Sudurpashchim PSC Officer Level 7 Exam Notice
As per the Sudurpashchim Province Civil Service Act, 2079, permanent posts of the Provincial Civil Service listed below are to be filled through inter-level, open, and inclusive competitive examinations.
Candidates who meet the minimum qualifications must submit an online application through the Commission’s online application system at http://ppsconline.sudurpashchim.gov.np.
The inter-level and open/inclusive competitive examinations will be conducted in an integrated manner at one time. Candidates selected through the competitive examination will be recommended to the concerned bodies for appointment according to the priority order.

Application Submission
Application Mode: Applications for all advertised posts must be submitted through the online application system at http://ppsconline.sudurpashchim.gov.np.

Last Date to Apply: Up to 2082-11-20 (BS), and up to 2082-11-27 (BS) by paying a double fee.
Age Limit
By 2082-11-20 (BS), for male candidates, the candidate must have completed 21 years of age and must not have exceeded 35 years of age.
For female and candidates with disabilities, the candidate must not have exceeded 40 years of age.
However, for permanent employees currently serving in the Federal Civil Service, any Province Civil Service, and Local Service, the age limit will not apply. In such cases, the candidate must submit proof certified by the head of the concerned office confirming current employment.
Application Fee
Application Fee: NPR 1,000.
Candidates applying to additional advertisements under the inter-level and inclusive group must pay NPR 400 for each additional group and NPR 500 per additional paper.
Fee Payment Method and Place
After submitting the form through the Commission’s online application system, go to My Application, click All Application, then click the Pay button for the advertisement you applied to. Select the bank, choose Online Payment, select the specified wallets, enter username and password, and complete payment.
For Offline Payment, go to My Application, click All Application, click the Pay button for the advertisement you applied to, select the specified bank, choose Offline Payment, click Click here, generate the voucher, and deposit the specified amount at the concerned bank with the generated voucher.
Once an application has been submitted for any advertisement, it cannot be increased/decreased or corrected for the same advertisement.
Fee Payment Period
After submitting the application online, the candidate must mandatorily pay the prescribed examination fee/double fee with the voucher mentioning the Master ID and transaction indicator number, no later than within office hours on the next day after the final date for submitting applications by paying a double fee (if that day falls on a public holiday, then on the first day the office reopens).
Documents to Upload
Candidates must fill in all required details and upload, in PDF format, the documents specified in the relevant advertisement, including educational qualifications, training, experience, professional license (Council) certificate, documents confirming eligibility for inclusive groups, and other required documents.
All candidates must upload the front and back of their citizenship certificate, a recent passport-size photograph, and a signature in JPG format in the specified location.
If documents are not submitted in the prescribed format, the admit card will not be printed. Therefore, documents must be uploaded in the prescribed format.
As per Section 14 of the Province Public Service Commission (Operational) Directive, 2080, if an application is not submitted or is submitted negligently, it will be cancelled at the application verification stage. No hearing will be provided later on any pretext for cancelled applications. Therefore, special care must be taken while filling the application form.

The interview date will be notified when the written examination results are published.

Minimum Educational Qualification Required

Minimum Qualification: Bachelor’s level or equivalent passed from a recognized educational institution.
Information for Inter-Level, Open, and Inclusive Examinations
( a ) The candidate must not be disqualified as per Sections 17 and 30 of the Sudurpashchim Province Civil Service Act, 2079.
( b ) To apply for internal competitive examinations of the Provincial Civil Service, the candidate must meet the qualifications as per Sub-section (7) of Section 9 of the Sudurpashchim Province Civil Service Act, 2079.
( c ) To apply for inter-level competitive examinations of the Provincial Civil Service, the candidate must meet the qualifications as per Sub-section (8) of Section 9 of the Sudurpashchim Province Civil Service Act, 2079.
( d ) The written examination for inter-level, open, and inclusive categories will be held on the same date and time. Separate examinations will not be required for each service/group and internal, inter-level, open, and inclusive groups.
( e ) While publishing the results of candidates selected from the written examination for inter-level, open, and inclusive categories, publication will be done in alphabetical order.
( f ) Candidates selected from the written examination must mandatorily fill in their preference priority order before participating in the interview. Candidates who do not fill the priority will not be allowed to participate in the interview.
( g ) Candidates selected from the written examination under inclusive groups will not be allowed to choose the priority order of inclusive groups. The candidate’s inclusive group will be determined as per the Commission’s prevailing provisions based on the inclusive groups mentioned in the application form.
( h ) For candidates selected from the written examination under open and inclusive categories and in more than one inclusive group, the program will be set so that the candidate participates in the interview only once. The interview score will be counted in all groups (open and inclusive) in which the candidate has passed.
( i ) After all stages of the examination, recommendation for appointment will be made according to the merit order obtained.
Special Instructions for Inclusive Group Applicants
Candidates who wish to apply for posts under inclusive groups must prepare the documents specified below at the time of applying.
After being selected for the interview based on the written examination result, when coming for the interview, candidates must bring the originals of those documents along with self-attested copies.
If the mentioned documents are not valid as of the application date, the application may be cancelled at any time.
Required Documents by Inclusive Category
a) For Tharu/Rana Tharu
For castes listed by the National Tharu Commission, based on that list. If there are more than one surnames within a listed caste, submit a document certifying the surname as belonging within the listed caste, obtained from the Chief District Officer upon recommendation of the concerned local level.
b) For Economically Disadvantaged Khas Arya
If a poverty identity card has been obtained as per prevailing laws, submit that card. If no identity card exists, submit a recommendation issued by the concerned local level stating that the person belongs to the economically disadvantaged Khas Arya community with annual income lower than the threshold specified by law.
c) For Backward Area
Based on a recommendation issued up to 3 months prior to the date of filling the application form, submit the following:

