MECEE-BL 2026 Common Entrance Exam Notice

Nepal Government, Medical Education Commission, Sanothimi, Bhaktapur, has published a notice regarding the call for online application forms for the Common Entrance Examination (MECEE-BL 2026) for admission into various bachelor-level programs in medical education.

The online application portal will be open from 2082 Bhadra 02 (17 August 2025), 10:00 AM to 2082 Bhadra 22 (7 September 2025), 5:00 PM.

Applicants may also apply with double fee payment from 2082 Bhadra 22 (7 September 2025), 5:00 PM until 2082 Bhadra 29 (14 September 2025), 5:00 PM.

Eligible candidates can submit their application forms online through the Commission’s official system: https://entrance.mec.gov.np.

1. Programs and Minimum Eligibility

a) MBBS, BDS, BSc Nursing, BSc Midwifery, BASLP, B Perfusion Technology

  • Passed +2/Proficiency Certificate Level with Physics, Chemistry, and Biology, securing at least 50% marks or 2.4 GPA/CGPA, from a recognized institution.

  • OR passed A-Level or equivalent with Physics, Chemistry, and Biology, securing at least 50% or 2.4 GPA/CGPA, and obtained equivalency.

  • OR passed a Health Science–related Proficiency Certificate/Diploma (General Medicine, Medical Lab Technology, Ophthalmic Science, Dental Science, Pharmacy, Radiography, Ayurveda, Physiotherapy) with minimum 50% marks, and completed +2 equivalency in Physics, Chemistry, and Biology with minimum 50% or 2.4 GPA/CGPA, registered with the concerned council.

b) BAMS, BSc MLT, BSc MIT, BSc Radiotherapy Technology, BPT, BPharm, B Optometry

  • Passed +2/Proficiency Certificate Level with Physics, Chemistry, and Biology, securing at least 50% or 2.4 GPA/CGPA.

  • OR passed A-Level or equivalent with Physics, Chemistry, and Biology, securing at least 50% or 2.4 GPA/CGPA, and obtained equivalency.

  • OR passed Proficiency Certificate/Diploma in Health Sciences (Ayurveda, Medical Lab Technology, Radiography, Radiotherapy, Physiotherapy, Pharmacy, Ophthalmic Science) with minimum 50% marks and registered with the concerned council.

c) BPH

  • Passed +2/Proficiency Certificate Level with Physics, Chemistry, and Biology, securing at least 50% or 2.4 GPA/CGPA.

  • OR passed A-Level or equivalent with Physics, Chemistry, and Biology, securing at least 50% or 2.4 GPA/CGPA, and obtained equivalency.

  • OR passed Proficiency Certificate/Diploma in Health Sciences (General Medicine, Medical Lab Technology, Ophthalmic Science, Dental Science, Pharmacy, Nursing, Radiography, Radiotherapy, Ayurveda, Physiotherapy) with minimum 50% marks and registered with the concerned council.

d) BNS / BMS

  • Passed Nursing Proficiency Certificate Level/Diploma with minimum 50% or 2.4 GPA/CGPA, and registered with Nepal Nursing Council.

2. Application Fees

  • Nepali Applicants: NPR 4,000/- (excluding service charges for card payments).

  • Foreign Applicants: NPR 8,000/- or equivalent (excluding service charges for card payments).

Payment Method:

  • Fees can be paid only through the online portal of the Commission (not via direct bank transfer).

  • Accepted payment channels: Himalayan Bank Limited, Connect IPS, eSewa, Khalti, and Card Payment.

Important Notes:

  • Separate vouchers must be filled and paid for each academic program (if paying through bank counter).

  • Applicants paying through bank counter must mention the last six digits of the Transaction Number (TRN) in the specified space of the application form.

  • One voucher cannot be used for multiple program fees.

  • Application fees once paid will not be refunded.

3. Provisions for Foreign Student Applications

(a) Eligible foreign candidates who wish to study under the seats allocated for foreign students must also submit their online application forms within the deadline mentioned in this notice, clearly indicating the program of study they wish to apply for.

(b) While filling the application form, foreign applicants must choose only one of the following two options:

i. Foreign Sub-category I – Candidates who will participate in the entrance examination conducted by the Medical Education Commission (MEC).

ii. Foreign Sub-category II – Candidates who will not participate in MEC’s entrance examination but have appeared in the latest national-level Common Entrance examination of their respective country.

