CTEVT Contract and Wage Workers Launch Protest, Warn of Halting Academic and Examination Activities
Contract, monthly-wage and daily-wage employees working at the Council for Technical Education and Vocational Training (CTEVT) have announced a phased protest, stating that their nine-point demands have not been addressed.
The Contract, Monthly-Wage and Daily-Wage Workers’ Central Struggle Committee issued an appeal on Shrawan 13, 2083, announcing protest programmes ranging from an indefinite sit-in and pen-down strike to the complete suspension of academic and examination-related activities.
The Struggle Committee had submitted a nine-point memorandum to the CTEVT Member-Secretary on Shrawan 11, 2083, giving a 24-hour ultimatum. The committee stated that it was compelled to launch the protest because the management had taken no concrete, positive or responsible steps to address its demands.
According to the committee, contract and wage-based workers account for approximately 80 percent of CTEVT’s total staffing positions.
Main Demands of the Struggle Committee

Continuous employment must be guaranteed for contract and wage-based workers who have served without interruption, and workers whose contracts were arbitrarily not renewed must be reinstated immediately and unconditionally.

The provision for renewing services for only two months must be removed immediately, and renewals must be carried out in accordance with the “Procedure for Selection of Individuals on Service Contract, 2078.”

The word “workload” written in Clause (6) of Point No. 57 of the proposed “Procedure for Selection of Individuals on Service Contract, 2080” must be removed immediately.

If an academic institution’s programme is discontinued or institutions are merged, a one-time transfer or adjustment arrangement must be made for the service-contract workers employed there.

An Organization and Management Survey must be initiated immediately, and temporary contract positions must be created for the overall development of technical education.

Contract and wage-based workers must be included within the definition of CTEVT employees.

In accordance with the constitutional principle of “equal pay for equal work” and the decision of the Supreme Court, facilities including inflation allowance, incentive allowance, local allowance, remote-area allowance, contribution-based Social Security Fund, gratuity and medical treatment must be implemented immediately.

A policy arrangement must be introduced through a special process to allow contract and wage-based workers who have served CTEVT for a long period to enter the permanent appointment process without being subject to an age limit.

Leave provisions prescribed by the Labour Act must be implemented immediately.
Protest Programmes
The Struggle Committee has announced the following protest programmes to press for the fulfilment of its demands:
Shrawan 13, 2083, at 11:00 AM
The appeal will be submitted to the head of the office. If the office delays sending correspondence to the supervising authority, an indefinite sit-in will be launched at the respective office.
Shrawan 14, 2083, from 11:00 AM to 3:00 PM
An indefinite pen-down strike will be launched.
Shrawan 15, 2083, from 11:00 AM to 3:00 PM
All work in the administrative and financial sections will be completely halted, and an indefinite sit-in will be held.
Shrawan 18, 2083, effective from 11:00 AM
All work in the administrative and financial sections will be completely halted, and an indefinite sit-in will be held.
Shrawan 22, 2083, effective from 11:00 AM
Academic activities and examination-related work will be halted, and an indefinite sit-in will be held.
Shrawan 25, 2083, effective from 11:00 AM
An indefinite gherao will be launched at the CTEVT central office.
The Central Struggle Committee has warned that additional protest programmes will be introduced if the management continues to delay addressing the demands.
Copies of the protest programme have also been sent to the concerned District Administration Offices, the Office of the Prime Minister and Council of Ministers, and the Ministry of Education, Science and Technology.
