TU Faculty of Law Calls Online Applications for B.A. LL.B. Entrance Examination

Kathmandu, Asar 4. Tribhuvan University, Faculty of Law, Office of the Dean, Balkhu, has opened entrance examination forms for the admission of new students in the first semester of the 10-semester, five-year Bachelor’s level B.A. LL.B. program for the academic session 2083/084. The office published a notice on Thursday stating that the form can be filled out online.

Students interested in enrolling in this academic program, which will be conducted as per the TU Semester System Operation Regulations, 2074 (amended), may fill out the entrance examination form online from Asar 5, 2083.

Campuses and Available Seats

The notice has mentioned the number of seats available in various constituent campuses and affiliated colleges under TU as follows:

1. Nepal Law Campus, Exhibition Road, Kathmandu: 160 seats

2. Prithvi Narayan Campus, Pokhara: 80 seats

3. Butwal Multiple Campus, Butwal: 70 seats

4. Mahendra Multiple Campus Nepalgunj, Banke, Nepalgunj: 70 seats

5. Mahendra Multiple Campus, Dharan: 70 seats

6. National Law College, Lalitpur (affiliated): 120 seats

Notice Regarding Filling the Online Entrance Examination Form for Admission of New Students in the First Semester of the 10-Semester (5-Year) Bachelor’s Level B.A. LL.B. Program, Academic Session 083/084

Tribhuvan University, Faculty of Law, Dean’s Office, has published this notice for all concerned regarding the filling of the online application form for the entrance examination for admission of new students in the first semester of the 10-semester, five-year B.A. LL.B. academic program, conducted under the semester system.

The entrance examination is being conducted for candidates who meet the minimum educational qualifications for admission in the academic session 2083/084. The available seats are as follows:

This notice has been published as per the decision of the Entrance Examination Conducting Committee (B.A. LL.B.) for filling the online application form for the BA LLB entrance examination.

Applicants must compulsorily upload the following documents in the prescribed format along with the online application form: academic transcript/mark sheet, citizenship certificate, equivalence certificate, a recent passport-size photograph clearly showing both ears, and a specimen signature scanned on plain paper. Applicants wishing to apply under the reservation quota must also attach the required documents or recommendation letters for the relevant quota.

While filling the application form, the following documents must be arranged in order and compulsorily uploaded with the online application:

a) One recent passport-size photograph.

b) Applicant’s citizenship certificate; if not available, the citizenship certificate of the applicant’s mother or father.

c) Mark sheet of SEE/SLC or equivalent examination passed.

d) Grade 11 passed mark sheet, Grade 12 passed mark sheet, or the admit card if the applicant has appeared in the Grade 12 examination this year.

e) Equivalence Certificate, if studied from a foreign university.

f) All prescribed documents for the relevant quotas if applying under quotas.

g) Signature made by the student personally with black ink on plain paper.

h) Candidates who have passed +2 or equivalent from foreign universities/educational institutions must upload Tribhuvan University’s Equivalence Certificate online while filling the form.

i) Copies of academic qualification certificates uploaded with the application form, copies of the equivalence certificate, and the original migration certificate must be compulsorily submitted to the concerned campus at the time of admission.

6. Reserved Quota Details

As per Chapter 4, Rule 11A of the Tribhuvan University Organization and Educational Administration Rules, 2050, including amendments up to 2080/03/12, and Chapter 2, Regulation 3(c) of the Tribhuvan University Semester System Operation Regulations, 2074, 20 percent of the total seats in each academic program have been reserved for the following categories.

Admission will be made on the basis of competition among candidates of the concerned category and according to merit order. The following quota has been determined by treating the 20 percent reserved quota as 100 percent.

If there are no eligible candidates securing at least 40 marks for admission in the classified group, other students on the merit list under the open category must be admitted.

If persons from the concerned community are not available for seats reserved for Dalit women and Muslim women, such seats will be provided to other women. If persons from the concerned community are not available for seats reserved for Madhesi Dalit community, such seats will be provided to other persons from the Madhesi community.

As per Sub-rule 3 of Rule 119 of the Tribhuvan University Rules Relating to Teachers and Employees Service, 2050, two seats must be provided for admission in each bachelor’s level academic program under constituent campuses of institutes and faculties for sons/daughters of permanent teachers and employees working in the university service.

The two seats reserved for sons/daughters of permanent teachers and employees working at Tribhuvan University for admission in each bachelor’s level academic program under constituent campuses of institutes and faculties will be considered within the 80 percent. However, if there are no eligible candidates securing at least 40 percent marks for admission in the classified group, admission must be made from other students on the merit list.

7. Documents Required for Candidates Claiming Reservation

All deprived category candidates from groups claiming reservation must compulsorily submit the following documents.

As per the Tribhuvan University Organization and Educational Administration Rules, 2050, Semester System Operation Regulations, 2074, and Regulations Relating to Admission in Reserved Seats in Constituent Campuses under TU, 2074, deprived category candidates claiming reservation must submit the following documents. Candidates who do not submit such documents along with the application form will not be eligible to claim the reservation quota.

a) All deprived category candidates claiming reservation, except persons with disabilities, must submit a recent recommendation letter from the local body stating the reason for being deprived, and a recommendation letter from the concerned District Education Coordination Unit or concerned rural municipality or municipality stating that the candidate studied in government/community schools in Grades 8, 9, SLC/SEE, and Grades 11 and 12.

b) Candidates who passed Grades 8, 9, SLC/SEE, Grades 11 and 12, or equivalent level in private schools and colleges within Nepal by receiving a scholarship from the Government of Nepal must submit a recommendation letter with proof of the scholarship, along with the recommendation letter mentioned below.

c) Applicants claiming reservation quota for backward remote areas must submit a recommendation letter from the concerned District Education Coordination Unit or local body stating that they studied in government/community schools in Grades 8, 9, 10, 11, and 12.

d) Applicants applying under reserved quotas other than those mentioned above must upload recommendation letters from the following agencies:

e) A candidate claiming reservation must secure at least 40 percent marks in the entrance examination to be admitted.

f) A student receiving reservation must not have been admitted under reservation at the same time in any level or any subject in any other constituent campus of Tribhuvan University. Also, if any student has received reservation at the bachelor’s level in another subject and studied that level, the student will not receive the reservation facility.

g) If it is proven that a student receiving reservation facility was admitted by submitting false details, such admission will be cancelled at any time and action will be taken as per law.

h) Students admitted under reservation must pay all fees equal to those payable by students admitted under the open category.

