As per the mandamus order issued on 2079/10/20 by the Honorable Supreme Court in writ petition no. 078-WO-0660 and related certiorari petitions, in relation to inclusive groups, posts that were actually vacant but not included for inclusiveness in FY 2079/80 will also be added so that the total percentage is met, and recruitment will be conducted as provided by law.

Examination Fee:
- Level 10: Rs. 2,000/-
- Level 8: Rs. 1,400/-
- Level 7: Rs. 1,200/-
- Level 5: Rs. 800
  If a candidate participates in more than one inclusive group for the same post, an additional fee will apply as follows:
- Levels 8 to 10: additional Rs. 500/- for each group
- Level 7: additional Rs. 400/- for each group
- Level 5: additional Rs. 300/- for each group
  After filling the application form, the fee can be paid only from the available payment platforms by going to the Payment tab.
Age: By the final date 2082/10/08, for officer level (Level 7 and above) the candidate must have completed 21 years and not exceeded 40 years, and for Level 5 the candidate must have completed 21 years and not exceeded 35 years (in the case of assistant level, completed 18 years and not exceeded 35 years). However, in the case of women and candidates with disability, the age must not exceed 40 years. No age limit will apply to permanent employees currently working in NEA.
Eligibility for NEA Permanent Employees: A permanent employee who has completed two years of service entry in NEA and has obtained a bachelor’s degree may apply in the open category for Level 7 of Administration Group under Administration Service, and an employee who has obtained a bachelor’s degree in Commerce or Business Administration may apply in the open category for Level 7 of Accounts Group.
Ineligibility: The candidate must not be ineligible as per NEA Employee Service Terms and Conditions Regulations, 2075 (including amendments).
Work Experience Requirement for Levels 8, 9, and 10: Work experience will be recognized only based on the appointment letter or contract agreement and the letter from the concerned organization certifying the service period, if the experience is from officer-level work in the relevant field in the following bodies:
- Civil service and other government bodies
- Organized institutions operated under full or partial ownership of the Government of Nepal
- Development committees formed under the Development Committee Act, 2013
- Institutions or bodies established by special law
- United Nations, its bodies, and specialized agencies
- Intergovernmental, regional, and international organizations
- Constituent campuses of universities
- Community schools
  If experience is submitted from institutions other than those mentioned above, in addition to the appointment letter or contract and service certification letter, it will be recognized only if there is official authenticity of rules/regulations/directives/procedures regarding officer-level recruitment process, qualifications, organizational structure, and service conditions, and it is confirmed that the candidate was recruited in such an institution.
  For posts requiring experience, the candidate must fill the service details form available on NEA’s website nea.org.np and submit it after getting the service period certified by the concerned office.
  Experience of working in another institution during the period of working in a government office or public institution will not be recognized.
  If work is done in two or more bodies during the same period, only one experience of full-time work will be counted.
  Experience with less than 40 hours per week (part-time work) will not be recognized.
  Experience of less than 6 months in the same body, or contractual service experience, will not be counted.
  If the appointment letter or contract itself mentions part-time work, such experience will not be recognized.
  The period served as an assistant-level official while acting or officiating as an officer will not be considered officer-level experience.
  For Level 10 and Level 8 posts, only officer-level experience after passing the bachelor’s level in the subject related to the service/group/sub-group of the applied post will be recognized.
Equivalence: Candidates who studied in foreign institutions must submit equivalence determination of their qualification from the concerned body.
Final Date to Apply: Up to 2082/10/08, and up to 2082/10/15 by paying double fee.
Minimum Experience Completion: For candidates requiring experience, the minimum required experience period must be completed by the final date eligible to submit the application for the respective post. The double-fee period will not be counted for age, academic qualification, training, work experience period, and other qualification purposes.
Salary, Benefits, and Service Conditions: As per NEA Employee Service Terms and Conditions Regulations, 2075 (including amendments) and other NEA rules. However, for employees to be permanently appointed from FY 2082/83, as per the circular of the Ministry of Finance, Government of Nepal dated 2082/04/20, since the process is being advanced to enroll in a contribution-based retirement fund or social security scheme instead of pension and gratuity, this is also informed.
Work Location: As per NEA Employee Service Terms and Conditions Regulations, 2075 (including amendments), employees appointed after selection from NEA advertisements will not be transferred outside the offices within that area for 7 years. However, in the case of women and employees with disability, transfer to offices under another province may be made after completion of 5 years.
Work to be Performed: Duties to be performed by the relevant service, group, and sub-group.
Probation Period: 1 year, but only 6 months in the case of women.
Assistant Level Written Exam Location: The written exam for assistant level posts will be conducted in the respective provincial area as determined by the Public Service Commission, and written exams for all provinces of a single post may also be conducted on the same day.
Written Exam Schedule: Will be published later in coordination with the Public Service Commission.
Refund of Exam Fee: Exam fee will not be refunded except in the case of cancellation of the advertisement.
Documents Required for Inclusive Applications: Applicants applying under inclusive category must upload and submit the following documents along with the application:

Indigenous/Janajati: Based on the list of ethnic groups listed in the Nepal Federation of Indigenous Nationalities Act; however, if there are more than one surnames within a listed ethnic group, a certificate verified by the Chief District Officer on recommendation of the head of the concerned local level certifying the surname within the listed ethnic group.
Madhesi: Based on certification as Madhesi from the institution specified by the Government of Nepal through a notice published in the Nepal Gazette; however, until such institution is specified by Nepal Gazette notice, a certificate certified as Madhesi by the Chief District Officer on recommendation of the head of the concerned local level.
Dalit: Based on the list of castes listed by the National Dalit Commission; however, if there are more than one surnames within a listed caste, a copy of the certificate verified by the Chief District Officer on recommendation of the head of the concerned local level certifying the surname within the listed caste, or a copy of the certificate issued by the concerned ward office as per the decision of the Government of Nepal certifying the surname within the listed caste.
Disability: Based on the disability identity card, or a disability identity card issued by the concerned local level mentioning disability classification pursuant to Section 4(4), Sub-section (3) of the Rights of Persons with Disabilities Act, 2074.
Backward Area: A copy of the recommendation letter (issued up to 3 months prior to the date of filling the application form) certifying permanent residence in Achham, Kalikot, Jajarkot, Jumla, Dolpa, Bajhang, Bajura, Mugu, and Humla districts, including a citizenship certificate obtained from the concerned district and a document certified by the concerned rural municipality or municipality stating that the applicant currently has permanent residence in the same place.

Fee Payment on Public Holiday: Since online fee payment provision applies, even if the last date to submit the application falls on a public holiday, the application fee must be paid within the same day.
