Madhesh Pradesh Lok Sewa Aayog Announces 9th Level Officer Vacancy 2082

For the following non-technical and technical Officer Level Ninth positions under Local Service that are required to be filled through promotion by seniority and performance evaluation, and by competency evaluation, potential promotion candidates who meet Section 30 of the Local Service (Formation and Operation) Act, 2081 and the conditions mentioned below are informed to submit an application by clearly stating the details in the application form prescribed by the Province Public Service Commission.

Conditions and Instructions

For positions to be filled through seniority and performance evaluation: The candidate must have the qualifications as per Section 30 and Section 39 of the Local Service (Formation and Operation) Act, 2081, and must not be disqualified as per Section 32.
For positions to be filled through competency evaluation: Performance evaluation, seniority, work experience in a geographical area, educational qualification, and training evaluation shall be as per Sections 35, 36, 37, and 38, and the evaluation basis shall be as per Section 34 of the Local Service (Formation and Operation) Act, 2081. Also, the candidate must not be disqualified as per Section 32.
While filling the application form, the code number (seat roll number) received from the National Records Office (Civil Service) or the Provincial Civil Service Records Office must be mentioned.
For educational qualifications requiring equivalency determination, a certified copy of the equivalency determination must be mandatorily submitted.
While filling the application form, the candidate must disclose:
- the name of the office where the last three years’ performance evaluation (counted for evaluation) was submitted,
- the duration of study leave and training taken in the current level (if any),
- and details of any unpaid leave/leave deduction (if any).
All details, as required in all sections of the application form, must be clearly filled.
A separate page must be submitted showing the checklist of documents that must be attached with the promotion application form.
The application fee must be paid: NPR 1,200 (one thousand two hundred only).

Application Fee

Fee for Officer Level Ninth: NPR 1,200 (one thousand two hundred only).

For each additional category/group after that (open, inclusive, and inter-level), an additional fee of NPR 500 (five hundred) must be paid.

Final date to apply: 2082/09/21, and with double fee up to 2082/09/28.

Method and Place for Paying the Fee

After submitting the form through the Commission’s online application system:

Click My Application, then click All Application.
Click the Pay button for the advertisement you applied for.
Select a bank option: Rastriya Banijya Bank or Nepal Bank Ltd.
Choose either Online Payment or Offline Payment and complete payment.

For Online Payment:

After selecting Rastriya Banijya Bank or Nepal Bank Ltd., select Online Payment and click Next.
Then, payment can be made through Connect IPS.
Candidates using online payment can pay immediately using any one of the specified wallets.

For Offline Payment:

After selecting Rastriya Banijya Bank or Nepal Bank Ltd., select Offline Payment and click Next.
Click Click here to download the voucher, print it, and pay the specified amount at the concerned bank using that voucher.

Fee payment deadline: By 2082/09/28, the examination fee or double fee must be mandatorily paid.

Age Limit

By 2082/09/21, the candidate must have completed 21 years of age and must not have exceeded 45 years.

For permanent employees of the Civil Service, Provincial Civil Service, and Local Service, the age limit will not apply.

For the vacant approved permanent positions of local levels required to be filled, employees who, up to the time the “Local Service (Formation and Operation) Act, 2081” commenced, were continuously serving in temporary service for at least ten years and have obtained the minimum educational qualification, will not be subject to the age limit for one time only to participate in the examination of the open advertisement conducted as per the first annual schedule approved by the Province Public Service Commission after the commencement of the “Local Service (Formation and Operation) Act, 2081”.

Documents to Be Uploaded

Work Description and Salary

Required Minimum Qualification

For Open and Inclusive Competition

As per Section 8 of the Local Service (Formation and Operation) Act, 2081, the candidate must have the qualification.

The candidate must have obtained a Master’s degree in the relevant subject and must have five years of experience in an officer-level post in any government service, or in an organized institution registered as per prevailing law, or in an international association/institution. However, in the case of a person who has obtained a PhD-level degree, the required experience period will be reduced by two years.

For Inter-Level Competition

As per Sub-section (5) of Section 8 of the Local Service (Formation and Operation) Act, 2081, for competing in the inter-level competition for Ninth Level, employees who have been promoted from Seventh Level to Eighth Level and are serving in Eighth Level, and who have obtained the educational qualification prescribed for the service/group/sub-group of the position to be filled, may be candidates.

Clarification

“Provincial Civil Service” means the civil service of any province, and “Local Service” means the service of a local level under any province.

Required Minimum Educational Qualification

Local Administration Service, General Administration Group: Master’s degree passed from a recognized educational institution in Arts, Sanskrit, Management, Commerce, Business Administration, Public Administration, Education, Law, or Science.
Local Administration Service, Accounts Group: Master’s degree passed from a recognized educational institution in Management, Commerce, Business Administration, Economics, Mathematics, Statistics, or Public Administration.
Local Engineering Service, Civil Group: At least a Master’s degree passed from a recognized educational institution in Civil Engineering.
Local Education Service, Education Administration Group: Master’s degree passed from a recognized educational institution in Education.

