Government of Nepal, Medical Education Commission, Sanothimi, Bhaktapur - The Medical Education Commission invites online application forms for the integrated entrance examination of DM/MCh/NBMS-SS academic programs for the year 2025. Important Note
Candidates with MD in specialty subjects (e.g., MD Cardiology, MD Nephrology, MD Radiation Oncology, etc.) and MS in specialty subjects (e.g., MS Urology, MS Neurosurgery, etc.) are eligible to apply only for the respective DM/MCh/NBMS-SS programs.

Important Instructions for Fee Payment

Applicants making counter payment at the bank must deposit the fee separately for each academic program by filling up a separate voucher at Himalayan Bank.
-
For applicants depositing cash at the bank, the last six digits of the transaction number (TRN) must be entered in the designated place of the application form.
-
Once the application fee is paid, it will not be refunded under any circumstances.
3. Details of Group-wise Seats
Information regarding seat allocation by group will be published later.
4. Application Procedure for Foreign Students
-
Foreign applicants who wish to apply for reserved seats must also submit the online application form within the specified deadline, mentioning their chosen academic program, and participate in the Commission’s entrance examination.

5. Entrance Examination Pattern, Duration, Marks, and Passing Criteria

The entrance examination will be computer-based (CBT).

Each correct answer: +1 mark

Each wrong answer: –0.25 marks

To be included in the merit list of the integrated entrance examination, a candidate must secure a minimum of the 50th percentile or above.
-
Notwithstanding provision (5), if the number of examinees appearing for a program is less than double the available seats, then candidates who have scored 50% or more marks will still be eligible for inclusion in the merit list.
6. Study Leave / Pre-Approval (Release Letter) and Recommendations
-
Health professionals working in government service must obtain a study leave or pre-approval letter from the Ministry of Health and Population, Government of Nepal, and submit it along with the application.
-
As per Rule 17, Sub-rule (1) of the National Medical Education Regulations, 2077 (including amendments), government service health professionals include:
-
Those holding permanent positions in the Nepal Health Service, formed under prevailing law.
-
Permanent positions under the Army Technical Service’s Medical Group.
-
Permanent positions under the Police Technical Service’s Health Sub-group.
-
Permanent positions under the Armed Police Technical Service’s Health Sub-group.
-
Permanent positions at government universities or institutions established under prevailing law.
-
Permanent positions at organized institutions established under the Development Committee Act, 2013, appointed through the Public Service Commission’s prescribed process.
-
Health professionals working permanently under Nepal Health Service at the provincial or local level.
-

As per Rule 16, Sub-rule (1) of the National Medical Education Regulations, 2077 (including amendments), when submitting documents of experience and service in remote areas, only details after registration in the relevant council will be valid. The documents must clearly mention the complete address and geographic location of the health institution according to the federal structure.
-
Candidates who are patients, injured, or disabled must, in addition to other required recommendations, submit a recommendation letter from a registered doctor in the Nepal Medical Council confirming the candidate is physically and mentally capable of studying the applied subject. This must be uploaded while filling the online application form.
7. Required Certificates and Documents
While filling out the online application form, candidates must upload scanned copies/photos of original certificates and documents. Scanned copies of photocopies will not be accepted.

8. Process for Creating Profile and Submitting Online Application Form
Candidates who had applied in the previous year’s integrated entrance examination should log in with their existing User ID and Password, update their details, and then submit the new application. New candidates must create an account and profile as per the following instructions:
Profile Creation and Account Registration

Visit the Medical Education Commission’s website: https://mec.gov.np and click on Online Application at the top. Then click the Login button on the right side of the page, and in the Register page, select Don’t have an account? Register here.
-
OR, directly visit https://entrance.mec.gov.np, click Login, and then click Register here.
-

On the registration page:
-
Select Nationality: Nepalese (for Nepali applicants) or Foreign (for foreign applicants).
-
Fill in Full Name, Email, Contact Number, Password, Confirm Password, and click Register.
-
-
A verification email will be sent to the provided email address. Log in to your email and click on the Click here to verify link. Then, use the registered email as Username and the password to log in.
-
On first login, if email verification is incomplete, the system will display: “Please verify your email to continue”. If no verification email is received, log in again and click the Resend button next to the message to resend the verification email. Complete the verification by clicking the link in the email.
-
Once verified, log in again to the entrance examination portal and go to the Dashboard.
Payment and Program Selection
-
At first login, details can be filled only after fee payment. Click the Make Payment button.
-
A list of all educational programs will be displayed. Candidates must:
-
Tick the checkbox in front of the programs for which they meet the minimum qualifications.
-
The total payable amount for the selected programs will be displayed below.
-
Select a Mode of Payment and complete the payment.
-
-
If paying cash at a bank branch, click the Update Counter Payment Voucher button beside each program, enter the last six digits of the voucher number and the mobile number, and click Submit.
Filling and Submitting the Application
-
After payment:
-
Go to the Dashboard and click Start Registration.
-
Enter personal details, upload required documents, and click Save and Continue.
-
-
In the Qualifications section, enter academic details and upload related documents. Click Save and Continue.
-
In the Professional Council section (if applicable), click Add New, enter council registration details, and upload council certificate.
-
In the Experience section, enter the required information (mandatory).
-
Candidates can update or correct their profile details and documents until the form is submitted.
-
After completing all details, upload documents and submit the application form separately for each selected program.
-
Once submitted, click Download Confirmation Page and keep a copy safe. If the confirmation page is not downloaded, the form will not be considered submitted.
Final Submission of Application
-
To submit the application:
-
Go to Submit Program Application in the Dashboard menu.
-
Click Apply for the selected program.
-
Review details carefully, select the group (Open or Government), tick the option, and click Save and Submit Application.
-
Once the form is submitted, the profile will display confirmation. If there is any mismatch, an error message will appear, and corrections must be made before resubmitting.
-
After submission, the status will update to In Progress. No further corrections will be allowed.
-
The Confirmation Page can be downloaded from the Submit Program Application page. If no confirmation page appears, the submission will not be valid.
9. Procedure for Downloading Admit Card
Candidates whose application forms have been approved can download their Admit Card starting five days before the entrance examination date by following these steps:

