KMC Directs Schools Not to Shave Students’ Heads
Kathmandu Metropolitan City has instructed schools under its authority not to carry out arbitrary head shaving on students on the pretext that their hair is long.
Circular Issued to Schools
The Metropolitan City’s Education Department issued a circular on Wednesday, warning all community and institutional schools not to engage in any conduct that causes mental distress to students.
Reason for the Directive
This instruction was issued after complaints were received by the Metropolitan City stating that some schools were arbitrarily cutting boys’ hair on the grounds that it was long, and that this had psychological effects on students.
Legal Provisions Referenced
The Metropolitan City reminded schools that, under the Education Regulation, 2059, Rule 25 (ट), a School Management Committee may formulate and implement a code of conduct.
However, it also highlighted that Rule 133 (1) (ट) of the same regulation clearly provides that students must not be subjected to physical or mental torture.
Request to Schools
Citing these legal provisions, the Metropolitan City has requested schools to ensure that any enforcement of a code of conduct is carried out in a way that does not cause physical or mental harm to students.
