"Exam integrity, candidate competence: the complete process for fair selection"
The exam system of the Lumbini Province Public Service Commission (Lumbini Pradesh Lok Sewa Aayog) is not merely a competition. It is a scientific method to select the right person for the right place.
The main purpose of this exam details page is to clearly explain the nature of the exam, how it is conducted, and the evaluation standards, thereby reducing candidates’ confusion.
Many young people who want to enter public service fail to demonstrate their true ability because they do not understand the technical aspects of the examination.
This guide analyzes, in detail, the rules to follow before entering the exam hall and inside the hall, the writing approach for answer scripts, and the Commission’s internal evaluation system.

Every examination conducted by the Lumbini Province Public Service Commission is guided by the following legal documents:
Province Public Service Commission Act, 2076: Authority for the exam structure and conduct.
Province Public Service Commission Rules, 2076: Procedural rules for conducting examinations.
Examination Operation and Management Directive: Procedures for question paper preparation, printing, and answer script evaluation.
Within the scope of these laws, the Commission ensures confidentiality and integrity of the examinations.
Depending on the nature of the post, the Commission conducts examinations in multiple stages.
This is the first and most important stage of selection. It is generally divided into two parts:
First stage (Objective): Includes General Knowledge (GK) and General Aptitude Test (IQ). This may serve only as screening or may be part of the total marks.
Second stage (Subjective): Requires short and long answers on topics related to the concerned service or group, including contemporary issues, laws, and procedures.
For technical posts (such as computer operator, forest ranger, and health service posts), this test is mandatory. It evaluates the candidate’s practical skills.
Only candidates who pass the written and practical examinations are included in this final stage. Its purpose is to assess the candidate’s personality, confidence, and decision-making ability.
System: OMR (Optical Mark Recognition) technology.
Negative marking: 20 percent marks are deducted for a wrong answer. No marks are deducted for leaving an answer blank.
Mandatory rule: Erasing, overwriting, or using whitener is not allowed. If done, that answer is cancelled.
Answer structure: In government-service writing, answers should follow the structure of Introduction, Body, and Conclusion.
Point-wise writing: Point-wise answers attract evaluators more than long paragraphs.
Relevance: Including laws, facts, and the specific geographic and administrative context of Lumbini Province can be beneficial in answers.
To prevent common mistakes made on the exam day, candidates should pay attention to the following:
Admit Card: A clearly visible admit card printed from the online portal (color or clearly printed) is mandatory. Entry to the exam hall is not allowed without it.
Identity document: The original citizenship certificate or a photo identity card issued by a government body must be carried.
Time management: Candidates must reach the exam center at least 1 hour before the exam starts. Late candidates are not allowed entry.
To maintain exam discipline, the Commission strictly prohibits the following:
Any type of mobile phone or electronic device
Smart watch or calculator (except for posts with special permission)
Books, notes, or paper slips
Bags and food items (a water bottle may be allowed)
The Commission’s key foundation for fairness is its confidential coding system:
First coding: Immediately after the exam, candidates’ roll numbers on answer scripts are replaced with a special code (symbol).
Second coding: Before reaching the evaluator, another code is applied again, so the evaluator has no information about whose answer script is being checked.
Expert evaluators: Answer scripts are evaluated by subject experts (professors or senior government officials).
Solution: In the objective exam, if you do not mark the question set (Key A, B, C, D) on the OMR sheet, your answer sheet is automatically cancelled. No appeal applies in such a case. Therefore, never forget to mark the key before filling answers.
Solution: Immediately submit an application at the nearest police post and contact the Commission’s office. The admit card can be downloaded again from the online portal, but this must be completed before the exam begins.
Solution: If a candidate is visually impaired or physically unable to write, they can request a helper writer as per the Commission’s rules. For this, an application must be submitted a specified time before the exam.
The written exam results are published on the Commission’s website, notice board, and official Facebook page.
If a candidate is not satisfied with their marks, they may submit a paid application for re-totalling within 7 days of result publication.
Note: Answer scripts are not re-checked. Only errors in totaling marks are corrected.
Having your name on the written exam result list means about 70 percent of the journey is completed. In the interview, the following aspects are important:
Dress: Formal and clean attire.
Body language: Politeness, confidence, and clear speaking style.
Knowledge: Understanding of Lumbini Province’s geography, the government’s policies and programs, and contemporary national issues.
Yes. Unless the syllabus specifies otherwise, Nepali, English, or mixed language can be used.
No. To fill the OMR sheet, only a black ink dot pen (Black Gel/Ball Pen) must be used.
Generally, based on the number of demanded posts, candidates are selected from the written exam in a fixed ratio (for example: 3 candidates for 1 post).
The Commission takes strict action against candidates who violate exam discipline. A candidate who uses unfair means may be immediately expelled and may be placed on a blacklist for up to 5 years, making them ineligible to participate in any public service examination in the future.
The examination system of the Lumbini Province Public Service Commission is transparent and reliable. No external influence or favoritism works here. Only hard work, a clear strategy, and compliance with technical exam rules are the single assured path to enter government service.
Candidates should treat the examination not as fear, but as an opportunity to demonstrate their capability. This scientific selection process prepared by the Commission provides competent human resources that strengthen the province’s administration.
