Special Information Related to the Subject
As per the order of certiorari and mandamus issued by the Honorable Supreme Court in Writ No. 078-WO-0660, since the determination of the number of posts for inclusive groups will be as per the Federal Civil Service Act to be issued accordingly, this advertisement notice has presently been published in accordance with the Civil Service Act, 2049.
Examination Type
As specified in the syllabus: written, information technology skill test, group test, and interview.
Written Examination Program
The written examination program of the second phase for the civil service and the written examination program for the National Human Rights Service will be published later.
Examination Center
First Phase: As designated by the Commission’s offices at Dhankuta, Jaleshwar, Kathmandu, Pokhara, Butwal, Surkhet, and Dipayal.
Second Phase: As designated by the Commission’s offices at Dhankuta, Jaleshwar, Kathmandu, Pokhara, Butwal, Surkhet, and Dipayal.
The examination center for posts of the National Human Rights Service will be as designated by the Public Service Commission Central Office.
Application Fee
For each advertisement, an application fee of NPR 1,200 (one thousand two hundred) must be paid. For candidates applying to additional advertisements under inclusive groups of the same service/group, an additional fee of NPR 400 (four hundred) must be paid for each additional group. Candidates applying for Foreign Affairs Service and Audit Service must also mark (√) in the relevant service and pay an additional fee of NPR 400 (four hundred) as per the service.
Application Deadline
The final date for submitting applications is 2082/09/14, and with double fee up to 2082/09/21.
Age Limit of Candidates
For posts of the Civil Service and Human Rights Service, candidates must have completed 21 years of age and not exceeded 35 years by 2082/09/14. For women and persons with disabilities, the age must not exceed 40 years.
Age Limit for Incumbent Employees
This shall be as follows:

For the Civil Service: As per Clause 10 (G) (3) of the Civil Service Act, 2049.
-
For the Federal Parliament Service: As per Section 20 (Chha) (3) of the Federal Parliament Secretariat Act, 2064.
-
For the National Human Rights Service: As per Rule 14 (G) (1) of the Rules Relating to Service, Conditions, and Facilities of Employees of the National Human Rights Commission, 2072.
As per the interim order of the Honorable Supreme Court dated 2079/10/20, until the final decision on the age limit is made, the age limit will not apply to incumbent government employees currently working after being recommended through the examination conducted for local levels for which the Public Service Commission published an advertisement on 2076/02/15. Such candidates must upload an application explaining this matter in the Experience section of the online application system.
Method and Place to Pay Application Fee
The application fee can be paid directly through electronic methods via the Commission’s online application system, or by printing a bank voucher containing the Master ID and transaction reference number and paying cash at designated banks.
Period for Paying Application Fee
At the latest by 2082/09/23, the prescribed examination fee or double fee must be paid compulsorily.
Documents to be Uploaded
Candidates must upload the documents specified in the relevant advertisement, including educational qualifications, training, experience, and documents confirming inclusive group status, in PDF format at the designated place in the online application system. All candidates must scan and upload the front side of their citizenship certificate in JPG format. The candidate themselves will be fully responsible for the details mentioned in the application.

Required Minimum Educational Qualification
(A) Civil Service and Federal Parliament Service
For Internal Competition of the Federal Parliament Service
In addition to not being disqualified as per Section 20 of the Federal Parliament Secretariat Act, 2064, the candidate must have completed a minimum service period of five years while serving in a post one class below the promotable post in the relevant service/group and must have obtained the educational degree prescribed for the post one class below. Employees under inclusive categories may be eligible candidates even if they have one year less service period.
For Open and Inclusive Categories
In addition to not being disqualified as per Clause 10 of the Civil Service Act, 2049, candidates must have obtained the minimum educational qualifications as prescribed below in accordance with Rule 15 of the Civil Service Regulations, 2050.

For the Justice Service (Justice, Law, and Government Attorney groups): Bachelor’s degree in Law from a recognized educational institution.
-
For the Foreign Affairs Service, Nepal Administration Service, General Administration group, and Federal Parliament Service (General Administration group): Bachelor’s degree or equivalent from a recognized educational institution.
-
For the Nepal Administration Service, Revenue group: Bachelor’s degree in Management or Commerce or Business Administration or Economics or Public Administration from a recognized educational institution.

For the Audit Service: Bachelor’s degree in Management, Business Administration, or Commerce from a recognized educational institution.
(B) National Human Rights Service
In addition to not being disqualified as per Rule 14 of the Rules Relating to Service, Conditions, and Facilities of Employees of the National Human Rights Commission, 2072 (with amendments), candidates must have obtained the qualifications as prescribed below in accordance with Rule 12.

