Before filling the remaining vacancies published by the Public Service Commission and the Province Public Service Commission, Madhesh Province, for vacancy fulfillment, it is informed that potential promotion candidates who meet the required conditions under Section 30 of the Local Service (Formation and Operation) Act, 2081, and the conditions mentioned below, are invited to submit an application using the application form prescribed by the Province Public Service Commission, subject to the terms stated below, for the following Non-Technical and Technical posts of Assistant Level 5 (Fifth Level) under Federal Local Service.

Conditions and Requirements

  1. For posts to be fulfilled through seniority and performance evaluation: Candidates must have the qualifications as per Section 30 and Section 31 of the Local Service (Formation and Operation) Act, 2081, and must not be disqualified as per Section 33 of the same Act.

  2. For posts to be fulfilled through competency assessment: Candidates must meet the qualifications as per Section 30 of the Local Service (Formation and Operation) Act, 2081. The evaluation of performance, seniority, experience of working in geographical areas, educational qualification, and training as per Sections 35, 36, 37, and 38 shall be conducted in accordance with Section 35 of the same Act. Additionally, candidates must not be disqualified as per Section 32 of the same Act.

  3. While filling the application form, candidates must mention the employee code number (Sitrol No.) received from the National Book Record Office (Civil Service) or the Provincial Civil Service Book Record Office, Madhesh Province.

  4. In the case of educational qualifications requiring equivalence determination, a verified copy of the equivalence determination certificate must be submitted compulsorily.

  5. All details in all sections of the application form must be clearly stated as required.

  6. While filling the application form, candidates must disclose and submit, on a separate page, the name of the office where the last three years’ performance evaluation (used for scoring) was submitted, the period of study leave and training undertaken in the current level (if any), and details of any leave deduction (if applicable). A separate checklist (Check List) of documents to be attached with the promotion application form must also be disclosed and submitted.

  7. The application fee is NPR 500 (Five Hundred only).

  8. Place to deposit application fee: Candidates must deposit the fee in the name of the candidate at any one convenient bank, using Office Code 2002117012 of the Province Public Service Commission, Madhesh Province, Janakpurdham and Revenue Heading No. 14224 (Examination Fee), in either:

    • Rastriya Banijya Bank Limited, Account No. 1007100207110000, or

      The application must be submitted along with a copy of the original bank voucher.

  9. Last date to submit application: 2082/10/14, and with double fee until 2082/10/21.

Application Fee: For Assistant Level 5, NPR 400 (Four Hundred) must be paid. For each additional category/group (Open and Inclusive), an additional fee of NPR 200 (Two Hundred) must be paid.

Last Date to Apply: 2082/10/14, and with double fee until 2082/10/21.

Method and Process to Pay Application Fee

After submitting the form through the Commission’s online application system:

  1. Click “My Application”.

  2. Click “All Application”.

  3. Click the option of the advertisement you applied for.

  4. Select the bank option: Rastriya Banijya Bank or Nepal Bank Limited.

  5. Choose one option among Online/Offline Payment and proceed with payment.

Online Payment: After selecting Rastriya Banijya Bank or Nepal Bank Limited, select Online Payment and click Next, then pay through Connect IPS. Candidates making online payment can pay immediately using any one of the prescribed wallets.

Offline Payment: After selecting Rastriya Banijya Bank or Nepal Bank Limited, select Offline Payment and click Next, then click the provided option to download the voucher, print it, and pay the prescribed amount at the concerned bank with the same voucher.

Fee Payment Deadline: The prescribed examination fee must be deposited by 2082/10/14, and the double fee (where applicable) must also be deposited compulsorily within the stipulated deadline.

Age Limit of Candidates

As of 2082/10/14, the candidate must have completed 18 years of age and must not have exceeded 35 years.

In the case of women and persons with disability, the age must not have exceeded 40 years.

For permanent employees of the Civil Service, Provincial Civil Service, and Local Service, the age limit will not apply.

For filling vacancies within the approved permanent positions of local levels, employees who were working continuously in temporary service for at least ten years up to the time of commencement of the “Local Service (Formation and Operation) Act, 2081”, and who have acquired minimum educational qualification, will not be subject to the age limit for participation up to seven times in the open advertisement addressed as per the first annual work plan approved by the Province Public Service Commission after the commencement of the Act, 2081.

Minimum Educational Qualification for Open and Inclusive Competition

Candidates must have obtained the following minimum educational qualification:

Local Administration, Accounts (Accounts Assistant) / (Internal Auditor): Proficiency Certificate Level or equivalent passed from a recognized educational institution in Management or Commerce, or Proficiency Certificate Level or equivalent passed by taking any one major subject among Mathematics, Statistics, Economics, or Public Administration.

  3. Local Engineering, Civil: Certificate Level or equivalent passed in Civil Engineering from a recognized educational institution.

