In accordance with the Sudurpashchim Province Civil Service Act, 2079, applications are invited from eligible candidates for permanent recruitment through internal competition, open, and inclusive competitive examinations for the following services, groups, sub-groups, levels, and posts of the Provincial Civil Service. Candidates meeting the prescribed minimum qualifications must apply online through the Commission’s online application system at http://ppsconline.sudurpashchim.gov.np.

The open and inclusive competitive examinations of the Provincial Civil Service will be conducted in an integrated manner at one time, and candidates selected through the competitive examination will be recommended to the concerned body for appointment according to their order of preference.

Examination Details

Written Examination Schedule: To be published later.
Type of Examination: Written examination, computer skill test, and interview, as prescribed in the syllabus.
Examination Center: Dhangadhi, Kailali.
Medium of Examination: Nepali or English, or both Nepali and English.

Age Limit of Candidates

By 2083/01/17, male candidates must have completed 18 years of age and not exceeded 35 years, and female and candidates with disabilities must not have exceeded 40 years of age.

However, the age limit will not apply to permanent employees currently serving in the Federal Civil Service, the Provincial Civil Service of any province, and local services. In such cases, a document certified by the head of the concerned office confirming current service must be submitted.

Application Fee

Application Fee: Rs. 300

Candidates applying under Internal Competition and in additional inclusive group advertisements must pay an additional Rs. 150 for each additional group and an additional Rs. 150 per additional paper.

Fee Payment Method and Place

After submitting the form through the Commission’s online application system, go to My Application and click All Application. Then click the Pay button for the advertisement you applied for. After that, choose the bank and select Online Payment, then choose the designated wallet, enter the username and password, and complete the payment.

For Offline Payment, go to My Application, click All Application, then click the Pay button for the advertisement you applied for. After that, select the designated bank, choose Offline Payment, click Click here, generate the voucher, and pay the prescribed amount at the concerned bank using that voucher.

Once an application has been submitted for any advertisement, no additions, reductions, or corrections can be made to that same advertisement.

Time Limit for Fee Payment

After submitting the application online, the candidate must pay the prescribed examination fee or double fee, with the voucher mentioning the received Master ID and transaction reference number, no later than office hours on the day after the final date allowed for application with double fee. If that day falls on a public holiday, payment must be made on the first day the office reopens thereafter.

Documents to Be Uploaded

Candidates submitting an electronic application must fill in all required details and upload, in PDF format, the documents specified in the relevant advertisement, including educational qualifications, training, experience, professional license or council certificate, documents proving eligibility under the inclusive group, and other required documents.

All candidates must upload the front and back of their citizenship certificate, a recently taken passport-size photograph, and signature in JPG format in the designated place. If documents are not submitted in the prescribed format, the admit card will not be printable, so documents must be uploaded in the prescribed format.

If the application is not submitted in accordance with Section 14 of the Province Public Service Commission (Operational) Directive (First Amendment), 2080, and the notice, the application will be rejected at the time of verification, and no hearing will be made later under any pretext. Therefore, special care must be taken while filling out the application form.

Interview Date

The interview date will be published when the written examination result is announced.

Job Description

The work to be performed in the post shall be as prescribed by the prevailing law related to the service and group.

Service, Terms, and Facilities

These shall be as prescribed by the prevailing law.

Minimum Educational Qualifications Required for Internal Competition, Open, and Inclusive Competition

  1. Administration Assistant, Administration, General Administration: Passed S.L.C./S.E.E. or equivalent from a recognized educational institution.

  2. Assistant Accountant, Administration, Accounts: Passed S.L.C./S.E.E. or equivalent from a recognized educational institution with Mathematics, Ain Sresta, or Optional Accountancy as a subject.

Note: For candidates who passed S.L.C./S.E.E. or equivalent under the grading system, a GPA of 2 or above will be considered as meeting the minimum qualification.

Notice for Internal Competition, Open, and Inclusive Examinations

a. The candidate must not be disqualified under Sections 17 and 30 of the Sudurpashchim Province Civil Service Act, 2079.

b. To apply for the internal competitive examination of the Provincial Civil Service, the candidate must meet the qualifications under Sub-sections 7 and 9 of Section 9 of the Sudurpashchim Province Civil Service Act, 2079.

c. The written examination for internal, open, and inclusive categories will be held on the same date and at the same time. Separate examinations will not be held for each service/group and internal, open, or inclusive group.

d. When publishing the results of candidates selected from the written examination for internal, open, and inclusive categories, the names will be published in alphabetical order.

e. Candidates selected from the written examination must compulsorily fill in their order of preference before appearing in the interview. Candidates who do not fill in their preference order will not be allowed to participate in the interview.

f. For the inclusive group, the candidate’s inclusive category will be maintained according to the Commission’s prevailing provisions, based on the inclusive groups mentioned in the application form by the candidate selected from the written examination.

g. For open and inclusive groups, candidates selected in open and inclusive categories and in more than one inclusive group through the written examination will be scheduled to attend the interview only once. The interview marks obtained will be counted in all groups in which the candidate has passed, including open and inclusive.

j. After completion of all stages of the examination, recommendations for appointment will be made according to the merit order obtained.

