Madhesh Pradesh Lok Sewa Aayog Announces Vacancy for Officer 7th Level

Province Public Service Commission, Madhesh Province (Madhesh Pradesh Lok Sewa Aayog), Janakpurdham, Nepal (Application Management and Information Publication Section) Notice on promotion for Officer Level Seventh positions (non-technical and technical) under Local Service through seniority and performance evaluation, and through competency evaluation.

For the following non-technical and technical Officer Level Seventh positions under Local Service that are required to be filled through promotion by seniority and performance evaluation, and by competency evaluation, potential promotion candidates who meet Section 30 of the Local Service (Formation and Operation) Act, 2081 and the conditions mentioned below are informed to submit an application by clearly stating the details in the application form prescribed by the Province Public Service Commission.

Conditions and Instructions

For positions to be filled through seniority and performance evaluation: The candidate must have the qualifications as per Section 30 and Section 39 of the Local Service (Formation and Operation) Act, 2081, and must not be disqualified as per Section 32.

For positions to be filled through competency evaluation: Performance evaluation, seniority, work experience in a geographical area, educational qualification, and training evaluation shall be as per Sections 35, 36, 37, and 38, and the evaluation basis shall be as per Section 34 of the Local Service (Formation and Operation) Act, 2081. Also, the candidate must not be disqualified as per Section 32.
While filling the application form, the code number (seat roll number) received from the National Records Office (Civil Service) or the Provincial Civil Service Records Office must be mentioned.
For educational qualifications requiring equivalency determination, a certified copy of the equivalency determination must be mandatorily submitted.
While filling the application form, the candidate must disclose:

the name of the office where the last three years’ performance evaluation (counted for evaluation) was submitted,
the duration of study leave and training taken in the current level (if any),
and details of any unpaid leave/leave deduction (if any).

All details, as required in all sections of the application form, must be clearly filled.
A separate page must be submitted showing the checklist of documents that must be attached with the promotion application form.
The application fee must be paid: NPR 1,200 (one thousand two hundred only).

For each additional category/group thereafter (open, inclusive, and inter-level), an additional fee of NPR 400 (four hundred) must be paid.

Select a bank option: Rastriya Banijya Bank or Nepal Bank Ltd.
Choose either Online Payment or Offline Payment and complete payment.

For Online Payment:

After selecting the bank, select Online Payment and click Next.
Payment can be made through Connect IPS.
Candidates using online payment can pay immediately using any one of the specified wallets.

For Offline Payment:

After selecting the bank, select Offline Payment and click Next.

Fee payment deadline: By 2082/09/28, the examination fee or double fee must be mandatorily paid.

Age Limit

By 2082/09/21, the candidate must have completed 21 years of age and must not have exceeded 35 years.
For women and candidates with disabilities, the candidate must not have exceeded 40 years.

For permanent employees of the Civil Service, Provincial Civil Service, and Local Service, the age limit will not apply.

For the vacant approved permanent positions of local levels required to be filled, employees who, up to the time the “Local Service (Formation and Operation) Act, 2081” commenced, were continuously serving in temporary service for at least ten years and have obtained the minimum educational qualification, will not be subject to the age limit for one time only to participate in the examination of the open advertisement conducted as per the first annual schedule approved by the Province Public Service Commission after the commencement of the “Local Service (Formation and Operation) Act, 2081”.

Minimum Qualification

Inter-level Competition and Required Minimum Qualification

As per Sub-section (5) of Section 8 of the Local Service (Formation and Operation) Act, 2081, for competing in the inter-level competition for Seventh Level, employees who have been promoted from Fifth Level to Sixth Level and are serving in Sixth Level, and who have obtained the educational qualification prescribed for the service/group/sub-group of the position to be filled, may be candidates.

For the purpose of this sub-section, “Provincial Civil Service” means the civil service of any province, and “Local Service” means the service of a local level under any province.