  4. Local Agriculture, Fisheries: Proficiency Certificate Level (I.Sc. Agri) passed by studying Agriculture or Animal Science from a recognized educational institution, or SLC/TSLC passed and Diploma passed in Agriculture or Animal Science with a minimum duration of three years, or JTA course passed and one-year JT course (Technical Certificate) passed in Agriculture or Animal Science.

  5. Local Agriculture, La.Po. and De.De. / Veterinary: Proficiency Certificate Level (I.Sc. Agri) passed by studying Animal Science from a recognized educational institution, or SLC/TSLC passed and Diploma passed in Agriculture or Animal Science with a minimum duration of three years, or JTA course passed and one-year JT course (Technical Certificate) passed in Agriculture or Animal Science.

  6. Local Education, Education Administration: Certificate Level or equivalent passed in Education from a recognized educational institution.

  7. Local Health, General Nursing (Staff Nurse): Certificate Level passed in Nursing from a recognized educational institution.

  8. Local Health, Community Nursing (Public Heath Nursing): Certificate Level passed in Public Heath Nursing or Nursing from a recognized educational institution.

  9. Local Health, Health Inspection (Health Assistant): Certificate Level passed in General Medicine from a recognized educational institution.

Special Instructions for Candidates Applying Under Inclusive Group

For candidates wishing to apply under inclusive group positions, the provisions related to position fulfillment will be as per “Section 10” of the Local Service (Formation and Operation) Act, 2081. After being selected for interview from the written examination result, such candidates must bring the original documents along with copies when coming for the interview. If the required documents are not valid as of the time of application submission, the application may be cancelled at any time.

Special Instructions for Open and Inclusive Category

  1. Candidates must not be disqualified as per Section 11 of the Local Service (Formation and Operation) Act, 2081.

  2. The first phase joint written examination for open and inclusive will be held on the same date and time in one sitting.

  3. While publishing the results of candidates selected from the written examination for open and inclusive, it will be published collectively in alphabetical order.

  4. Based on the inclusive groups mentioned by the candidate in the application form, the candidate’s inclusive group will be determined as per the prevailing provisions of the Commission.

  5. Candidates selected from the written examination for computer skill test and interview under open and inclusive, and selected in more than one inclusive group, must participate in computer skill test and interview only once. The program will be decided accordingly. The marks obtained in the computer skill test and interview will be counted in all groups (open and inclusive) in which the candidate is passed.

  6. After completion of all phases of examination, recommendation for appointment will be made according to the merit order and the candidate’s priority order of selected service/group/subgroup.

Notes

A. For all posts under Local Health Service, candidates must be registered in the relevant professional council, must have obtained a professional license certificate, and the validity must be maintained.

B. For advertisements requiring an experience period, the minimum required duration must be completed by the last date permitted for direct application for the concerned post.

C. The double fee deadline will not be counted for the purpose of age, educational qualification, experience period, and other eligibility requirements.

D. Since candidates are not eligible under Section 6 of the Local Service (Formation and Operation) Act, 2081 for the same level, such applications may be cancelled at any time.

E. Applications that are not submitted within the deadline prescribed by the Commission, or do not meet minimum qualification, or do not disclose required details, or do not pay the prescribed fee, will not be accepted.

F. Candidates requesting an assistant writer must contact the Commission office in time at least 10 (Ten) days before the examination starts. Otherwise, the Commission will not be obliged to arrange an assistant writer.

G. Candidates must have acquired the prescribed educational qualification by the last date to apply (2082/10/14). Candidates who studied in foreign institutions must have equivalence determined by the concerned authority for the qualification obtained. However, for candidates who have completed the prescribed educational qualification from universities in Nepal and are applying for the prescribed post, if they are unable to submit the minimum educational qualification certificate or transcript to be attached with the application by the last date due to the time period of issuance, then if the concerned university has already published the examinations by the last date for application with single fee payment, and the candidate submits a letter with details confirming that the candidate has passed all examinations (all years/semesters, thesis, practical, and other requirements) along with all semester mark sheets, such candidates will be considered to have fulfilled the minimum qualification.

H. While submitting the online application, the candidate must clearly indicate the type of candidacy and the cluster of service group compulsorily.

I. While filling the online form, the candidate must update their mobile number and email address. Since information regarding acceptance or rejection of the form will be provided directly via mobile or email, if the candidate is unable to participate in the examination due to incorrect mobile number or email address, the concerned candidate will be fully responsible.

J. If the advertisement number and selected subject differ, the Commission will not be obliged to ensure correction.

K. Candidates must compulsorily use only black ink in the examination; otherwise, the answer sheet will be cancelled.

L. The syllabus approved by this Commission for the concerned Provincial Civil Service, group, subgroup, level, and post will, respectively, be the syllabus for Local Service, group, subgroup, level, and post. The syllabus can be obtained from the Commission website: ppsc.madhesh.gov.np.
