Nepal Oil Corporation Vacancy Announcement 2082–83

Nepal Oil Corporation Limited (NOC - Nepal Oil Nigam) has announced an open and inclusive competitive examination for permanent recruitment in various vacant positions.

Applications are invited from qualified Nepali citizens to fill the following vacant posts permanently through an open competitive examination. Special Notice Regarding the Advertisement

As per the mandamus order issued by the Honorable Supreme Court on 2079/10/24 in connection with writ petition no. 078-WO-0660 and related cases, recruitment will be conducted in accordance with the necessary legal arrangements once they are finalized.

Additional Details on Minimum Qualification (Experience) for Level 8

For work experience at Level 8, experience will only be recognized if the candidate has been appointed to officer-level positions in the relevant field within the following organizations. Such experience must be supported by an appointment letter or contract agreement and a letter from the concerned institution verifying the service period:

  • Civil Service and other Government bodies

  • Fully or partially government-owned organized institutions of Nepal Government

  • Development Committees formed under the Development Committee Act, 2013

  • Institutions or bodies established by law

  • United Nations, its agencies, and specialized bodies

  • Intergovernmental international organizations

  • Constituent campuses of universities

  • Community schools or campuses

Notes

  1. Experience in organizations other than those mentioned under point (a), including national and international non-governmental organizations, will only be recognized if, in addition to an appointment letter or contract and a service verification letter, the organization’s regulations, bylaws, directives, or procedures explicitly confirm officer-level recruitment standards, qualifications, organizational structure, and employment conditions.

  2. If a government employee claims experience in another organization or institution, such experience will only be accepted with prior approval from the Government of Nepal and proof of approved leave during that period.

  3. If the candidate worked in two or more organizations during the same time, only the experience from one full-time position will be counted.

  4. Work experience of less than 40 hours per week (part-time) will not be recognized.

  5. If part-time work is explicitly mentioned in the appointment letter or contract, such experience will not be recognized.

  6. Experience gained before achieving the minimum educational qualification required will not be accepted.

  7. Temporary or contractual service of less than one year will not be counted.

  8. Service in assistant-level posts, even if serving as acting or interim officer, will not be recognized as officer-level experience.

  9. For candidates with a PhD degree, the required experience period will be reduced by two years.

Examination Details

  • The written examination for all positions will be conducted by the Public Service Commission, with examination centers located in Kathmandu.

  • The detailed examination schedule will be published after receiving it from the Public Service Commission.

Age Limit

  • For Level 4 and 5 (including non-level positions): Candidates must be at least 18 years old and not older than 35 years by the application deadline.

  • For Level 6 and 7: Candidates must be at least 21 years old and not older than 35 years.

  • For Level 8: Candidates must be at least 21 years old and not older than 45 years.

  • For women and persons with disabilities, the upper age limit is 40 years (except for Level 8).

  • Permanent employees of Nepal Oil Corporation are exempt from age limits.

Examination Fee

  • Level 8, 7, and 6: Rs. 1,000

  • Level 5: Rs. 400

  • Level 4: Rs. 300

  • Non-Level: Rs. 200

For candidates applying in more than one inclusive category for the same post, additional fees must be paid as follows:

  • Level 6: Rs. 400 per category

  • Level 5: Rs. 200 per category

  • Level 4: Rs. 150 per category

  • Non-Level: Rs. 100 per category

Note: Double fee payment periods will not be considered for age, educational qualification, work experience, or other eligibility requirements.

Educational Qualification and Certificates

  • Candidates must have achieved the required minimum educational qualification within the final application deadline and must possess the certificate, transcript, or grade sheet issued by the relevant university or institution.

  • Candidates with foreign qualifications must submit equivalency certification from the relevant authority in Nepal.

  • Required documents and verified certificates must be submitted along with the application.

  • For inclusive category applications, certified documents must be submitted as per Rule 4.2(9) of Nepal Oil Corporation’s Employee Administration Regulation, 2063 (with amendments).

  • For Level 6 and above engineering positions, registration in the Nepal Engineering Council is mandatory.

  • For Chartered Accountant posts, membership certification from the Institute of Chartered Accountants of Nepal (ICAN) is required.

Reservation Provision

  • As per Rule 4.2(10) of the Corporation’s regulations, employees who have already utilized reservation facilities once in Nepal Oil Corporation’s service will not be eligible for reservation benefits again.

  • Current employees must declare whether they have availed reservation benefits previously; otherwise, the application will be canceled.
