As the following Level 4 technical and non-technical posts under Local Government Service are to be filled through promotion based on seniority and performance evaluation, and efficiency evaluation, this notice is published to inform potential promotion candidates who have fulfilled the conditions under Sections 28 and 26 of the Local Government Service (Formation and Operation) Act, 2080, to submit an application by February 22, 2026 [2082/11/26 BS] by clearly stating the required details in the application form prescribed by the Province Public Service Commission.
Conditions and instructions

For posts to be filled through seniority and performance evaluation, candidates must meet the qualifications under Section 28 and Section 37 of the Local Government Service (Formation and Operation) Act, 2080, and must be eligible under Section 30.

For posts to be filled through efficiency evaluation, performance evaluation, seniority, experience of working in a geographical area, educational qualification, and training will be evaluated as per Sections 33, 34, 35, and 36 of the Local Government Service (Formation and Operation) Act, 2080, and the evaluation will be as per Section 32.

While filling the application form, candidates must mention the code number (Seat Roll No.) received from the National Record Office (Civil) or the Provincial Record Office.

For educational qualifications that require equivalency determination, a certified copy of the equivalency determination must be submitted compulsorily.

While filling the application form, candidates must disclose the name of the office where the Performance Evaluation (Ka.Sa.Mu.) for the last three years used for evaluation was submitted, the period of study leave and training at the current level (if taken), and the details if there has been any Goyal Katti.

All details required in every section of the application form must be clearly stated.

When submitting the promotion form to the Commission, candidates must also submit the details form received from the Commission by filling the priority order of the local level where they wish to go, with mandatory signature, along with the promotion form.

An original bank voucher copy of the revenue deposited under the above revenue heading must be attached.
The application form and the priority determination form can be downloaded from the Province Public Service Commission website at psc.koshi.gov.np. The concerned candidate must clearly fill one copy of the application form and submit it to the Province Public Service Commission, Koshi Province, Biratnagar within the final deadline for submission. No action will be taken on applications received after the deadline.