Required Minimum Educational Qualification for Open and Inclusive Competition

Local Administration, General Administration: Bachelor’s degree or equivalent passed from a recognized educational institution.
Local Administration, Accounts: Bachelor’s degree or equivalent passed from a recognized educational institution in Management, Commerce, or Business Administration, or Bachelor’s degree or equivalent passed with any one major subject among Economics, Mathematics, Statistics, or Public Administration.
Local Education, Education Administration, Inspection: Bachelor’s degree or equivalent passed from a recognized educational institution in Education.
Local Engineering Service, Civil: B.E. or equivalent passed from a recognized educational institution in Civil Engineering.
Local Engineering, Civil, Sanitary: B.E. or equivalent passed from a recognized educational institution in Civil Engineering, Sanitary Engineering, or Public Health Engineering.
Local Engineering, Civil, Building and Architect: B.E. or equivalent passed from a recognized educational institution in Architecture, Civil, Building, Structural, Town Planning, Structure, Quantity Survey, or Urban Planning.
Local Health, Health Inspection: Bachelor’s degree obtained in Public Health from a recognized educational institution, with name registered and renewed in the concerned professional council.

Notice for Open and Inclusive Examination

The candidate must not be disqualified as per Section 16 of the Local Service (Formation and Operation) Act, 2081.
The first phase written examination for open and inclusive categories will be held on the same (single sitting) date and time.
While publishing results of candidates selected from the open and inclusive written examination, results will be published collectively on the basis of alphabetical order.
The inclusive group of the candidate will be determined as per the Commission’s prevailing provisions based on the inclusive groups stated by the candidate in the application form.
For candidates selected from the open and inclusive written examination for computer skill test, group test, and interview, including those selected in open and inclusive, and in more than one inclusive group, the program will be set so that they attend the computer skill test, group test, and interview only once. The marks obtained in the computer skill test, group test, and interview will be counted in all groups (open and inclusive) in which the candidate is declared successful.
After all stages of the examination, recommendation for appointment will be made as per the merit order obtained and the service/group/sub-group priority order chosen by the candidate.

Special Instructions for Candidates Applying Under Inclusive Groups

For candidates wishing to apply for positions under inclusive groups, the special provision related to recruitment shall be as per Section 10 of the Local Service (Formation and Operation) Act, 2081. After being selected for interview based on the written examination results, candidates must bring the originals of such documents along with copies when appearing for the interview. If such documents are not valid at the time of application, the application may be cancelled at any time.

Notes

A. For advertisements requiring an experience period: The minimum experience period must be completed by the last date for paying the single fee for application submission for the relevant position.

B. The double-fee deadline will not be counted for the purpose of age, educational qualification, experience period, and other qualifications.

C. Since there is no provision to be a candidate for a post of the same level as per Section 9 of the Local Service (Formation and Operation) Act, 2081, such candidate’s application will be cancelled at any time.

D. Applications not submitted within the deadline set by the Commission, or without minimum qualification, or without required details, or without paying the prescribed fee, will not be accepted.

E. Candidates requesting an assistant writer must contact the Commission office at least 10 (ten) days before the written examination begins. Otherwise, the Commission will not be obliged to provide an assistant writer.

F. The prescribed educational qualification must have been obtained by the final date for application submission (2082/09/21). Candidates who studied in foreign institutions must have obtained equivalency determination of the qualification from the concerned body. However, for candidates who have completed the prescribed educational qualification from universities in Nepal and apply for the prescribed post, if they are unable to submit the minimum educational qualification certificate or marksheet transcript required to be submitted with the application by the last date for submitting the application with single fee due to time constraints, then such candidates will be considered to have met the minimum qualification if:

the concerned university has already published the result by the last date for submitting the application with single fee, and
the candidate submits a letter from the concerned university or educational institution confirming that, within that period, the student has passed all examinations required for that degree (all years/semesters’ examinations, thesis, practical, and other requirements completed), and
the candidate submits marksheets for all semesters.

G. While submitting the online application, the candidate must mandatorily indicate the category in which they are a candidate and the cluster of the service group.

H. While filling the online form, the candidate must update their mobile number and email address. Since information regarding acceptance/rejection of the candidate’s form will be provided directly via mobile or email, if the concerned candidate cannot participate in the examination due to providing an incorrect mobile number or email address, the concerned candidate will be responsible.

I. If different details are selected for advertisement number, subject of selection, and examination center, the Commission will not be obliged to ensure correction.

J. In the examination, the examinee must mandatorily use only black ink; otherwise, the answer book will be cancelled.

K. Details related to the required minimum educational qualification for the applied post can be viewed while filling the online form.

L. The syllabus approved by this Commission for the concerned Provincial Civil Service, group, sub-group, level, and post shall be the syllabus for the Local Service, group, sub-group, level, and post. The syllabus can be obtained from the Commission’s website: https://ppsc.madhesh.gov.np/