Special Instructions on Additional Documents and Experience

Candidates wishing to apply must prepare and submit the following documents at the time of application. After being selected for interview based on the written examination results, candidates must bring the originals of those documents along with self-certified copies when appearing for the interview. If the candidate does not have the stated documents at the time of application, the application may be cancelled at any time.

A. For experience of working at officer level in the following bodies: Appointment letter or contract agreement, and a letter from the concerned body certifying the service period for that post:

Civil Service and other government bodies
Organized institution operated with full or partial ownership of the Government of Nepal
Development Committee formed under the Development Committee Act, 2013
Institution or body established by an Act
United Nations, its bodies, and specialized agencies
Intergovernmental international organizations
Constituent campus of a university
Community school or campus

B. If experience is submitted from other bodies including national and international non-governmental organizations, apart from those mentioned in Section (A): In addition to the appointment letter or contract agreement and service certification letter from the concerned body, only the experience that confirms recruitment at officer level as per the provisions in rules/regulations/guidelines/procedures including the recruitment process for officer-level employees, qualification, organizational structure, and service conditions of employees in that body will be recognized.

C. For government employees’ experience of working in other organized institutions: Such experience will be recognized only if prior government approval is submitted, or if there is an approved leave letter.

D. If worked in two or more bodies during the same period: Only the experience of one body where full-time work was performed will be counted.

E. If the appointment letter or contract agreement states part-time work: Such experience will not be recognized.

F. Experience in temporary or contract service for less than one year will not be counted.

G. Experience of serving in an officer-level role on acting/temporary assignment while holding an assistant-level post will not be recognized.

H. If the officer-level is not clear from the designation mentioned in the appointment letter or contract agreement: A letter must be submitted from the concerned body certifying that the post is an officer-level post.

I. If the documents proving the above are not with the candidate at the time of application: The application will be cancelled at any time.

Notice for Open and Inclusive Examination

The candidate must not be disqualified as per Section 16 of the Local Service (Formation and Operation) Act, 2081.
The first phase written examination for open and inclusive categories will be held on the same (single sitting) date and time.
While publishing results of candidates selected from the open and inclusive written examination, results will be published collectively on the basis of alphabetical order.
The inclusive group of the candidate will be determined as per the Commission’s prevailing provisions based on the inclusive groups stated by the candidate in the application form.

Special Instructions for Candidates Applying Under Inclusive Groups

For candidates wishing to apply for positions under inclusive groups, the special provision related to recruitment shall be as per Section 10 of the Local Service (Formation and Operation) Act, 2081. After being selected for interview based on the written examination results, candidates must bring the originals of such documents along with copies when appearing for the interview. If such documents are not valid at the time of application, the application may be cancelled at any time.

Notes

A. For advertisements requiring an experience period: The minimum experience period must be completed by the last date for paying the single fee for application submission for the relevant position.

B. The double-fee deadline will not be counted for the purpose of age, educational qualification, experience period, and other qualifications.

C. Since there is no provision to be a candidate for a post of the same level as per Section 9 of the Local Service (Formation and Operation) Act, 2081, such candidate’s application will be cancelled at any time.

D. Applications not submitted within the deadline set by the Commission, or without minimum qualification, or without required details, or without paying the prescribed fee, will not be accepted.

E. Candidates requesting an assistant writer must contact the Commission office at least 10 (ten) days before the written examination begins. Otherwise, the Commission will not be obliged to provide an assistant writer.

F. The prescribed educational qualification must have been obtained by the final date for application submission (2082/09/21). Candidates who studied in foreign institutions must have obtained equivalency determination of the qualification from the concerned body. However, for candidates who have completed the prescribed educational qualification from universities in Nepal and apply for the prescribed post, if they are unable to submit the minimum educational qualification certificate or marksheet transcript required to be submitted with the application by the last date for submitting the application with single fee due to time constraints, then such candidates will be considered to have met the minimum qualification if:

the concerned university has already published the result by the last date for submitting the application with single fee, and
the candidate submits a letter from the concerned university or educational institution confirming that, within that period, the student has passed all examinations required for that degree (all years/semesters’ examinations, thesis, practical, and other requirements completed), and
the candidate submits marksheets for all semesters.

G. While submitting the online application, the candidate must mandatorily indicate the category in which they are a candidate and the cluster of the service group.

H. While filling the online form, the candidate must update their mobile number and email address. Since information regarding acceptance/rejection of the candidate’s form will be provided directly via mobile or email, if the concerned candidate cannot participate in the examination due to providing an incorrect mobile number or email address, the concerned candidate will be responsible.

I. If different details are selected for advertisement number, subject of selection, and examination center, the Commission will not be obliged to ensure correction.

J. In the examination, the examinee must mandatorily use only black ink; otherwise, the answer book will be cancelled.

K. Details related to the required minimum educational qualification for the applied post can be viewed while filling the online form.
