Koshi Pradesh Lok Sewa Aayog Announces 5th Level Assistant Vacancy 2082

Province Public Service Commission, Koshi Province (Koshi Pradehs Lok Sewa Aayog), Biratnagar, Nepal (Information, Communication Technology and Publication Branch), Advertisement for Open and Inclusive Competitive Written Examinations for Assistant Level (Fifth Level) Technical and Non-Technical Posts Under Local Government Service.

Where and How to Pay the Fee

The fee can be paid through electronic means directly via the Commission’s online application system, or by printing the bank voucher mentioning the Master ID and transaction code and paying cash at the designated bank.

Up to 2082/09/25 (the prescribed fee or double fee must be mandatorily paid by then).

Application Method

For all advertised posts (open and inclusive), applications must be submitted only through the online system. Detailed information on the method/procedure of online submission can be viewed at psconline.p1.gov.np.

Age Limit

By 2082/09/17, the candidate must have completed 18 years of age and must not have exceeded 35 years. For women and disabled candidates, the age must not have exceeded 40 years (for health service, the age must have completed 18 years and must not have exceeded 45 years).

For permanent employees of the Civil Service, Provincial Civil Service, and Local Government Service, the age limit will not apply.

Documents to Upload

Candidates must upload, in PDF format at the designated place in the online application system, documents related to minimum educational qualification, training, experience, documents as per (a), inclusive group supporting documents, and other documents prescribed in the relevant advertisement.

All candidates must scan both sides of their Nepali citizenship certificate and upload them in JPG format at the designated place.

Special Notice for Open and Inclusive Examinations

The candidate must be eligible as per Section 16 and Section 36 of the Local Government Service (Formation and Operation) Act, 2080.
The first-stage written examination for open and inclusive will be held on the same (sitting) date and time.
Based on the inclusive group mentioned by the candidate in the application form, the candidate’s inclusive group will be determined as per the Commission’s prevailing provisions.
For open and inclusive groups, when selecting candidates from the written examination for the computer skill test and interview, the program will be scheduled so that inclusive candidates, in alphabetical order, participate in the computer skill test and interview only once. The marks obtained in the computer skill test and interview will be counted in all groups (open and inclusive) in which the candidate has passed.
After all stages of the examination, recommendation for appointment will be made as per the merit order obtained and the priority order of the service/group/sub-group selected by the candidate.

Special Instructions for Candidates Applying Under Inclusive Groups

Candidates who wish to apply for posts under inclusive groups must submit the following documents along with the application at the time of applying. After being selected for interview from the written examination result, they must bring originals along with copies of those documents when coming for the interview.

If the mentioned documents were not valid at the time of submitting the application, the application may be canceled at any time.

Required Supporting Documents

For Adivasi/Janajati: For castes listed in the Nepal Federation of Indigenous Nationalities Act, based on that list. However, if there are multiple surnames within a listed caste, a document certified by the Chief District Officer stating the surname within the listed caste, issued based on the recommendation of the relevant local level.
For Dalit: For castes listed by the National Dalit Commission, based on that list. However, if there are multiple surnames within a listed caste, a document certified by the Chief District Officer stating the surname within the listed caste, issued based on the recommendation of the relevant local level.
For Disabled: Document showing receipt of a disability identity card from the Social Welfare Council or the relevant local level.
For Madhesi: A document certifying Madhesi status from an institution as designated by the Government of Nepal by publishing a notice in the Nepal Gazette. Until such an institution is designated through the Nepal Gazette, a document certified as Madhesi by the Chief District Officer based on the recommendation of the relevant local body.
For Muslim: For castes listed by the National Muslim Commission, based on that list. However, until being listed by the National Muslim Commission, and even for listed castes if there are multiple surnames, a document certified by the Chief District Officer stating the surname within the listed caste, issued based on the recommendation of the relevant local level.
For candidates applying under backward areas: As per the Local Government Service (Formation and Operation) Act, 2080, the candidate must have permanent residence in the specified districts, must have obtained citizenship from the relevant district, and must submit a document certified by the concerned rural municipality or municipality stating that the candidate has permanent residence at the same place up to the time of applying.

Note

As per Sub-section 10 of Section 10 of the Local Government Service (Formation and Operation) Act, 2080, the age limit will not apply in the case of employees working in provincial civil service or local service positions after receiving permanent appointment under the Provincial Civil Service Act, 2079 or prevailing laws related to local service.

As per Sub-section (2) of Section 10 of the Local Government Service (Formation and Operation) Act, 2080, one person can avail the facility of one time only under the inter-service concept for the same level of assistant level. The application of candidates to whom this provision applies will be canceled at any time at the level to which they have been adjusted.

Notes

By the last date for applying, certificates submitted by candidates must be registered with the relevant professional council and must have obtained the professional license certificate with validity maintained.
For positions requiring experience duration, the minimum period must have been completed by the last date permitted for applying for the relevant post.
The period of the double fee deadline will not be counted for the purpose of age, educational qualification, experience duration, and other qualifications.
As per Section 9 of the Local Government Service (Formation and Operation) Act, 2080, there is a provision that an employee currently working at the same level in federal civil service, any provincial civil service, or any local service will not be eligible for the level or post to be filled through open provincial civil service competition, inter-local level competition, or internal inter-service competitive examination. Therefore, candidates to whom this provision applies will not be allowed to fill the application form.

If, after filling the application form, they are recommended at the same level, they will not be appointed, and the concerned candidate must inform the Commission accordingly. The application of candidates to whom this provision applies will be canceled at any time.

As per Sub-section (2) of Section 10 of the Local Government Service (Formation and Operation) Act, 2080, as per the mentioned schedule, one person can avail the facility only once in the non-technical assistant level and in the health service.
For posts under Women Development, only women candidates will be eligible.
Applications not submitted within the deadline set by the Commission, or not meeting minimum qualifications, or not showing other required details, or not paying the prescribed fee will not be accepted.
Candidates requesting an assistant writer (scribe) must contact the Commission office at least 10 days before the start of the written examination. Otherwise, the Commission will not be obliged to provide an assistant writer.
The candidate must have obtained the prescribed educational qualification within the final application date (2082/09/17). Candidates who studied in foreign institutions must have equivalence determined by the relevant body for the qualification obtained.

However, for candidates applying for prescribed posts after completing prescribed educational qualifications from universities in Nepal, there is a provision that candidates will not be allowed to participate in the examination if they do not obtain the minimum educational qualification certificate or transcript to be submitted in the application by the last date, even after paying the fee to Tribhuvan University.

At present, if within the single fee deadline, the examination result has already been published by the relevant university within the final application date, and the candidate submits, within that period, a letter from the relevant university or educational institution confirming that the candidate has passed all examinations of that degree (all semester/year examinations, thesis, practical, and other requirements completed) along with mark sheets of all semesters, the application of such candidates will not be considered an obstacle for acceptance.

Candidates who pass the written examination must mandatorily bring original and copy documents related to educational qualification, citizenship, service experience, and other documents when coming for the interview.
While filling the online form, candidates must update their mobile number and email address. As information regarding acceptance/rejection of the form will be provided directly via mobile or email, if a candidate is unable to participate in the examination due to mentioning an incorrect mobile number or email address, the concerned candidate will be responsible.
If the advertisement number and examination center details are selected incorrectly, the Commission will not be obliged to make corrections.
In the examination, candidates must mandatorily use only black ink; otherwise, the answer book will be canceled.
