The establishment of the Provincial Public Service Commission in Nepal is a significant step towards ensuring transparency, fairness and efficiency in the selection of candidates for various government services at the provincial and local levels. The commission is entrusted with the responsibility of conducting examinations, interviews, and other selection procedures for the posts of Provincial Civil Service, Provincial Police Service, Provincial Organized Organization, Provincial Other Government Service, Local Government Service and Local Level Organized Organization.
The merit-based system of selection is a key aspect of the commission's functioning, which ensures that candidates are selected on the basis of their abilities and qualifications, rather than other factors such as nepotism or political influence. This is essential for building a competent and responsive public administration at the state and local levels.
The Provincial Public Service Commission is established under the provisions of Part 23, Article 244 of the Constitution of Nepal, which mandates the creation of a commission in each province. The constitution also specifies that the functions, duties and powers of the commission should be in accordance with the provincial law.
In line with this constitutional provision, the Provincial Public Service Commission Act, 2076 was enacted on September 3, 2019, and the commission was officially formed on February 2, 2020, on the recommendation of the committee under Section 3 of the Act. The commission comprises a chairman and members who are appointed by the provincial chief.
The formation of the Koshi Pradesh Lok Sewa Aayog (Province Public Service Commission, Koshi Province) is a positive development for the province, as it will enable the selection of competent and qualified candidates for various government services in a fair and transparent manner. It is expected that the commission will play a critical role in building a competent, strong, and responsive public administration that is focused on providing quality services to the citizens of Nepal.
