Public Service Commission Announces Upa Sachiv and Ninth-Level Vacancies

Kathmandu — The Public Service Commission (PSC), Central Office, Kamalpokhari, has invited applications for various positions under the Civil Service, Federal Parliament Service, Nepal Health Service, and National Human Rights Service.

Through Notice No. 582/083–84, published on 28 Ashoj 2083 BS, the Commission has announced vacancies for Gazetted Second Class (Non-Technical and Technical) Undersecretary or equivalent positions, ninth-level posts in the Health Service, and Officer Second Class positions in the National Human Rights Service.

The vacancies will be filled through internal competitive examinations and open and inclusive competitive examinations, as applicable.

Eligible candidates must submit their applications through the Commission's online application system at https://psconline1.psc.gov.np.

The application deadlines, fees, eligibility requirements, advertised positions, vacancy numbers, and examination schedules are provided below.

1. Application Deadlines and Fees

• Regular Application Deadline: 17 Kartik 2083 BS

• Deadline with Double Fee: 24 Kartik 2083 BS

• Application Fee: NPR 2,000

• Additional Fee: NPR 500 for each additional category under the same service/group or inclusive category, as specified in the notice.

2. Age Limit

Candidates must have completed 21 years of age and must not have exceeded 45 years as of 17 Kartik 2083 BS.

However, the age limit will not apply to serving permanent employees of the Civil Service or Nepal Health Service.

3. Minimum Educational Qualifications and Experience

For Internal Competitive Examinations

Candidates must have completed the educational qualifications and required period of service prescribed by law while serving in a position one grade below the advertised post in the relevant service.

For Open Competitive Examinations

Candidates must meet the following requirements:

• Hold a master's degree in the relevant subject.

• Have at least five years of experience in an officer-level position in government service, an organization registered under prevailing law, or an international organization.

• Candidates holding a Doctor of Philosophy (PhD) degree will receive a two-year reduction in the required experience period, bringing the requirement to three years.

Professional Council Registration

Candidates applying for engineering and health service positions must be registered with the relevant professional council and hold valid registration.

5. Examination Schedule

The Commission has published examination schedules for the advertised positions. The dates vary by service, group, and examination paper.

Non-Technical Positions

• First Paper (Combined): 26 Mangsir 2083 BS

• Examination Time: 1:00 PM

• Second Paper: Examinations will be conducted according to the respective services and groups from 27 Mangsir to 8 Poush 2083 BS.

Technical Positions

- First Paper: Examinations are scheduled between 2 Poush 2083 BS and 10 Magh 2083 BS, depending on the service and group.

Health Service Positions

• First Paper (Combined): For most specialist positions, the examination is scheduled for 29 Mangsir 2083 BS.

• Examination Time: 9:00 AM

• Second Paper: Examinations for different specialist positions are scheduled on various dates throughout Poush 2083 BS.

6. Application Procedure and Special Requirements

Candidates must submit their applications through the Public Service Commission's online application system.

They must upload the required documents in PDF format, including:

• Educational qualification certificates

• Training certificates

• Experience certificates

• Documents confirming eligibility under the relevant inclusive category

Special Instructions for Ninth-Level Health Service Applicants

Candidates applying for ninth-level positions in the Nepal Health Service must complete an additional document verification procedure.

According to the Commission, applicants must:

1. Download the checklist for submitting copies of uploaded documents from the Commission's website.

2. Complete the checklist as instructed.

3. Prepare a file containing the completed checklist and certified copies of the required documents.

4. Submit the file to the Application Management Centre, Anamnagar, Kathmandu, within seven days of the application submission deadline.

The Commission has stated that applications for these positions will be approved only after the submitted documents have been verified.
