  • For each additional type/group beyond the first: an additional NPR 200 (two hundred).

  • By paying double fee, up to 2082/09/23.

• Age Limit of Candidates:

  • As of 2082/09/16, candidates must have completed 18 years of age.

  • For male candidates: must not have exceeded 35 years.

  • For female candidates: must not have exceeded 40 years.

  • For Engineering Service, Agriculture Service, Forest Service and Health Service: must not have exceeded 40 years.

  • For permanent civil servants currently in service: no age limit shall apply.

Method and Place for Paying Application Fee

Payment through Online Application System: After submitting the form through the Commission’s online application system, click on My Application, then click All Application. Then click the Pay button for the advertisement you have applied for, select the bank option as Rastriya Banijya Bank or Nepal Bank Limited, and choose one of Online or Offline Payment options to make payment.

Paying the Fee through Online Payment: After selecting Rastriya Banijya Bank or Nepal Bank Limited, select Online Payment and click Next. Then payment can be made through Connect IPS. Candidates using Online Payment can pay immediately by using any one of the specified wallets.

Paying the Fee through Offline Payment: After selecting Rastriya Banijya Bank or Nepal Bank Limited, select Offline Payment and click Next. Then click Click Here to download the voucher, print it, and go to the concerned bank with the same voucher to pay the prescribed amount.

Fee Payment Period: The prescribed examination fee or double fee must mandatorily be paid within 2082/09/23 at the latest.

Minimum General and Educational Qualifications

• General Requirement: Candidates must not be disqualified under Section 16 of the Provincial Civil Service Act, 2077 and must have obtained the following minimum educational qualifications.

(A) Minimum Educational Qualifications for Assistant Fifth Level (Non-Technical/Technical)

1. Administration Service, General Administration Group: Proficiency Certificate Level or equivalent passed from a recognised educational institution.

2. Administration Service, Accounts Group: Proficiency Certificate Level in Management or Commerce from a recognised educational institution,
   or Proficiency Certificate Level or equivalent passed with one of Economics, Mathematics, Statistics or Public Administration as a major subject.

3. Engineering Service, Civil Group, General Sub-group: Certificate Level or equivalent in Civil Engineering from a recognised educational institution.

4. Engineering Service, Civil Group, Highway Sub-group: Certificate Level or equivalent in the related engineering subject from a recognised educational institution.

5. Engineering Service, Civil Group, Sanitary Sub-group: Certificate Level or equivalent in Civil Engineering from a recognised educational institution.

6. Engineering Service, Civil Group, Irrigation Sub-group: Certificate Level or equivalent in the related engineering subject from a recognised educational institution.

7. Engineering Service, Civil Group, B. & A. Sub-group: Certificate Level or equivalent in Civil or Architectural Engineering from a recognised educational institution.

8. Engineering Service, Civil Group, General Sub-group (Lab Technician post): Certificate or Certificate Level or equivalent qualification in Civil Engineering from a recognised educational institution, and completion of one-month Skyal Laboratory Technician training.

9. Agriculture Service, Agriculture Extension / Horticulture / Crop Development / Soil Science / Agri. Eco. & Marketing Group:

   • Proficiency Certificate Level (I.Sc. Ag.) in Agricultural Science from a recognised educational institution,
     or

   • SLC or SEE passed and Diploma in Agriculture of at least 3 years’ duration in Agriculture subject (Major in Plant Science),
     or

   • J.T.A. course passed and 1-year J.T. course (Technical Certificate) in Agricultural Science.

10. Agriculture Service, Fisheries Group:

    • Proficiency Certificate Level (I.Sc. Ag.) in Agriculture or Animal Science from a recognised educational institution,
      or

    • SLC or TSLC passed and Diploma of at least 3 years’ duration in Agriculture or Animal Science,
      or

    • J.T.A. course passed and 1-year J.T. course (Technical Certificate) in Agriculture or Animal Science.

11. Agriculture Service, La.Po. & De.De. / Veterinary Group:

    • Proficiency Certificate Level (I.Sc. Ag.) in Animal Science from a recognised educational institution,
      or

    • SLC or TSLC passed and Diploma of at least 3 years’ duration in Animal Science,
      or

    • J.T.A. course passed and 1-year J.T. course (Technical Certificate) in Animal Science.