(c) For admission under the seats allocated to foreign students, the first priority during matching will be given to candidates from Foreign Sub-category I based on their merit order in MEC’s entrance examination.

(d) For Foreign Sub-category II, matching will be done only for the seats that remain vacant after the matching of Foreign Sub-category I. Such candidates must apply within the prescribed time frame, and their merit order will be determined based on the score obtained in the latest national-level Common Entrance examination of their respective country.

  • Candidates must have obtained a minimum 50th percentile (or, if the result is in percentage format, at least 50% marks) in the said examination.

  • A scanned copy of this official result/scorecard must be compulsorily uploaded at the time of online application submission.

(e) A separate detailed notice for foreign students is published in English on the official website of the Commission.

4. Nature, Duration, Marks, and Passing Criteria of the Entrance Examination

(a) The entrance examination will be written, with an objective-type question paper. The answer sheet will be based on an OMR system.

(b) The duration of the examination will be three hours, with a full mark of 200.

(c) Each correct answer will be awarded 1 mark, while 0.25 marks will be deducted for each incorrect answer.

(d) To be included in the merit list of the Common Entrance examination, candidates must score at or above the 50th percentile.

(e) Notwithstanding clause (d), if the number of candidates appearing in the examination is less than double the number of available seats in a particular program, then candidates who score 50% or above marks will still be included in the merit list.

6. Examination Center

  • The exam centers will be located within the Kathmandu Valley.

  • Details of the allocated exam center will be mentioned in the admit card.

7. Admit Card

Candidates whose application forms are approved can download their admit cards five (5) days prior to the exam date by following these steps:

  1. Visit MEC’s online application portal: https://entrance.mec.gov.np

  2. Log in with your profile credentials.

  3. Click on the Application menu.

  4. Click on View details under MECEE-BL 2026.

  5. Select Download Admit Card for your chosen program.

  6. Print the admit card in color format.

8. Required Certificates and Documents

Candidates must upload scanned copies of the following original certificates/documents (photocopies will not be accepted):

(a) Recently taken passport-size photograph (digital copy).

(b) For Nepali applicants:

  • Citizenship certificate, and

  • National Identity Card (scan of original).

  • If original is not yet issued, proof showing National ID number must be uploaded from the authorized body.

(c) For foreign applicants: Passport or E-Aadhaar card (scan copy).

(d) Transcript of Diploma / Proficiency Certificate Level / Grade 12 or equivalent.

(e) For Nepali applicants who studied under a foreign board: Equivalency certificate.

(f) For programs requiring licenses: Valid license issued by the respective council.

(g) For candidates applying under reserved quotas for scholarships: Scanned proof from the concerned authority:

  1. Families of martyrs, disappeared persons, wounded warriors, conflict victims – certificate from District Administration Office.

  2. Dalit, Indigenous Janajati, Khas Arya, Madhesi, Tharu, Muslim – certificate from the respective commission, District Administration Office, or local level authority.

  3. Persons with disabilities – ID card plus recommendation letter from a registered medical doctor (Nepal Medical Council) confirming eligibility to study the applied subject.

  4. Community school graduates – certificate in the prescribed format (downloadable from https://entrance.mec.gov.np), verified by school headmaster and attested by the local education branch.

  5. Candidates from backward regions (Achham, Kalikot, Jajarkot, Jumla, Dolpa, Bajhang, Bajura, Mugu, Humla) – copy of citizenship from the respective district and proof of permanent residence verified by the local authority after 2082/04/01.

Specifications for Photo and Document Upload

Photo Requirements:

  • Format: JPEG/JPG

  • Max size: 200 KB

  • Resolution: Must not be blurry or distorted

Certificates/Documents:

  • Format: JPEG or PDF

  • Max size: 200 KB (JPEG), 500 KB (PDF)

  • Resolution: Must not be blurry or distorted

9. Procedure for Creating Profile and Submitting Online Application Form

Candidates who applied for last year’s Common Entrance examination must log in using the same User ID and Password created during registration, update their details, and then proceed to apply.

New candidates must create an account and profile first, then follow the steps below:

(a) Account and Profile Creation Process

Visit the MEC website: https://mec.gov.np.