Browse the Commission’s online application portal: https://entrance.mec.gov.np and log in to your profile.
-
Click on the Application menu.
-
Click the View Details button of MECEE-DM/MCh/NBMS-SS 2025.
-
For the applied program, click the Download Admit Card button.
-
Download the admit card and print it in color.
10. Arrangements for Conducting Entrance Examination
-
Candidates must bring a color admit card and an identity document submitted with the application form:
-
For Nepali candidates: Original Citizenship Certificate or National Identity Card.
-
For foreign candidates: Passport or e-Aadhaar card.
-
Photocopies will not be accepted. Candidates failing to bring original documents will not be allowed to appear in the exam.
-
-
Candidates must reach the exam center two hours before the start time for security checks. Security screening may be done both before and after entering the exam hall.
-
Biometric verification will be conducted at the exam center.
-
Candidates’ ears and eyeglasses will be checked. Except for prescription glasses, no other glasses or hearing aids will be allowed.
-
Candidates are strictly prohibited from bringing calculators, pagers, mobile phones, Bluetooth devices, iPads, tablets, other electronic devices, bags, wallets, purses, watches, correction pens (Tipp-Ex), or jewelry inside the exam hall.
-
Candidates arriving 15 minutes after the exam starts will not be allowed to enter the exam hall.
-
The exam will be computer-based (CBT).
-
Black ink pens required for the exam will be provided in the exam hall. Candidates must use only the provided pen.
-
Candidates will not be allowed to leave the exam hall before the completion of the three-hour exam duration.
-
If found using a proxy candidate or attempting impersonation, the exam will be cancelled, and legal action will be taken.
-
Any candidate or person involved in misconduct against the exam code of conduct will face disciplinary action as per prevailing law.
-
Candidates who received government scholarships or free study opportunities at postgraduate level but have not fulfilled their bond obligations will have their applications cancelled, and legal action will be initiated.

12. Result Publication, Matching, and Admission Process

Results will be published separately for Government, Open, and Foreign groups.

Candidates will be eligible to participate in the matching process only for the group in which they were placed in the merit list.
-
Candidates who qualify and are selected for admission must submit original certificates/documents along with photocopies to the respective university/institution as required.
-
If any candidate is found to have submitted false information during the entrance or admission process, their admission will be cancelled at any stage.
-
If reserved seats for foreign candidates remain vacant, they will be converted into paying seats for Nepali candidates, filled according to the merit list.
-
Detailed notice regarding the matching process will be published later.

Since the candidate’s personal profile created for the entrance application will be used repeatedly, all login details (mobile number, date of birth, voucher number) must be kept secure and confidential.
-
Candidates must download and safely store the Confirmation Page, Admit Card, Scorecard, Admission Card, etc., from their profile once available.
-
For any communication with the Examination Directorate (including requests, correspondence, or emails), until a Roll Number is issued, candidates must mention the last six digits of the voucher number. After the Roll Number is issued, both the voucher number and roll number along with personal details must be mentioned. Multiple queries on the same subject must be sent as replies or forwards within the same email thread.

13. Additional Important Provision
As per Section 18, Sub-section (3) of the National Medical Education Act, 2075, postgraduate programs in government teaching institutions are tuition-free for Nepali students.
Therefore, Nepali students nominated for government educational institutions must sign the Bond Agreement in accordance with Schedule 6 of the National Medical Education Regulations, 2076 (including amendments) during admission.
14. Miscellaneous

Candidates can also access the web portal by scanning the QR Code using a mobile QR code scanner.
Important Notes

Applications submitted after the deadline, by ineligible candidates, or incomplete applications that do not meet the required format will not be accepted.
-
Certificates and documents attached to the application form must be submitted within the deadline.
-
Answer sheets with incorrect bubbling of Roll Number or Question Set will be cancelled.
-

The same mobile number must be used in both the online application form and the exam fee voucher.

Applications must be filled only after carefully reading the Commission’s published instructions.

For certificates or documents with multiple pages, all pages must be scanned/photographed from the original and uploaded as a single PDF file.
-
Candidates applying for more than one program must ensure their chosen exams do not overlap in the timetable.
-
Applicants submitting forms for multiple programs must provide the same personal details, signature, mobile number, and photograph for all applications.
-
Separate merit lists and matching processes will be conducted for each program. However, once a candidate is matched and admitted in any one program, they will be removed from the matching process of all other programs.
-
Candidates must apply under only one group: either Government or Open.
-
