Application Fee: NPR 300 (three hundred) for Assistant Fourth Level, and an additional NPR 150 (one hundred fifty) for each additional category/group thereafter.
Application Deadline: 2023-03-04 [2079-11-20 (BS)] and up to 2023-03-11 [2079-11-27 (BS)] by paying a double fee.
Age Limit
By 2023-03-04 [2079-11-20 (BS)], the candidate must have completed 18 years of age and must not have exceeded 35 years of age.
For women and candidates with disabilities, the age limit is not more than 40 years.
The age limit will not apply to permanent employees of the Civil Service, Provincial Civil Service, and Local Service.
For vacant approved permanent positions that must be filled under local levels, employees who were working in temporary service continuously for more than ten years up to the time the “Local Service (Formation and Operation) Act, 2079” commenced, and who have obtained the minimum educational qualification, will not be subject to the age limit for one time only to participate in the examination of the open advertisement conducted as per the first annual schedule approved by the Province Public Service Commission after the commencement of the Act.
The double-fee period will not be counted for the purpose of age, educational qualification, experience period, and other eligibility requirements.
Fee Payment Method and Place
After submitting the form through the Commission’s online application system, click My Application, then click All Application, then click the Pay button for the advertisement you applied for.
Select the bank option as Rastriya Banijya Bank or Nepal Bank Limited, and choose either Online Payment or Offline Payment.
Online Payment: After selecting the bank, select Online Payment and click Next, then pay via ConnectIPS. Candidates making online payment must use only one system among the prescribed options.
Offline Payment: After selecting the bank, select Offline Payment and click Next, then click Click here to download the voucher, print it, and pay the prescribed amount at the concerned bank along with the voucher.
Fee Submission Deadline: The prescribed examination fee or double fee must be paid compulsorily by 2023-03-12 [2079-11-28 (BS)] at the latest.
Documents to Upload
Candidates must upload the documents specified in the relevant advertisement, including educational qualification, training, experience (in the form prescribed by the Commission), professional license certificate, and documents that prove eligibility for inclusive categories, in PDF format at the designated place in the online application system.
All candidates must upload a scanned photo, signature, and citizenship certificate in JPG format.
Candidates themselves will be fully responsible and accountable for the details stated in the application. The examination schedule before the interview and the interview date will be notified when the written examination results are published.
Once an application has been submitted for any advertisement, it will not be possible to add/remove items or correct the application for that same advertisement.

Minimum Qualifications Required for Open and Inclusive Competition
In addition to not being disqualified under Section 13 of the “Local Service (Formation and Operation) Act, 2079,” candidates must have obtained the following minimum educational qualifications:

Local Administration Service, General Administration Group: Passed S.L.C. or equivalent from a recognized educational institution.

Local Administration Service, Accounts Group: Passed S.L.C. or equivalent from a recognized educational institution with Mathematics or Ain Sresta or Optional Account as a subject.

Local Engineering Service, Civil Group: Passed S.L.C. or equivalent from a recognized educational institution and received training in the relevant subject, or passed T.S.L.C. in the relevant subject from a technical institute.

Local Engineering Service, Survey Group: Passed S.L.C. or equivalent from a recognized educational institution with Mathematics and obtained at least 1 (one) year of training in Survey or Geomatics. However, for employees who were serving in the Engineering Service, Survey Group before the notice publication dated 2021-08-28 [2078-05-12 (BS)], the educational qualification prescribed at the time of entry into that service/group will be considered the minimum educational qualification.

Local Engineering Service, Civil Group, Sanitary Subgroup: Passed S.L.C. or equivalent from a recognized educational institution and obtained training in drinking water and sanitation, or obtained 2 years of experience in the relevant subject.

Local Agriculture Service, La.Po.De.De. Subgroup: Passed S.L.C. from a recognized educational institution and obtained at least one year of JTA training (Animal Science, Animal Husbandry, Animal Health), or passed T.S.L.C. with Agriculture (Animal Husbandry, Animal Health) as a subject.

Local Agriculture Service, Veterinary Group: Passed S.L.C. from a recognized educational institution and obtained at least one year of JTA (Animal Science, Animal Husbandry, Animal Health) training, or passed T.S.L.C. with Agriculture (Animal Husbandry, Animal Health) as a subject.