  • Click on Online Application at the top of the homepage.

  • On the right side of the opened page, click the Login button, then select Don’t have an account? Register here.

  • Alternatively, directly type https://entrance.mec.gov.np/account in your browser and follow the same registration process.

On the registration page:

  • For Nepali applicants, select Nationality: Nepalese.

  • For foreign applicants, select Nationality: Foreign.

  • Fill in Full Name, Email, Contact Number, Password, Confirm Password and click Register.

An email verification link will be sent to the provided email. Log in to your email and click Click here to verify.

  • Use your verified email as User Name and password to log in again.

  • If the verification email is not received, log in to your profile and click Resend next to “Please verify your email to continue.”

After verifying the email, log in again to the MEC entrance system dashboard.

During the first-time profile setup, you must complete the fee payment before filling in other details.

  • Click Make Payment and select eligible programs by checking the box in front of each program.

  • The total payable amount will be shown.

  • Select your preferred payment method and complete the fee payment.

  • For bank counter deposits, click Update counter payment voucher, then enter the last six digits of the transaction number and the mobile number mentioned in the voucher, and click Submit.

After payment, proceed to complete the profile:

  • Personal Details: Fill in personal information and upload required documents → click Save and Continue.

  • Qualifications: Enter academic details and upload transcripts/documents → click Save and Continue. Uploading the Grade 12 or equivalent transcript is mandatory.

  • Professional Council: For programs requiring council registration, click Add New and upload council registration details/documents.

  • Experience: This section is not required and can be skipped.

  • Reservation: Select the reservation category (Female, Dalit, Indigenous, etc.) by ticking the checkbox, upload supporting documents → click Save and Continue.

Applicants can update or edit details and documents in their profile until the application form is officially submitted.

(b) Application Submission Process

  1. Go to Dashboard → Submit Program Application.

  2. Select the desired program by clicking Apply, review all details carefully, tick the reservation category (if applicable), and click Save and Submit Application.

  3. Once submitted, the application status will change to In Progress. After submission, no changes can be made.

  4. Download the Confirmation Page by clicking Download Confirmation Page from the same menu.

    • Note: If the Confirmation Page is not generated, the application is not considered submitted.

10. Provisions Regarding Scholarship Selection

(a) As per Rule 20 of the National Medical Education Regulations, 2077 (with amendments), the Government of Nepal shall allocate the total undergraduate-level scholarship seats as follows:

  • 55% seats – Open competition, based on merit order.

  • 45% seats – Reserved scholarships, distributed as per the following percentage:

    i. Women – 33%

    ii. Dalit – 9%

    iii. Indigenous/Janajati – 15%

    iv. Khas Arya – 17%

    v. Madhesi – 12%

    vi. Tharu – 4%

    vii. Muslim – 2%

    viii. Candidates from backward regions – 4%

    ix. Persons with disability – 2%

    x. Families of martyrs, disappeared persons, injured warriors, and conflict victims – 2%

(b) In the case of reserved seats, if no candidates are available who studied from community schools (Grade 6 to SEE), then candidates from other schools in Nepal belonging to the same community will be considered.

(c) Of the 33% reserved seats for women,

  • 3% will be for women from the Dalit community,

  • 2% for women from the Muslim community.

(d) Of the 12% reserved seats for Madhesi candidates,

  • 3% will be for Madhesi Dalit community candidates.

(e) If sufficient candidates from Dalit women or Muslim women are not available, those seats will be given to other women candidates based on merit.

(f) If candidates from the Madhesi Dalit community are not available, those seats will be given to other candidates from the Madhesi community based on merit.

(g) If no successful candidate is available from a specific reserved group, the seat allocated to that group will be converted to the open category.

11. Provisions Regarding Entrance Examination Conduct

(a) Candidates must bring:

  • Admit card, and

  • The same identification document used in the application form submission:

    • For Nepali candidates: Original Citizenship Certificate and National Identity Card.

    • For foreign candidates: Original Passport or E-Aadhaar card.
      Photocopies will not be accepted. Candidates without these documents will not be allowed to sit for the exam.

(b) All candidates must arrive at the exam center two hours before the exam for mandatory security checks. Additional security checks may also be carried out before or after entering the center.

(c) Biometric details of each candidate will be collected at the exam center.