10. Other Conditions and Instructions

14. If foreign students participate and are placed in the merit order, admission will be made only within five percent of the seats determined for the open category.

15. The duration of the entrance examination will be three hours.

16. The medium of the entrance examination may be either English or Nepali. However, Creative Writing must compulsorily be written only in English.

17. Candidates must use black ink only in the answer booklet. If ink of any color other than black is used partially or fully, if a pencil is used, if any sign is made, or if any mark other than the prescribed slash mark [√] or tick is used in the prescribed bracket in the answer booklet for objective questions, the entire answer booklet will be cancelled without evaluation.

18. B.A. LL.B. classes will be conducted full-time in the day group under the semester system for a total of 10 semesters. “Day group” means the office hours prescribed by the Government of Nepal, from 9:00 AM to 5:00 PM, and from Kartik 16 to Magh 15, from 9:00 AM to 4:00 PM.

19. While publishing the entrance examination result, a single list of all candidates, including marks obtained, will be published on the basis of merit order of marks obtained in the entrance examination, also indicating the quota claimed. The information will be sent to the concerned campuses for admission purposes.

20. Only candidates who secure at least 40 percent marks in the entrance examination must contact the campus where they wish to study within the prescribed date for admission.

21. When campuses publish the merit list for admission from among the applications received, they must publish the list of all applicants who have secured at least 40 percent marks in the entrance examination and immediately provide the information to the Faculty of Law, Dean’s Office before admission. While publishing the merit list, if students obtain equal marks in the entrance examination, the merit order must be determined as follows:

22. The concerned campuses must compulsorily provide the details of all students admitted by them to the Dean’s Office within 15 days from the date of completion of the admission process.

23. If the Dean’s Office receives a complaint or information that any campus has not published the merit list or conducted admission as per rules, the Dean’s Office will have full authority to investigate the matter and take necessary action. If the investigation confirms that the merit list was published or admission was conducted against the rules, such merit list or admission will automatically be cancelled. If the merit list has been published against the rules, the Dean’s Office will instruct the concerned campus to correct it and republish the merit list or to admit students as per rules in the seats that become vacant due to cancellation of admission. The concerned campus must refund all fees paid by the student whose admission is cancelled.

24. As per Chapter 2, Rule 4(a)(3) of the TU Guidelines Relating to Scholarships, Awards and Medals, 2079, campuses/colleges running the B.A. LL.B. program under this faculty must compulsorily provide 10 percent freeship of the total number of students. This entrance examination will also be used as the basis for selection for scholarships distributed by the Government of Nepal, Ministry of Education.

25. The Entrance Examination Committee will have the authority to make the final decision on any matter related to the entrance examination.

26. Other detailed information regarding the entrance examination and admission may be obtained from this faculty and the concerned campuses.

11. Points to Be Noted by Candidates

1. Candidates must use black ink only in the answer booklet. If ink of any color other than black is used partially or fully, if a pencil is used, if any sign is made, or if any mark other than the prescribed slash mark [√] is used in the prescribed bracket in the answer booklet for objective questions, the entire answer booklet will be cancelled without evaluation.

2. Candidates must compulsorily keep their admit card with them throughout the examination period. Candidates will not be allowed to sit for the examination without the admit card.

3. No candidate will be allowed to enter the examination hall after half an hour from the start of the examination. Also, candidates will not be allowed to leave the examination building before one hour has passed from the start of the examination.

4. Candidates must sit at the designated place as per the prescribed seating plan and take the examination. They may not change their seat voluntarily without permission from the center chief or invigilator.

5. Candidates may not bring prohibited items into the examination building, such as Mobile Phone, Calculator, Blutooth, I-Pad, Tablet PC, Earphones, Smart Watch, or any other electronic digital devices. If such items are found in their possession, or if a candidate behaves indecently toward any person assigned to conduct the examination, the center chief may take immediate action against such candidates and expel them from the examination hall immediately.

6. Candidates with infectious disease, illness, or disability must inform the center chief of their actual condition one hour before the examination begins.

7. If a candidate is visually impaired or unable to write by hand, such candidate must submit an application to the center chief, as per Rule 267 of the Tribhuvan University Organization and Educational Administration Rules, 2050, amendment date 2080/03/12, requesting permission to keep a writing assistant.

8. One day before the date of the entrance examination, the candidate who needs such assistance must submit an application to the center chief along with the admit card, photocopy of Nepali citizenship certificate, two recent passport-size photographs matching the admit card, the citizenship certificate of the person to be kept as writing assistant, the currently studying identity card of that person, and two recent photographs.

9. While submitting the application for a writing assistant, only a person one level below the level of the examination to be taken will be eligible to serve as writing assistant. The permission letter issued by the Dean’s Office for the writing assistant must be submitted to the center chief of the examination campus one hour before the examination time. Such candidates will be given an additional 30 minutes beyond the prescribed time.

10. If the symbol number is not written and is left blank in the answer booklet, the answer booklet of such candidate will automatically be cancelled.
