Department of National Personnel Records (Civil) starts faceless services

The Department of National Personnel Records (Civil) (Rastriya Kitabkhana (Nijamati)) has started providing services without requiring physical presence.

At a time when services provided by some government offices remain cumbersome and process-driven, the department has begun making all its services easier to access without in-person visits.

Pension record can now be prepared without physical presence

The department has begun gradually making services technology-friendly so that physical presence is no longer required to access all benefits available when an employee retires from service.

The department stated that it has made arrangements so that a pension record can be prepared without physical presence.

PIS system and NID server-based data sharing

Director General Shravan Kumar Pokharel said that the PIS system will automatically share the service recipient’s photo, signature, and other details from the NID (National Identity Card) server.

He said services have been made easier, accessible, and technology-friendly so that the person may come in person, or may send someone as an authorized representative with the required proof.

API-based linkage with the National ID and Civil Registration system

To make services “faceless,” digital data sharing has been ensured through the development and use of an API (Application Programming Interface).

Using the API, the PIS system has been connected with the system of the Department of National ID and Civil Registration to enable digital data sharing.

Pokharel added that, in the coming days, the situation requiring a service recipient’s photo to be pasted and a signature to be provided will be phased out. He said this has made service delivery easier and more technology-friendly.

The department is also working on e-pension arrangements so that services can be obtained from districts as well after some time.

Services currently available without physical presence

Services that can currently be received without physical presence include:

  • Benefits payable for accumulated leave

  • Medical treatment facility determination letter

  • Retirement digital identity card

Time-bound service delivery

The department has also made time-bound arrangements for service delivery.

Director General Pokharel clarified that provisions have been made to provide services within two hours.

Service access and intergovernmental information exchange

The situation in which service recipients had to request favors or make repeated appeals to staff has ended.

Service has become easier for employees who must travel long distances, as well as for sick and persons with disabilities. Advancing service delivery by exchanging information among intergovernmental bodies has made a significant contribution to service flow.

Civil service staffing and retirement figures

According to current data, there are 85,279 civil servants nationwide. Among them, 40,140 are working in federal offices, 13,644 in provinces, and 31,495 in local levels.

The department’s data states that, on average, 2,300 employees retire annually.

Ministry support

The Ministry of Federal Affairs and General Administration has stated that it has been providing necessary support and coordination to make the department’s services more technology-friendly.