(d) Ears and eyeglasses of candidates may be inspected. Except for prescription glasses, no other eyewear or hearing aids are permitted.

(e) The following items are strictly prohibited inside the exam hall:

  • Calculators, pagers, mobile phones, Bluetooth devices, iPads, tablets, or any other electronic devices.

  • Bags, wallets, purses, watches, white-out (Tip-Ex), or any jewelry/ornaments.

(f) Candidates arriving 15 minutes after the start of the exam will not be permitted to enter the exam hall.

(g) Black-ink pens required for answering will be provided in the exam hall. Only these pens must be used.

(h) On the OMR sheet, answers must be fully darkened within the provided bubbles using the given pen. Scratched, overwritten, or torn responses will not be awarded marks.

(i) Candidates are not allowed to leave the exam hall until the full three-hour exam duration has elapsed.

(j) If a candidate is found appearing in the exam on behalf of someone else (proxy candidate) or attempting to do so, their exam will be canceled and legal action will be taken.

(k) Any person(s) engaged in activities against the dignity of the exam will be penalized according to existing laws.

12. Result Publication, Matching, and Admission Process

(a) After publication of the entrance exam results, a notice will be published for candidates to set their online priority preferences for institutions/programs.

  • Candidates who do not set their preferences will only be included in the wrap-up matching and not in other matching rounds.

(b) A detailed notice regarding matching will be published after the entrance exam results.

(c) For foreign students, seats allocated under the foreign category will be filled through Open House Matching with Biometric Verification and physical presence, based on merit order.

(d) Based on the candidate’s merit order, reservation category, chosen institution, and availability of seats, admission lists will be published on MEC’s official website according to the Common Entrance Exam and Student Admission Procedure (First Amendment) 2079.

(e) Scholarship and foreign category matching will be conducted first.

  • Any seats remaining vacant from these categories will be converted into fee-paying seats.

(f) Candidates can only participate in the matching of the group/category in which they are ranked in the entrance exam result.

(g) Selected candidates must submit original certificates/documents along with photocopies at the university or institute concerned at the time of admission.

(h) If any candidate is found to have submitted false information or documents during the entrance exam or admission process, their admission will be cancelled at any stage.

13. Undertaking (Kabuliyatnama)

  • Students selected for scholarships must sign an undertaking (Kabuliyatnama) at the time of admission, as per Schedule-6 of the National Medical Education Regulations, 2077 (with amendments).

14. Miscellaneous Provisions

(a) Candidates must keep their login password confidential and secure, as the personal profile created for the application will be required multiple times for login.

(b) Applicants must download and safely store their application confirmation page, admit card, scorecard, admission card, and other documents directly from their profile.

(c) While communicating with the Examination Directorate (via application, letter, or email), candidates must clearly mention identifying details:

  • Before roll number is assigned: Program, Name, Mobile Number, Voucher Number.

  • After roll number is assigned: Roll Number plus other details.

  • If multiple emails are necessary, applicants must reply/forward within the same email thread.

(d) For urgent communication related to the entrance exam, candidates must use the official email: [email protected].

(e) By scanning the QR code provided, candidates can directly access the application portal and syllabus page.

(f) Important Notes:

  1. Applications submitted after the deadline, without required qualifications, incomplete details, or in the wrong format will be rejected.

  2. Certificates/documents must be submitted within the deadline.

  3. Answer sheets with incorrectly bubbled Roll Number or Question Paper Set will be cancelled.

  4. For application-related issues, candidates may contact MEC at 9851318498 during office hours.

  5. Seat allocation details will be published on MEC’s website.

  6. Candidates must carefully read and follow all details mentioned in the Admit Card.

  7. The same mobile number must be used in the online form and payment voucher.

  8. Applicants must study the official notice before filling out the form.

  9. For multi-page certificates/documents, all pages must be combined into a single PDF file.

  10. Candidates applying for multiple programs must ensure exams do not clash according to the timetable.

  11. Candidates applying for multiple programs must use the same personal details, signature, mobile number, and photo in all forms.

  12. Separate merit lists and matching will be done for each program. Once a candidate is matched and admitted to one program, they will be removed from all other matching lists.

  13. Candidates themselves are fully responsible for the accuracy of all details provided in the application.