For the post of Human Rights Officer (non-technical): Bachelor’s degree or equivalent from a recognized educational institution.

For the post of Accounts Officer (non-technical): Bachelor’s degree or equivalent from a recognized educational institution with one of the major subjects among Management, Commerce, Business Administration, Economics, Mathematics, Statistics, or Public Administration.
Special Instructions Regarding Additional Documents and Experience to be Submitted by Candidates
Candidates wishing to apply under open and inclusive groups must submit the documents as mentioned below at the time of application. After being selected for interview from the results of the written examination, candidates must bring the originals of those documents along with self-attested copies when coming for the interview. If the mentioned documents are not in the possession of the candidate at the time of application, the application may be cancelled at any time.
Special Provision on Submitting Application Form When the Original Educational Certificate Is Not Available
Within the application period for the advertisement published by the Commission, if the examination result has been published by the school/campus/university but the original certificate has not yet been issued, the candidate may submit the application form by providing a letter from the institution stating that the candidate has passed, along with mark sheets of all years/semesters, thesis, and practical examinations. Candidates submitting the application form in this manner must upload the original certificates required for the applied post as soon as they are issued.
Points to Be Noted While Submitting Application Forms for Integrated and Joint Examinations and Advertisements Including Inclusive Groups
While submitting the online application forms for integrated and joint examinations and advertisements including inclusive groups, candidates must submit only one application for all services/groups and inclusive groups for which they wish to apply.
Additional Documents Required for Candidates Applying Under Inclusive Groups
(A) For Adivasi/Janajati
For castes listed in the Nepal Adivasi/Janajati Upliftment National Foundation Act, based on that list. However, if there are more than one surnames within a listed caste, a document certified as a surname within the listed caste by the Chief District Officer on the recommendation of the head of the concerned local level.
(B) For Madheshi
A document certifying the candidate as Madheshi from the institution designated by the Government of Nepal through a notice published in the Nepal Gazette. However, until such an institution is designated, a document certifying the candidate as Madheshi by the Chief District Officer on the recommendation of the head of the concerned local level.
(C) For Dalit
For castes listed by the National Dalit Commission, based on that list. However, if there are more than one surnames within a listed caste, a document certified as a surname within the listed caste by the Chief District Officer on the recommendation of the head of the concerned local level.
(D) For Persons with Disabilities
A disability identity card issued by the Social Welfare Council, or a disability identity card issued by the concerned local level mentioning disability classification in accordance with Sub-section (3) of Section 4 of the Rights of Persons with Disabilities Act, 2074.
(E) For Backward Region
A citizenship certificate obtained from the concerned district mentioning permanent residence in the districts stated in Sub-section (7) of Section 7 of the Civil Service Act, 2049, Explanation Section (1) of Sub-section (6) of Section 17 of the Federal Parliament Secretariat Act, 2064, and Explanation Section (1) of Sub-section (5) of Section 8 of the Health Service Act, 2053, along with a document certified by the concerned local level stating that the candidate currently has permanent residence in the same place, based on a recommendation issued up to three months before the date of filling the application form.
(F) If Citizenship Has Been Obtained from a District Other Than the District of Permanent Residence
A letter obtained from the District Administration Office that issued the citizenship, stating the reason for doing so. If the candidate has gone to a district mentioned in Sub-section (7) of Section 7 of the Civil Service Act, 2049 through marriage or migration, then in the case of marriage, a marriage registration certificate, and in the case of migration, documents showing migration from and to the concerned local level/agency.
Notes
(A) For candidates requiring an experience period, the minimum service period must have been completed by the final date eligible for submitting an application for the concerned post.
(B) The time limit for submitting applications with double fee will not be counted for the purposes of age, educational qualification, experience period, and other qualifications.
(C) Applications not submitted within the Commission’s stipulated time, not meeting minimum qualifications, not disclosing required details, or not paying the stipulated fee will not be accepted.
(D) Candidates requesting a scribe must contact the concerned Commission office at least 10 (ten) days before the start of the written examination. Otherwise, the Commission will not be obliged to provide a scribe.
(E) Candidates who pass the written examination must compulsorily submit originals and copies of educational qualification certificates, citizenship, verified experience (if required), and the original documents and copies mentioned as required for open category applicants before attending the interview.
(F) Candidates must have obtained the prescribed educational qualification within the final application date. Candidates who studied in foreign institutions must have obtained equivalence determination of their degree from the concerned body within the same date.
(G) Candidates must compulsorily use only black ink in the examination; otherwise, the answer sheet will be cancelled.
(H) Candidates must comply with the conditions and instructions prescribed by the Commission for examination purposes.
(I) Candidates must be aware of the examination scheme mentioned in the syllabus.