12. Forest Service, General Forestry Group: Certificate Level or equivalent in Forestry from a recognised educational institution with Silviculture, Forest Mensuration and Forest Management as major subjects.

13. Education Service, Education Administration Group: Certificate Level or equivalent in Education from a recognised educational institution.

(B) For Inter-service

According to Sub-section (17) of Section 9 of the Provincial Civil Service Act, 2077:

“Employees who have completed at least seven years of service in a post one class or level below the post to be filled in the Federal Civil Service or Local Service and who have obtained the educational qualification prescribed for the post to be filled may be candidates.”

Special Instructions on Additional Documents and Experience

Candidates intending to submit applications must prepare and submit the documents listed below at the time of application.

After being selected for the interview based on the written examination result, candidates must bring the originals of such documents along with self-attested copies at the time of interview.

If the mentioned documents are not with the candidate at the time of application, the application may be cancelled at any time.

Additional Documents and Experience Required for Candidates Applying under Inclusive Categories

• For Madhesi Category: Document certifying the candidate as Madhesi from the institution designated by the Provincial Government through a notice published in the Provincial Gazette. Until such institution is designated in a notice in the Provincial Gazette, a document certifying the candidate as Madhesi from the Chief District Officer based on the recommendation of the head of the concerned local level.

• For Dalit Category: For castes listed by the National Dalit Commission, on the basis of that list. If there are more than one surnames within the listed caste, a document certifying the surname within the listed caste from the Chief District Officer based on the recommendation of the head of the concerned local level.

• For Muslim Category: For castes listed by the National Muslim Commission, on the basis of that list. If there are more than one surnames within the listed caste, a document certifying as Muslim within the listed caste from the Chief District Officer based on the recommendation of the head of the concerned local level.

• For Tharu Category: For castes listed by the National Tharu Commission, on the basis of that list. If there are more than one surnames within the listed caste, a document certifying as Tharu within the listed caste from the Chief District Officer based on the recommendation of the head of the concerned local level.

• For Economically Disadvantaged Khas Arya Community: A poverty identity card or recommendation from the local level must be submitted with the application.

• For Persons with Disabilities: Disability identity card issued by the Social Welfare Council, or, as per Sub-section (3) of Section 4 of the Act Relating to the Rights of Persons with Disabilities, 2074, a disability identity card of Category “A” or “B” issued by the concerned local level specifying the classification of disability. Only such persons shall be eligible.

Note

As per Sub-section (11) of Section 9 of the Provincial Civil Service Act, 2077, a person may use the reservation facility only once during the entire period of service.

To Be Noted

(a) For candidates for whom experience period is required, the minimum service period prescribed for the concerned post must have been completed by the last date for submitting applications.

(b) The deadline for paying double fee shall not be counted for the purposes of age, educational qualification, experience period and other qualifications.

(c) Applications that are not submitted within the deadline prescribed by the Commission, or that do not meet the minimum qualification, or that do not disclose the required details, or for which the prescribed fee has not been paid, will not be accepted.

(d) Candidates who wish to request a scribe must contact the Province Public Service Commission, Madhesh Province, Janakpurdham at least 7 (seven) days before the start of the written examination. Otherwise, the Commission will not be obliged to provide a scribe.

(e) Candidates who pass the written examination must, before the interview, compulsorily submit the original and copy of educational qualification certificates, citizenship certificate, and, for posts where experience is required, the original experience certificate certified by the head of the concerned office.
Candidates applying under both inclusive and open categories must also submit the originals and copies of the documents required to be submitted as mentioned.

(f) Candidates must have obtained the prescribed educational qualification by the last date for submitting applications.
Candidates who have studied in foreign institutions must have had the equivalence of the qualification obtained determined by the concerned body.

(g) Candidates must use only black ink in the examination. Otherwise, the answer sheet will be cancelled.

(h) Candidates must comply with the conditions and instructions prescribed by the Commission for examination purposes.

(i) Candidates themselves must be familiar with the examination scheme mentioned in the syllabus.