Special Instructions for Candidates Applying Under Inclusive Groups

Candidates applying for posts under inclusive groups must prepare the following documents at the time of application submission. If selected for interview from the written examination results, they must bring the originals of those documents along with self-certified copies when coming for the interview.

If the listed documents are not found to be valid at the time of application, the application may be cancelled at any time.

a. For Dalit candidates: If the caste is listed by the National Dalit Commission, the same list will be the basis. However, if there is more than one surname within a caste listed by the National Dalit Commission, the candidate must submit a document certified by the Chief District Officer, on the recommendation of the concerned local level, stating that the surname belongs to the listed caste.

b. For Tharu/Rana Tharu candidates: If the caste is listed by the National Tharu Commission, the same list will be the basis. However, if there is more than one surname within a caste listed by the National Tharu Commission, the candidate must submit a document certified, on the recommendation of the concerned local level, by the Chief District Officer stating that the surname belongs to the listed caste.

c. For Economically Disadvantaged Khas Arya candidates: If the candidate has obtained a poverty identity card as per prevailing law, that identity card must be submitted. If such a card has not been obtained, a recommendation from the concerned local level certifying that the person belongs to the economically disadvantaged Khas Arya community with annual income below the level prescribed by law must be submitted.

d. For Backward Area candidates: The candidate must submit a citizenship certificate issued from the concerned district showing permanent residence in the districts mentioned in Explanation Clause (1) of Sub-section (7) of Section 7 of the Civil Service Act, 2049, and a document certified by the concerned local level stating that the candidate currently has permanent residence at the same place, based on a recommendation issued within 3 months before the date of filling the application form.

If citizenship has been obtained from a district other than the district of permanent residence, a letter from the District Administration Office that issued the citizenship certificate stating the reason for doing so must be submitted.

If the candidate has gone to a district mentioned in Explanation Clause (1) of Sub-section (7) of Section 7 of the Civil Service Act, 2049 through marriage or migration, then in the case of marriage, a marriage registration certificate, and in the case of migration, migration documents from the local level left and the local level moved to must be submitted.

e. For Adivasi/Janajati candidates: If the caste is listed in the National Foundation for Development of Indigenous Nationalities Act, the same list will be the basis. However, if there is more than one surname within a caste listed under that Act, the candidate must submit a document certified by the Chief District Officer, on the recommendation of the concerned local level, stating that the surname belongs to the listed caste.

f. For candidates with disabilities: A disability identity card issued by the Social Welfare Council on the recommendation of an approved doctor, or a disability identity card issued by the concerned local level certifying the disability and mentioning the classification of disability as per Sub-section (3) of Section 4 of the Act Relating to the Rights of Persons with Disabilities, 2074, must be submitted.

Important Notes

a. According to Sub-section (2) of Section 10 of the Sudurpashchim Province Civil Service Act, 2079, the benefit of reservation may be received by one person only once during the service period.

b. Since Section 10A of the Sudurpashchim Province Civil Service Act, 2079 does not provide for becoming a candidate for posts of the same level/grade, such candidates will not be allowed to apply.

c. For advertisements requiring a period of experience, the minimum service period must have been completed by the final date allowed for application for the relevant post.

d. The double-fee period will not be counted for age, educational qualification, experience period, training, equivalency, professional registration, and other qualifications.

e. Applications not submitted within the period prescribed by the Commission, or not meeting the minimum qualification, or not disclosing the required details, or not paying the prescribed fee, will not be accepted.

f. Candidates requesting a helper writer must submit an application to the Commission’s office at least 7 days before the start of the written examination; otherwise, the Commission will not be obliged to provide a helper writer.

g. Candidates who pass the written examination must, before the interview, compulsorily submit the originals of the educational qualification certificates, citizenship certificate, and documents required to be submitted by candidates applying under internal, inclusive, and open categories, along with one self-certified copy each.

h. The prescribed educational qualification must have been obtained by the final date for application. Candidates who studied in foreign institutions must have obtained equivalency of their qualifications from the concerned body.

However, in the case of candidates who completed the prescribed educational qualification from universities in Nepal and are applying for the prescribed post, if they are unable to submit the certificate of the minimum educational qualification or transcript with the application by the last date for single-fee submission due to time constraints, such candidates will be considered to have met the minimum qualification if:

  • the result has already been published by the concerned university within the final date for single-fee submission, and

  • they submit a letter from the concerned university or educational institution confirming that the student has passed all examinations required for that degree within that period, including all years/semesters, thesis, practicals, and other required components, along with the mark sheets of all semesters.

i. While filling out the online form, candidates must update their mobile number and email. Since information regarding approval or rejection of the application form will be sent directly through mobile and email, if a candidate is unable to participate in the examination due to an incorrect mobile number or email entered, the concerned candidate will be solely responsible.

j. Once an advertisement number has been selected, it cannot be amended again, so candidates must choose the advertisement number carefully.

t. Candidates must compulsorily use black ink only in the examination; otherwise, the answer sheet will be cancelled.

th. Matters other than those mentioned in this notice shall be governed by the Province Public Service Commission Act, Rules, and Directives.

d. Details related to the minimum educational qualification required for the applied post can be viewed while filling out the online form.

dh. Other arrangements related to recruitment shall be as per the Sudurpashchim Province Civil Service Act, 2079 and the Provincial Civil Service Rules, 2081.