Citizenship certificate obtained from the concerned district mentioning permanent residence in the districts specified in Explanation Clause (1) of Sub-section (7) of Section 7 of the Civil Service Act, 2079.

Document certified by the concerned local level stating that the person currently has permanent residence at the same place.
If citizenship has been obtained from a district other than the permanent residence district, submit a letter obtained from the District Administration Office that issued the citizenship stating the reasons.
If the person has gone to a district mentioned in Explanation Clause (1) of Sub-section (7) of Section 7 of the Civil Service Act, 2079 through marriage or migration:

For marriage: submit the marriage registration certificate.

For migration: submit documents showing migration from the local level left and to the local level moved to.
Notes
a) As per Sub-section (2) of Section (10) of the Sudurpashchim Province Civil Service Act, 2079, the reservation facility can be received by a person only once during the entire service period.
b) As the Sudurpashchim Province Civil Service Act, 2079, Section 10A, does not provide for becoming a candidate for posts of the same level/grade, such candidates will not be allowed to apply.
c) For advertisements requiring an experience period, the minimum service period must be completed by the final date allowed for submitting the application for the concerned post.
d) The double-fee period will not be counted for age, educational qualification, experience period, training, equivalence, professional registration, and other qualification calculations.
e) Candidates applying for posts in health services must be registered in the professional council related to their service/group and must have a valid registration period.
f) Applications not submitted within the deadline, or that do not meet minimum qualifications, or that do not disclose other required details, or that do not pay the prescribed fee will not be accepted.
g) Candidates requesting an assistant writer must submit an application to the Commission’s office at least 7 (seven) days before the written examination starts. Otherwise, the Commission will not be obliged to provide an assistant writer.
h) Candidates who pass the written examination must submit, before the interview, the originals of educational qualification certificates, citizenship certificate, and the required documents for internal, inter-level, inclusive, and open categories, along with 1/1 self-attested copy of each.
i) The candidate must have obtained the prescribed educational qualification within the final date for application submission. Candidates who studied in foreign institutions must have equivalence determined by the concerned body.
j) For candidates who completed the prescribed educational qualification from universities in Nepal but cannot submit the minimum educational qualification certificate or transcript by the last date for single-fee submission due to time constraints: if results have been published by that date, submission of (i) a letter from the concerned university/educational institution confirming completion of all requirements and (ii) mark sheets of all semesters will be considered as meeting the minimum qualification.
k) While filling the online form, the candidate must update their mobile number. Information regarding acceptance/rejection of the form will be provided through mobile. If a candidate cannot participate due to an incorrect mobile number, the candidate will be responsible.
l) Once an advertisement number has been selected, it cannot be revised. Therefore, the advertisement number must be selected carefully.
m) In the examination, candidates must use black ink only. Otherwise, the answer sheet will be cancelled.
n) Matters other than those mentioned in this notice will be as per the Sudurpashchim Province Public Service Commission Act, Rules, and Directive.
o) Details regarding the minimum educational qualification required for the post being applied for can be viewed while filling the online form.
p) Other recruitment-related arrangements will be as per the Sudurpashchim Province Civil Service Act, 2079.
