal Restriction: Candidates must not have been dismissed in a manner that disqualifies them from future service in the government, institution-owned organizations, or authorities.

Criminal Record: Candidates must not have been convicted by a court in a criminal case involving moral turpitude.

Work Experience for Level 8 and Above: Candidates applying for Officer Level 8 or above must have at least five years of experience in an officer-level post as follows. However, candidates holding a PhD degree may apply even if they have two years less experience. In relation to work experience, the following provisions shall apply:
a. Experience must be gained at the officer level in any of the following bodies: Civil Service and other government bodies; organized institutions fully or partially owned by the Government of Nepal; development committees formed under the Development Committee Act, 2013 BS; institutions or bodies established by a special Act; the United Nations, its organs and specialized agencies; intergovernmental regional and international organizations; constituent campuses of universities; and community schools.
b. Such experience will be recognized on the basis of the appointment letter or contract agreement and a letter from the concerned institution certifying the service period.
c. If experience from any body other than those mentioned above is submitted, the candidate must also submit, in addition to the appointment letter or contract agreement and service certification letter, the rules, regulations, directives, or procedures governing employee recruitment process, qualifications, organizational structure, and service conditions of employees at the officer level in that institution. Only experience gained through a confirmed officer-level recruitment process under such rules, regulations, directives, or procedures will be recognized.
d. Work experience gained in another institution during the same period in which the candidate was already employed in a government office or public institution will not be recognized.
e. If the candidate worked in two or more institutions during the same period, only one full-time experience will be counted.
f. Experience involving less than 40 hours of work per week, that is, part-time work, will not be recognized.
g. Work experience will be counted only if the candidate worked in the same institution for at least six months or more.
h. If the appointment letter or contract agreement itself states that the work was part-time, that experience will not be recognized.
i. Service rendered in an acting or officiating capacity at officer level while holding an assistant-level position will not be counted as officer-level experience.

Documents to Be Attached with the Application Form: Applicants must attach a copy of the Nepali citizenship certificate, transcript of the minimum required educational qualification, character certificate showing age, and training certificate where applicable. For open competitive examinations for Level 7 or above posts requiring a professional certificate, applicants must submit proof of registration with the relevant Professional Council.

Equivalence Certificate: Applicants whose academic qualification requires equivalence determination must compulsorily submit a copy of the equivalence certificate.

Application Rejection: Application forms that do not complete the prescribed procedures will be rejected at any time. The Authority will not be obliged to refund examination fees for applications rejected in this manner.

Documents Required from Inclusive Category Applicants
a. For Indigenous Nationalities: For castes listed under the National Foundation for Development of Indigenous Nationalities Act, the same list will be the basis. However, if more than one surname exists within a listed caste, the applicant must submit, along with the application, a copy of a certificate issued by the Chief District Officer certifying that the surname belongs to the listed caste, based on the recommendation of the head of the relevant local level.
b. For Madhesi: The applicant must submit a document certifying the person as Madhesi from the institution designated by the Government of Nepal through notification in the Nepal Gazette. Until such institution is designated through notification, the applicant must submit a document certifying the person as Madhesi issued by the Chief District Officer based on the recommendation of the head of the relevant local level.
c. For Dalit: For castes listed by the National Dalit Commission, the same list will be the basis. However, if more than one surname exists within a listed caste, the applicant must submit either a document certified by the Chief District Officer, based on the recommendation of the head of the relevant local level, stating that the surname belongs to the listed caste, or a copy of a certificate issued by the relevant ward office certifying that the surname belongs to the listed caste as per the decision of the Government of Nepal.
d. For Persons with Disabilities: Disability identity card issued by the Social Welfare Council, or a disability identity card issued by the concerned local level stating the classification of disability pursuant to Section 4, Sub-section (3) of the Rights of Persons with Disabilities Act, 2074 BS.
e. For Backward Area: Citizenship certificate issued from the concerned district and a document certified by the local level stating that the applicant currently has permanent residence in the same place, based on a recommendation issued within three months prior to the date of filling the application form.
