CTEVT Formulated the Procedure for Conducting Training Through Alternative Method - 2077

The Council for Technical Education and Vocational Training (CTEVT) has formulated a working procedure for conducting training through alternative means without incurring additional fees. Although the regular training work of the school has been halted due to the risk of infection with Coronavirus COVID-19, it is necessary to conduct the training, said CTEVT.

Various provisions have been made in the Code of Conduct for conducting training in an effective and systematic manner through an alternative system. In the second point of the code of conduct mentioned in the working procedure, provision has been made that 'the school will not be allowed to charge an extra fee from the trainees while conducting training through alternative means'. The Code of Conduct also stipulates that the trainers and trainees should use polite language and dignified dress during the training and the copyright of the training materials prepared by the concerned trainers for conducting the training should be vested in the respective trainers and schools.

While training through alternative means, only theoretical subjects can be trained. However, the experimental practice prescribed by the curriculum is not prohibited if it is possible to do it using alternative means. As part of the preparation for conducting training through alternative means, the school has to identify and classify the trainees on the basis of access to resources and means of alternative means.

It has been mentioned in the procedure that 4 different classes can be determined while classifying the trainees. The procedure stipulates that the school should arrange training according to the nature of the need for trainees with special needs who cannot be placed in any of these categories, including those who have access to smartphones or computers and the Internet, those who have access to computers, those who have access to radio and television, and those who do not. The working procedure also mentions that the school should provide resources and means of alternative means to the trainers, make arrangements for capacity building of the trainers and the school and the trainers should arrange thematic training materials.

INTRODUCTION: In view of the fact that the regular training work of the school has been hampered due to the contagious disease of COVID-19, it is necessary to conduct the training in an effective and systematic manner through the immediate alternative system.

The Council for Technical Education and Vocational Training has formulated and implemented this procedure.

1. Abbreviated Name and Commencement:

(1) The name of this procedure is “Technical Education and Vocational Training Council Training Operation Procedure through Alternative Medicine, 2077”. (2) This procedure shall start from the date of approval by the Council of Technical Education and Vocational Training.

2. Definition:

If the subject or context does not have another meaning in this procedure, -

"Provincial Office" means the Provincial Office of the Council for Technical Education and Vocational Training.

"Instructor" means a person working in the training work of the school.

"Trainee" means a person studying at the school with technical SLC and diploma or certificate level.

"Training through alternative means" means training through online and offline information media such as radio, television, computer, smartphone, internet, personal safety and social distance in the school or workplace according to the standards set by the World Health Organization.

"School" means a technical school affiliated to the Council for Technical Education and Vocational Training and a community school conducting technical education approved and affiliated with the Council, a technical school run in partnership and an institutional school run at a private level.

3. Pre-preparation for conducting training through alternative means:

(1) The school shall identify and classify the trainees on the basis of access to resources and means of alternative means.

(2) The classification of trainees can be done in the following groups: -

(A) having access to a smartphone or computer and the Internet,

(B) have access to a computer,

(C) having access to radio and television, and

(D) Out of reach of all kinds of technology.

(3) For the trainees with special needs of nature which cannot be included in the group classification as per Sub-section (2), the concerned school shall arrange training according to the nature of the need.

(4) The school shall provide the instructors with the means and means of alternative means.

(5) The school shall make arrangements for the capacity building of the instructors.

(6) Schools and instructors shall arrange for thematic training materials.

4. Procedure for conducting training through alternative means:

(1) The school shall assign responsibility for conducting training to thematic instructors.

(2) The school shall prepare the training schedule and inform all the trainees before the training is conducted.

(3) For the training, the curriculum of the subjects as per the syllabus should be prepared. Thus, while preparing the lesson plan, the theoretical themes and demonstrations of technical and vocational education and training should be included.

(4) The school shall make arrangements for conducting training using appropriate alternative means of theoretical subjects based on the curriculum.

(5) The trainer shall conduct the training in such a way that there is double communication with the trainees as required.

(6) The school and the instructor shall provide the resource material to the trainees as per the requirement for self-study.

(7) The e-learning portal should be collected and included in the e-learning portal.

(8) The academy shall measure the learning achievement of the trainees and keep records.

(9) The school shall keep records of the daily attendance of instructors and trainees.

5. Role of the school:

The role of the school in conducting training through alternative means, except as provided elsewhere in this procedure, will be as follows:

(A) to facilitate the trainees to ensure access to alternative resources without incurring additional financial burden,

(B) to prepare necessary training materials based on the curriculum,

(C) to encourage trainers to train through alternative means,

(D) developing e-learning portals by developing and compiling electronic textbooks, and

(E) To arrange training for the trainees who are out of reach of all kinds of technology by maintaining personal safety and social distance as per the criteria prescribed by the World Health Organization.

(2) Each school shall prepare a report regarding the effectiveness of the training and submit it to the State Office.

6. Role of the Instructor:

The role of the Instructor in conducting training through an alternative medium shall be as follows:

(A) assisting the school in identifying trainees' access to alternative means,

(B) encourage trainees to participate in alternative training,

(C) to prepare the syllabus of the subjects as per the syllabus,

(D) developing and compiling learning materials,

(E) Based on the lesson plan, train theoretical subjects using appropriate alternative means

(F) measuring the learning achievement of the trainees,

(G) to train trainees who are out of reach of all kinds of technology by maintaining personal safety and social distance in accordance with the standards set by the World Health Organization, and

(H) To prepare the attendance and learning achievement records of the trainees and submit them to the school.

7. Code of Conduct:

(1) Instructors and trainees shall use polite language and dignified dress during the training.

(2) The school shall not be allowed to charge an extra fees from the trainees while conducting training through alternative means.

(3) The copyright of the training materials prepared by the concerned trainers for conducting the training through alternative means shall be vested in the concerned trainers and schools.

8. Training of theoretical subjects can be conducted:

While training through alternative means, only training of theoretical subjects can be conducted.

But the experimental practice prescribed by the syllabus can be done or done if possible using alternative means.

9. Training can be conducted in partnership:

The school will be able to conduct alternative training on the basis of cost-sharing in coordination with stakeholders.

10. To monitor:

(1) The Provincial Office may give necessary instructions by monitoring and supervising the training conducted in accordance with this procedure.

(2) The instruction given by the State Office pursuant to Sub-section (1) shall be followed by the school.

11. Disqualification will be invalid:

If any provision mentioned in this procedure is in conflict with the prevailing law, the provision of this procedure will be invalid to the extent of the conflict.