Local Health Service, Public Health Nursing Group: Passed the ANM course from a recognized educational institution.

Local Health Service, Health Inspection Group: Passed the AHW or CMA course from a recognized educational institution.
Note: For the Civil Service employees who entered service before the publication of this notice, the educational qualifications prescribed for various groups and levels of the Agriculture Service in the process stated above (published in the Gazette dated 2013-04-06 [2069-12-24 (BS)]) will not apply, and such Civil Service employees will be governed as per the provisions mentioned in the previous rules.
Note: If educational qualification was obtained through the grading system, the candidate must have obtained GPA 1.6 or above.
Additional Documents and Experience Instructions
Candidates must prepare and submit the following documents at the time of application. After being selected for interview based on written examination results, candidates must bring the originals and self-attested copies of those documents when coming for the interview.
If the candidate does not possess the stated documents at the time of application, the application may be cancelled at any time.
Additional Documents and Experience for Inclusive Categories
For candidates applying under inclusive categories, special arrangements for recruitment will be as per Section 10 of the “Local Service (Formation and Operation) Act, 2079.”
After being selected for interview based on written examination results, candidates must bring the originals and copies of those documents when coming for the interview. If the stated documents are not valid/available at the time of application, the application may be cancelled at any time.
Information for Open and Inclusive Examinations

Candidates must not be disqualified under Section 17 of the “Local Service (Formation and Operation) Act, 2079.”

The first-stage written examination for open and inclusive categories will be held in the same sitting (date) and time.

The results of candidates selected from the written examination (open and inclusive) will be published collectively based on the Administrative Procedure.

For candidates filling the inclusive form, inclusive groups will be maintained as per the Commission’s prevailing provisions based on the inclusive groups stated by the candidate.

Candidates selected for computer skill test and interview from the written examination (open and inclusive), including those selected in more than one inclusive group, will be scheduled to participate in the computer skill test and interview only once. The marks obtained in the computer skill test and interview will be counted in all groups (open and inclusive) in which the candidate has passed.

After all stages of examination, recommendation for appointment will be made according to the merit order and the priority order of the service/group/subgroup chosen by the candidate.
Remarks
a. For applications to posts under various local service groups, candidates must be registered with the relevant professional council, must have obtained a professional license certificate, and the certificate must be valid.
b. For advertisements requiring an experience period, the minimum required period must be completed by the last date of the shortened fee deadline prescribed for submitting applications for the relevant post.
c. The double-fee deadline will not be counted for the purpose of age, educational qualification, experience period, and other eligibility requirements.
d. Since candidates are not eligible to be candidates at the same level under Section 9 of the “Local Service (Formation and Operation) Act, 2079,” the application of such a candidate will be cancelled at any time.
e. Applications not submitted within the deadline prescribed by the Commission, or applications without minimum qualification, or without the prescribed details, or without payment of the prescribed fee, will not be accepted.
f. Candidates who require a scribe (assistant writer) must contact the Commission’s office at least 10 (ten) days before the start of the written examination. Otherwise, the Commission will not be obliged to provide a scribe.
g. The prescribed educational qualification must have been obtained within the last date of the single-fee deadline for application submission, 2023-03-04 [2079-11-20 (BS)]. Candidates who studied at foreign institutions must mandatorily obtain equivalence determination from the relevant authority. However, for candidates applying after fulfilling the prescribed educational qualification from Nepal’s universities, if they could not submit the minimum educational qualification certificate or transcript-related work copy by the last date for application submission with payment of detailed fee, then if the university has published the result within the last date of the single-fee deadline and the candidate submits a letter from the university/educational institution within that period confirming that the candidate has passed all examinations of that degree (all year/semester exams, thesis, practicals, and other requirements), then the candidate will be considered to have met the minimum qualification.
h. While submitting the online application, the candidate must compulsorily indicate the category under which they are applying and the service group levels.
i. While filling the online form, the candidate must compulsorily update their mobile number and email address. Since information regarding acceptance/rejection of the candidate’s form will be sent directly via mobile or email, if the candidate is unable to participate in the examination due to an incorrect mobile number or email address, the concerned candidate will be responsible.
j. If different details are selected for advertisement number and selected subject, the candidate themselves must remain responsible and vigilant.
k. In the examination, candidates must compulsorily use black ink only; otherwise, the answer sheet will be cancelled.
