Government Notice in Nepal

Applications Invited for NCRA Chairperson and Expert Member

Kathmandu. The committee formed to recommend appointments to the posts of chairperson and expert member of the National Cooperative Regulatory Authority has invited applications. By publishing a notice, the committee has requested interested Nepali citizens who meet the qualifications to submit applications within the prescribed period.

The notice was published on Baisakh 26, 2083 BS. The notice states that applications have been invited in accordance with the Cooperatives Act, 2074, and the “Criteria Relating to Recommendation for Appointment to the Posts of Chairperson and Expert Member of the National Cooperative Regulatory Authority, 2083.”

Qualifications for Chairperson and Expert Member

For the post of chairperson, candidates must have obtained at least a master’s degree in economics, commerce, management, accounting, law, or cooperatives. They must also have worked in the Government of Nepal’s gazetted special class or an equivalent post, or have at least 15 years of work experience in an international or national-level bank, financial institution, or cooperative institution.

For the post of expert member, candidates must also have obtained at least a master’s degree in economics, commerce, management, accounting, law, or cooperatives. The notice states that they must have at least 10 years of work experience in an international or national-level bank, financial institution, or cooperative institution.

Candidates must not have completed 60 years of age. They must also not be disqualified under the Cooperatives Act.

Documents to Be Submitted with the Application

Candidates must submit self-attested documents and details along with the application. According to the notice, the required documents are as follows:

  • Documents and details as per Schedule 1 of the criteria

  • Copy of Nepali citizenship certificate

  • Copy of certificate related to minimum educational qualification

  • Equivalence certificate, if the certificate is from a foreign educational institution

  • Institutionally certified document clearly showing experience of working for more than 1 year in the relevant field

  • Personal details showing contact information

  • Evidence showing that the candidate has not completed 60 years of age by the last date of application

  • 2 copies of a recently taken passport-size photograph

  • Copies of any other documents related to the post applied for, if any

  • Self-declaration as per Schedule 2 of the criteria

  • Receipt of application fee payment

Work Plan to Be Submitted

Candidates must submit a work plan along with the application. The work plan must include the concept paper of the institution, existing problems, challenges, and opportunities in the financial cooperative sector, a professional and financial work plan, and a future strategic plan.

The provisions related to the work plan are as follows:

  • The professional work plan related to regulation of cooperative unions and institutions must be prepared in no more than 5,000 words.

  • It must be computer-typed on A4-size paper in Nepali or English.

  • The professional work plan must be submitted with the first page as per Schedule 3 of the criteria.

  • Among the 3 copies, the candidate must sign each page of 1 copy.

  • The remaining 2 copies must not contain the candidate’s name, signature, or any identifying mark on any page.

  • The professional work plan must be placed inside an envelope and sealed.

  • The presentation of the work plan must be submitted in a separate sealed envelope with both hard copy and soft copy.

Application Date, Place, and Fee

Applications must be submitted during office hours within 15 days from the date of publication of the notice. According to the notice, the last date for submitting applications is Jestha 9, 2083 BS. If the final day falls on a public holiday, applications may be submitted within office hours on the next working day.

Applications must be submitted to the National Cooperative Regulatory Authority, Pulchowk, Lalitpur.

The application fee has been fixed at Rs. 5,000. The notice states that the amount must be deposited in the National Cooperative Regulatory Authority’s income account Ka.2.10, Account No. 114010010210021, maintained at Rastriya Banijya Bank.
